Re: Thomas Jefferson Foundation Water and Wastewater Improvements Part II
VSMP Permit Plan Review

Dear Mr. Greene:
Enclosed please find two (2) copies of the revised VSMP plans for the Water &
Wastewater Improvements — Part II for the Thomas Jefferson Foundation, Albemarle
County, Virginia. In response to your comments and concerns dated August 19, 2015, I
have prepared the following summary:
D. Erosion and Sediment Control Plan(ESCP)
It is understood that the site work is an in ground installation of a cast in place
concrete water storage tank and the excavation will catch most of the stormwater
during construction. The rain water will need to be pumped out into a filtering
device. It is assumed the tank will be covered with soil and vegetation after the
project is constructed. The soil depth should be Eight inches (or even more) is
preferred. Without deep soil, grass will dry out quickly and die off easily. Topsoil
will need to be saved to recover the excavation to field grass. The following is a list
of comments/recommendations for approval of this project:
1. Comment: Please show the stockpile area for the topsoil that will be utilized to
reestablish the field grass.
Response: A stockpile area has been added to Drawing No. C-4.
2. Comment: Please show a Filtering device for the water to be pumped from the
excavation. Trenching to drain the excavation will require a sediment
trap/filtering device below the outlet.

Response: A note has been added to Drawing No. C-4 noting the specification section
that dictates dewatering activities.
3. Comment: Additional silt fence should be shown below the CIP for the new pipe
under the existing road, or a sump area shown that will hold the 10 year storm
event until the water can filter through the silt fence culvert protection.
Response: Additional silt fence has been added.
4. Comment: The construction area appears too small for the construction crew
parking, supplies, Concrete pump truck and concrete delivery and turn around
area. This office suggests showing a larger work area for construction. The
excavated soil could be used to create a"temporary"staging area."
Response: An additional staging area has been designed on Drawing No. C-4.
5. Comment: There appears to be an existing water line to this project site. Please
label the water line as existing if this is a true statement. If this is a new water
line it will need to be included in the project limits.
Response: The existing waterline is from the Part I plans and shall be installed
according to the Part I plans and specifications.
6. Comment: The vicinity map should be updated for this project. The map
currently shows this project on the Monticello property instead of the Montalto
property.
Response: The vicinity map has been updated.
