Joanne,
I have reviewed the subject plan and have the following comments:
1. The speed limit on Route 635, Miller School Road, at this proposed entrance is 35 mph. The sight
distance needs to be based on the posted speed and is 390 feet. Any speed study that shows an
operating speed under the posted speed needs to be submitted to VDOT for review and approval of
a lesser sight distance requirement in accordance with 24VAC30-73-80. The speed study should
consider approach speeds from either direction.
2. The proposed culvert under the new entrance should be separate from the existing box culvert
under Route 635 for maintenance reasons. If it is not possible to separate these structures, hydraulic
information needs to be submitted to include the hydraulic grade line. Also, the proposed junction
box would need a detail of the design and should be similar to a standard JB-1 VDOT junction box
with modifications for the grate top. A maintenance responsibility agreement will be required and the

school will be responsible for the maintenance of the junction box. An easement will be required
around the junction box for VDOT access.
3. A Land Use Permit will be required for construction within the road easement or connection to
existing culverts.
