Regarding: RE: Castalia Pond (ESC)I Mitigation Plan

Mr. Anderson,
Thank you for your review of the Castalia Pond VSMP Permit plan. In response to your comments, the following
changes have been made:
A. SWPPP
A SWPPP has been prepared in conformance with County Code section 17-405 and is included along with the
revised VSMP plan.
B. Stormwater Management Plan
Stormwater management has been addressed with this submittal and calculations for peak flow rates and
runoff volumes are included in the stormwater packet.
C. Erosion Control Plan
The comments for the Erosion Control Plan are addressed below(#3,4).
D. Mitigation Plan
1. A wetlands expert has been consulted and has confirmed that the disturbed stream is intermittent, thus
needing a buffer.
2. C2-The mitigation planting has been changed to Option B of the Riparian Buffers Guidance Manual, Table
C, and no longer requires a five year maintenance and performance guarantee.
3. C3-A stream bypass design during the construction of the dam has been included with both a graphic
depiction and a note detailing its construction. Sandbags shall be used to obstruct water flow during the
placement of the 30" pipe bedding and again during placement of the standpipe.

4. C4-A narrative sequence details the stream bypass design.
5. The U.S.Army Corps of Engineers has given tentative approval of stream and wetland disturbance.
6. Upon review of 17-301.G and 17-303.B, exemption from VESCP and VSMP cannot be claimed as this is
not an agricultural pond.
7. As previously mentioned, this pond serves no agricultural purpose and therefore is not satisfactory for
exemption from VSMP.
8. C3-The recommended dam construction notes have been included.
