Subject: SDP 201600022 Albemarle H.S. Addition & Alterations - Minor
The County of Albemarle Planning Division will recommend approval of the plan referenced above once the
following comments have been satisfactorily addressed (The following comments are those that have been
identified at this time. Additional comments or conditions may be added or eliminated based on further review.). -
[Each comment is preceded by the applicable reference, which is to the Subdivision/Zoning Ordinances unless
otherwise specified.]
1. [Comment] There was a Major Site Plan Amendment (SDP200700115) for an addition and renovation to
AHS in 2007. Since that time two Minor Site Plan Amendments (SDP200200700152 & 201000056) were
approved for an air monitoring station and for stadium turf for this site. List the Major Site Plan Amendment
and the two Minor Site Plan Amendments in a "Previous Site Plans" notes. Three Minor Site Plan
Amendments can be submitted before a Major is required. This plan will be the third Minor Site Plan
Amendment. Any future application that does not qualify as a Letter of Revision will need to be submitted
as a Major. Rev. 1: Comment Addressed.
2. [32.5.1(c)] Dimensions. Add a note on the coversheet specifying the setbacks. Rev. 1: Comment not fully
addressed. The setbacks included on the coversheet do not match those of the RA zone or of those shown
on the coversheet of the approved SDP200700115. Please update to be appropriate or clarify as to why
those setbacks should apply.
3. [32.5.2(b)] Information regarding the proposed use. Add a note specifying the maximum height of the
proposed structure. Rev. 1: Comment Addressed.
4- [32.5.2(i)] Streets, easements and travelways. Include the State Route number for Lambs Lane in the label
for the road. Rev. 1: Comment Addressed.
5. [32.5.20,k,l)] Existing sewer and drainage facilities; Proposed sewer and drainage facilities; Existing and
proposed utilities. Verify that all existing and proposed easements are shown. Provide their owner, deed
book and page number (if applicable). Rev. 1: Comment Addressed.
6. [32.5.2(n)] Existing and proposed improvements. Provide a label specifying the material and width of
proposed walkway that wraps around the existing building and connects the two parking areas. Rev. 1:
Comment Addressed.
7. [32.5.2(n)] Existing and proposed improvements. Show the location of any mechanical equipment and/or
HVAC units for the proposed building. Rev. 1: Comment Addressed.
8. [32.5.2(n)] Existing and proposed improvements. Provide the location of any proposed outdoor lighting
including building mounted lights. If any exterior lights are proposed provide a manufacturer's cut sheet. All
outdoor lighting shall comply with the requirements of section 4.17. Rev. 1: Comment Not Addressed. The
specified items need to be added to the site plan.
9. [32.5.2(r)] Symbols and abbreviations. Update the legend to include "OHP" that is used on the site plan.

10. [32.6.2(k) & 4.17) Outdoor lighting. If any external lighting fixtures are proposed provide the lumen level of
each proposed fixture. Rev. 1: Comment Not Addressed. The specified items need to be added to the site

11. [32.6.2(k) & 4.17] Outdoor lighting. If any external lighting fixtures are proposed the luminaire schedule
should list the tilt of each proposed fixture; it must be 0 to be considered full cutoff. Rev. 1: Comment Not
Addressed. The specified items need to be added to the site plan.
12. [32.6.2(k) & 4.17] Outdoor lighting. If an exterior lighting fixture is proposed provide the following standard
lighting note: "Each outdoor luminaire equipped with a lamp that emits 3, 000 or more initial lumens shag be
a full cutoff luminaire and shall be arranged or shielded to reflect light away from adjoining residential
districts and away from adjacent roads. The spillover of lighting from luminaires onto public roads and
property in residential or rural areas zoning districts shall not exceed one-half foot-candle. " Rev. 1:
Comment Not Addressed. The specified items need to be added to the site plan.
13. [32.5.2(p)] Landscaping Plan. Provide either the tree cultivar to be planted or specify that the trees will be
"Large Deciduous Trees". Change the "Minimum Install Size" to be 1 '/z' - 1 W caliper. Acer rubrum & cvs.
is found both in the Large Deciduous Trees and the Medium Deciduous Trees categories of the Plant
Canopy Calculation table and their canopy at 10 years of growth is based on the cultivar and size at time of
planting. The 397 square foot value utilized in the Tree Canopy Calculation of the site plan is for a large
deciduous Red Swamp, October Glory, or Red Sunset Maple that is planted with a minimum caliper of 1 %"
- 1 W. Rev. 1: Comment not fully addressed. In addition to the information already provided in the Plant
Material Schedule also specify in the "REMARKS" that the trees will be "Large Deciduous Trees". Acer
Rubrum & CVS (Red Maple) come in both large and medium cultivars.
14. [32.5.2(p)] Landscaping Plan. Specify whether it is intended that the four existing deciduous trees north of
the proposed building will remain. If they are to remain, show the existing tree canopy, provide tree
protection fencing and a conservation check list and show how the trees will be protected if the limits of
clearing and grading encroach upon their canopy. Rev. 1: Comment not fully addressed. A Conservation
Plan Check list has been provided but not filled out. Include a completed checklist in the site plan. The
conservation methods outlined in the Conservation Plan Checklist have not been implemented in and with
the site plan. Go over the list of items that the Conservation Plan Checklist specifies as needing to be
shown in the site plan and the ways specified in the checklist to preserve the trees. Among other things
specified in the checklist is that the location and type of tree protection fencing must be shown on the site
Nan and that the limits of clearing and grading should not cross the dripline o�rotected tree. If an
existing tree cannot be protected to the level specified in the Conservation Plan Checklist then provide a
replacement large deciduous tree.
15. [Comment] This site plan amendment cannot be approved until ACSA has complete their review and grant
their approval. Inspections, Fire Rescue and Engineering have completed their reviews. See their attached
comments. Rev. 1: See the attached comments for Inspections, Fire Rescue and Engineering. ACSA
comments are not vet available. This site plan amendment cannot be approved until ACSA has granted_
their approval.
Staff has provided references to provisions of Chapter 18 of the Code of the County of Albemarle. The
Code is kept up to date by the County Attorney's office. The Code may be found on the County Attorney's
website which may be found under 'Departments and Services" at Albemarle.org.
In accord with the provisions of Section 32.4.3.5 of Chapter 18 of the Code if the developer fails to
submit a revised final site Ian to address all of the requirements within six (6) months after the date of
this letter the appli _atio all be deemed to have been voluntarily withdrawn by the developer.
