RE: WPO-2015-00063 Virginia Asphalt Services,VSMP Permit Plan
Dear Justin,
This letter is to accompany the VSMP Plan revisions to serve as written response to your comments
provided in the September 18, 2015 letter.
A: Stormwater Pollution Prevention Plan (SWPPP)
1. The operator information has been filled in and signed by the owner.
2. Two revised SWPP booklets are included.
B: Stormwater Pollution Prevention Plan (SWPPP)
1. The PPP map has been included in the SWPPP at 11x17.
C: Stormwater Management Plan (SWMP)
1. The site data has been transferred to the VRRM spreadsheet for redevelopment. Corrections for
the hydraulic soils group for Urdorthents were also made. Per DEQ publications, the HSG is C,
not D. As a result of these changes the pollutant load reduction requirement increased to 0.55
lb/yr. Once you are in agreement with this amount, we will initiate the purchase of credits process
with the Chesapeake Bay Nutrient Land Trust.
2. We will also coordinate with Ana Kilmer on this process.
3. The requested exhibit has been added to Sheet 5. The level spreader was added at the request
of Max Greene to get Initial Site Plan approval. The level spreader is intended to serve as pre-
treatment of stormwater entering the BMP, which is the flood plain
D: Erosion and Sediment Control Plans (ESCP)
1. The existing conditions was added as Sheet 1.
2. The Pollution Protection items and detail sheet were removed from the set.
3. The line work for the ESC items, while not exactly per the VESC handbook is distinct, descriptive,
and has been clearly labeled. To further identify these measures line work examples have been
added the ESC Legend.
4. The date of the topography is included on the new Sheet 1.
5. The proposed trees have been removed from the Stage B plans.
6. I am unsure of the confusion here as the proposed contours between Stage A and Stage B are
identical with the exception of the temporary sediment trap and the slight modifications related to
the building and re-establishing native grades in the footprint of the trap. In my experience, the
primary purpose of the Stage B plans is to show the establishment of vegetation on graded turf
areas and protection of newly installed features (such as storm inlet protection) if necessary. It
may not be as important on this project, but it has been a standard of practice for many years and
its inclusion was a matter of habit
7. The perimeter silt fence has been shown to remain on the Stage B plan.
