Re: SUB-2015-00119 Rivanna Village, Phase 1 Road Plans
Dear Mr. Anderson,
We have reviewed the road plans for Phase 1 and parts of Phase 3 & 4 of Rivanna Village dated 716/15
with revisions dated 10/15/15 and 4/26/16 as submitted by AIan Franklin and offer the following
comments:
I . Per previous comment, the pedestrian crossing of Village Avenue (Formerly Main Street)
should be located within the right-of-way of Glenmore Way.
2. The note and detail, referenced in the comment response letter, calling for curbs and curb cuts
at SWM/BMP AS3a to be nosed down was not found.
3. Decision point A of the sight line triangles should be located 14.5 feet from the edge of
pavement. See Appendix 13(l)-19 & -20. As shown, they are 14.5 feet from 10 feet of the
center of the roadway. The following sight line comments, observed on the current sight lines
alignment, should also be considered once sight lines are realigned, as the correct alignment
could generate the same concerns at other intersections.
4. Sight lines cannot be obstructed by tree canopies and shrubbery. See Road Design Manual
Appendix B(l)-45 & -46; there should be a 5' window between the shrubs and tree canopy
through which the sight line passes. Examples of this include the current configurations of the
right sight line for Streamer Drive/Village Avenue (south), the right sight line for Sweetgum
Land/Steamer Drive, as well as the right sight line for AIIey A/Steamer Drive.
5. Sight lines that are tangent or near to structure corners will be difficult if not impossible to
maintain. Landscaping, porches, etc. will easily obstruct these sight lines. Please reconfigure.
6. There is no sightline profile for Alley B/Streamer drive, but a duplicate of Alley A/Steamer
Drive.
7. Sight line easements should be provided when the sight lines extend beyond the right-of-way.
