The plan approving authority must be notified one week prior to the pre -construction conference, one week prior to the commencement of land disturbing activity, and one week prior to the final inspection. 2. All erosion and sediment control measures will be constructed and maintained according to minimum standards and specifications of the Virginia Erosion and Sediment Control Handbook and Virginia Regulations VR 625-02-00 Erosion and Sediment Control Regulations. 3. All erosion and sediment control measures are to be placed prior to or as the first step in clearing. 4. A copy of the approved erosion and sediment control plan shall be maintained on the site at all times. 5. Prior to commencing land disturbing activities in areas other than indicated on these plans (including, but not limited to, off-site borrow or waste areas), the contractor shall submit a supplementary erosion control plan to the owner for review and approval by the plan approving authority. 6. The contractor is responsible for installation of any additional erosion control measures necessary to prevent erosion and sedimentation as determined by the plan approving authority. 7. All disturbed areas are to drain to approved sediment control measures at all times during land disturbing activities and during site development until final stabilization is achieved. 8. During dewatering operations, water will be pumped into an approved filtering device. 9. The contractor shall inspect all erosion control measures periodically and after each runoff- producing rainfall event. Any necessary repairs or cleanup to maintain the effectiveness of the erosion control devices shall be made immediately. 10. All fill material to be taken from an approved, designated borrow area. 11. All waste materials shall be taken to an approved waste area. Earth fill shall be inert materials only, free of roots, stumps, wood, rubbish, and other debris. 12. Borrow or waste areas are to be reclaimed within 7 days of completion per Zoning Ordinance section 5.1.28. 13. All inert materials shall be transported in compliance with section 13-301 of the Code of Albemarle. 14. Borrow, fill or waste activity involving industrial -type power equipment shall be limited to the hours of 7:00am to 9:00pm. 15. Borrow, fill or waste activity shall be conducted in a safe manner than maintains lateral support, or order to minimize any hazard to persons, physical damage to adjacent land and improvements, and damage to any public street because o slides, sinking, or collapse. 16. The developer shall reserve the right to install, maintain, remove or convert to permanent stormwater management facilities where applicable all erosion control measures required by this plan regardless of the sale of any lot, unit, building or other portion of the property. 17. Temporary stabilization shall be temporary seeding and mulching. Seeding is to be at 75 lbs/acre, and in the months of September to February to consist a 50/50 mix of Annual Ryegrass and Cereal Winter Rye, or in March and April to consist of Annual Rye, or May through August to consist of German Millet. Straw mulch is to be applied at 801bs/100sf. Alternatives are subject to approved by the County erosion control inspector. 18. Permanent stabilization shall be lime and fertilizer, permanent seeding, and mulch. Agricultural grade limestone shall be applied at 90lbs/ 1000s f, incorporated into the top 4-6 inches of soil. Fertilizer shall be applied at 1000lbs/acre and consist of a 10-20-10 nutrient mix. Permanent seeding shall be applied at 1801bs/acre and consist of 95% Kentucky 31 or Tall Fescue and 0-5% Perennial Ryegrass or Kentucky Bluegrass. Straw mulch is to be applied at 801bs/100sf. Alternatives are subject to approved by the County erosion control inspector. 19. Maintenance: All measures are to be inspected weekly and after each rainfall. Any damage or clogging to structural measures is to be repair immediately. Silt traps are to be cleaned when 50% of the wet storage volume is filled with sediment. All seeded areas are to be reseeded when necessary to achieve a good stand of grass. Silt fence and diversion dykes which are collecting sediment to half their height must be cleaned and repaired immediately. 20. All temporary erosion and sediment control measures are to be removed within 30 days of final site stabilization, when measures are no longer needed, subject to approval by the County erosion control inspector. 21. This plan shall be void if the owner does not obtain a permit within 1 year of the date of approval. (Water Protection Ordinance section 17-204G.) 22. Permanent vegetation shall be installed on all denuded areas within nine (9) months after the date the land disturbing activity commenced (Water Protection Ordinance section 17-2078) OTHER NOTES 1. This plan is provided for the implementation of erosion and sediment control measures only. 2. The existing vegetation at the site is grass and woods. 3. The earthwork quantities have not been calculated. 4. All excavation for underground pipe installation must comply with OSHA Standards for the Construction Industry (29 CFR Part 1926). 5. The location of existing utilities across or along the line of the proposed work are not necessarily shown on the plans and where shown are only approximately correct. The contractor shall on his own initiative locate all underground lines and structures as necessary. 6. The contractor shall verify the locations of all boundaries, buildings, vegetation and other pertinent site elements. 7. The contractor shall be responsible for notifying "MISS UTILITY" - 811. 8. Any damage to existing utilities caused by the contractor or its subcontractors shall be the contractor's sole responsibility to repair. This expense is the contractor's responsibility. 9. All paving, drainage related materials and construction methods shall conform to current specifications and standards of VDOT unless otherwise noted. 10. Erosion and siltation control measures shall be provided in accordance with the approved erosion control plan and shall be installed prior to any clearing, grading or other construction. 11. A11 slopes and disturbed areas are to be fertilized, seeded and mulched. The maximum allowable slope is 2:1. Where it is reasonably obtainable, lesser slopes of 3:1 or better are to be achieved. 12. Paved, rip -rap or stabilization mat lined ditch may be required when in the opinion of the Engineer it is deemed necessary in order to stabilize a drainage channel. 13. All traffic control signs shall conform to the Virginia Manual for Uniform Traffic Control Devices. 14. Unless otherwise noted all concrete pipe shall be reinforced concrete pipe - Class III. 15. Minimum Standards: Minimum Standards 4(1): Permanent or temporary soil stabilization must be applied to denuded areas within 7 days after final grade is reached on any portion of the site. Temporary soil stabilization shall be applied within 7 days to denuded areas which may not be at final grade but will remain dormant (undisturbed) for longer than 30 days. Permanent stabilization shall be applied to areas that are to be left donnant for more than one year. Soil stabilization refers to measures which protect soil from the erosive forces of raindrop impact and flowing water. Applicable practices include vegetative establishment, mulching, soil stabilization blankets and the early application of gravel base on areas to be paved. Soil stabilization measures should be selected to be appropriate for the time of year, site conditions and estimated duration of use. Minimum Standards 4(2): During construction of the project, soil stock piles shall be stabilized or protected with sediment trapping measures. The applicant is responsible for the temporary protection and permanent stabilization of all soil stockpiles on site as well as soil intentionally transported from the project area. Minimum Standards 4(3): A permanent vegetative cover shall be established on denuded areas not otherwise permanently stabilized. Permanent vegetation shall not be considered established until a ground cover is achieved that, in the opinion of the local program administrator or his designated agent, is uniform, mature enough to survive and will inhibit erosion. Minimum Standards 4(4): Sediment basins and traps, perimeter dikes, Sediment barriers and other measures intended to trap sediment shall be constructed as a first step in any land disturbing activity and shall be made functional before cup slope land disturbance takes place. Minimum Standards 4(5): Stabilization measures shall be applied to earthen structures such as dams, dikes, and diversions immediately after installation. Minimum Standards 4(6): Sediment traps and sediment basins shall be designed and constructed based upon the total drainage area to be served by the trap or basin. a. The minimum storage capacity of a sediment trap shall be 134 cubic yards per acre of drainage area and the trap shall only control drainage areas less than three acres. Critical areas: Care should be taken on a daily basis to maintain the erosion control structures throughout the site to prevent silt from leaving the construction area. This shall be especially true for the steep area that drains towards the roadside ditch. 7. Erosion and sediment control measures: Measures on the accompanying drawings are to be installed in accordance with the specifications and standards of the "Virginia Erosion and Sedimentation Control Handbook", Third Edition, 1992. The measures named below should be installed in accordance with this handbook as noted below. Special E & S Control Instructions Concerning the Stream Crossing Near Statiorn 10+40: a. Due to the limited work area and close proximity to the state road, construction of the stream crossing will require special awareness and attention during the clearing, storm installations, and grading operations. The following is one acceptable method to minimize potential erosion, protect the stream and to minimize interference iwith traffic on the state road. b. The contractor shall construct a temporary construction entrance (CE) in the level area just to the north of the existing box culvert. This will allow initial equipment arnd supply access. Just upstream of the junction box, the contractor can temporarily block the stream with sand bags and install an overflow pipe that drains to the existing biox culvert. This should keep the work area relatively dry. A coir log shall be securely SOIL EROSION CONTROL 02020-5 b. Surface runoff from disturbed areas that is comprised of flow form drainage areas greater than or equal to three acres shall be controlled by a sediment basin. The minimum storage capacity of a sediment basin shall be 134 cubic yards per acre of drainage area. The outfall system shall, 'at a minimum, maintain the structural integrity of the basin during a twenty-five year storm of 24-hour duration. Runoff coefficients used in runoff calculations shall correspond to a bare earth condition or those conditions expected to exist while the sediment basin is utilized. Minimum Standards 4(7): Cut and fill slopes shall be designed and constructed in a manner that will minimize erosion. Slopes that are found to be eroding excessively within one year of permanent stabilization shall be provided with additional slope stabilizing measures until the problem is corrected. Minimum Standards 4(8): Concentrated runoff shall not flow down cut or fill slopes unless contained within an adequate temporary or pernanent channel, flume or slope drain stricture. Minimum Standards 4(9): Whenever water seeps from a slope face, adequate drainage or other protection shall be provided. Minimum Standards 4(10): All storm sewer inlets that are made operable during construction shall be protected so that sediment -laden water cannot enter the conveyance system without first being filtered or otherwise treated to remove sediment. Minimum Standards 4(11): Before newly constructed stormwater conveyance channels or pipes are made operational, adequate outlet protection and any required temporary or permanent channel lining shall be installed in both the conveyance channel and receiving channel. Minimum Standards 4(12): When work in a live watercourse is performed, precautions shall be taken to minimize encroachment, control sediment transport and stabilize the work area to the greatest extent possible during construction. Non -erodible material shall be used for the constnuction of causeways and cofferdams. Earthen fill may be used for these structures if armored by non - erodible cover materials. Minimum Standards 4(13): When a live watercourse must be crossed by construction vehicles more than twice in any six-month period, a temporary vehicular stream crossing constructed of non -erodible material SOIL EROSION CONTROL 02020-2 placed at the inlet of the existing box culvert. At this point, the contractor can perform the initial clearing of the stream banks, prepare the base grade and install the culvert extension and junction box. c. Whenever possible, all materials and equipment shall enter from the school side of this stream. Minimal activity shall occur along the state road. d. The new road just to the east of the stream can serve as a staging area for the construction of the stream crossing. e. The next stage of work will be the installation of the new box culvert. Relocate the sand bags and overflow pipe upstream of the box culvert inlet. Perform the initial clearing of the stream banks as before. Prepare the base and install the culvert. Continue to move the coir log upstream and place at the inlet of the most recently installed section of culvert. Clear and excavate only the minimum area necessary to install each stage. Do not clear the entire length of stream bank. f. Backfilling can occur after each stage, but only to a point just above the box culvert. Once the entire length of storm items have been installed, the remainder of the fill can be placed. The stream shall be protected during the next filling and compaction process with the noted Silt Fencing (SF) and Silt Trap (ST). g. At this point, the temporary construction entrance (CE) can be relocated over the new entrance. General Proiect Instructions: a. All E & S Control measures for each drainage area shall be installed according to the attached plans and approved by the inspector from Albemarle County prior to any clearing and grading. b. Begin clearing and grading. c. Apply dust control (DC) measures as needed. d. Apply construction road stabilization (CRS) as soon as possible. e. Apply inlet protection (IP) soon after the installation of the new inlet. f Apply permanent seeding (PS) and mulch (MU) to areas as indicated on the plans. g. All temporary sediment control structures are to remain in place and will be removed only when a satisfactory stand of permanent grass is present. STRUCTURAL METHODS CE = CONSTRUCTION ENTRANCE A temporary construction entrance, without a wash rack, shall be installed where the access are intersects with the state road. CRS= CONSTRUCTION ROAD STABILIZATION Construction road stabilization, or stone, shall be placed along on-site vehicle transportation routes immediately after grading to minimize erosion during wet weather. DC = DUST CONTROL A variety of dust control methods can be chosen to reduce surface and air movement of dust during land disturbing, demolition, and construction activities. Some of the more common methods are water sprinkling, spray -on adhesives, vegetative cover, mulch, stone, or calcium chloride. SOIL EROSION CONTROL 02020-6 shall be provided. Minimum Standards 414 All applicable federal, state and local regulations pertaining to working in of crossing live watercourses shall be met. Minimum Standards 4(15): The bed and banks of a watercourse shall be stabilized immediately after work in the watercourse is completed. Minimum Standards 4(16): Underground utility lines shall be installed in accordance with the following standards in addition to other applicable criteria: a. No more than 500 linear feet of trench may be opened at one time. b. Excavated material shall be placed on the uphill side of trenches. c. Effluent from dewatering operations shall be filtered or passed through an approved sediment trapping device, or both, and discharged in a manner that does not adversely affect flowing streams or off-site property. d. Material used for backfilling trenches shall be properly compacted in order to minimize erosion and promote stabilization. e. Re -stabilization shall be accomplished in accordance with these regulations. f Applicable safety regulations shall be complied with. Minimum Standards 4(17): Where construction vehicle access routes intersect paved public roads, provisions shall be made to minimize the transport of sediment by vehicular tracking onto the paved surface. Where sediment is transported onto a public road surface, the road shall be cleaned thoroughly at the end of each day. Sediment shall be removed from the roads by shoveling or sweeping and transported to a sediment control disposal area. Street washing shall be allowed only after sediment is removed in this manner. This provision shall apply to individual subdivision lots as well as to larger land -disturbing activities. Minimum Standards 4(18): All temporary erosion and sediment control measures shall be removed within 30 days after final site stabilization or after the temporary measures are no longer needed, unless otherwise authorized by the local program administrator. Trapped sediment and the disturbed soil areas resulting from the disposition of temporary measures shall be permanently stabilized to prevent fiurther erosion and sedimentation. Minimum Standards 4(19) Properties and waterways downstream from development sites shall be protected from sediment deposition, erosion and damage due to increases in volume, velocity and peak flow SOIL EROSION CONTROL 02020-3 IP = INLET PROTECTION All storm sewer inlets shall be protected during construction. Sediment -laden water shall be filtered before entering the storm sewer inlets. SF = SILT FENCE Silt fence sediment barriers will be installed down slope of areas with minimal grades to filter sediment -laden runoff from sheet flow as indicated on the plans. VEGETATIVE METHODS: PS = PERMANENT SEEDING All areas disturbed by construction shall be stabilized with permanent seeding or a vegetative cover immediately following finished grading. TO = TOPSOILING Topsoil will be stripped from areas to be graded and stockpiled for later use. Stockpile locations shall be located off-site and area to be stabilized with temporary vegetation. TS = TEMPORARY SEEDING All denuded areas which will be let dormant for extended periods of time shall be seeded with fast germinating ternporary vegetation immediately following grading. Selection of the seed mixture will depend on the time of the year it is applied. MU = MULCH EROSION CONTROL BLANKETS Mulch or erosion control blankets will be installed over fill slopes which have been brought to final grade and have been seeded to protect the slopes from rill and gully erosion and to allow seed to germinate properly. 8. Permanent and temporary stabilization: Permanent: All areas disturbed by construction shall be stabilized with permanent seeding or a vegetative cover immediately following finished grading. Generally, if the soil is too red it should be replaced with good brown topsoil. Lime shall be applied at a rate of 2 tons per acre of pulverized agricultural grade limestone (90 lbs. /1,000 ft2) depending on the soil pH. In addition, 10-20-10 fertilizer shall be applied at a rate of 1,000 lbs./acre (23-lbs./1,000 ft2). Both the lime and fertilizer shall be uniformly incorporated into the top 4 to 6 inches of loose soil and worked in by hand with a steel rake. Grass seed shall be uniformly planted with 1/4" to 1/2" soil cover. The grass seed for the shoulders should be different than on the steep slopes. In either case the seed should be certified and indicated on the tag that it has been tested within the past 12 months. Follow the seeding specifications (types and rates) as indicated for a contractors mix (sunny locations) from Southern States. If a hydro -seeder is to be used, the seed shall not be left in the tank for more than 30 minutes. Any longer may damage the seed and result in a poor germination production. SOIL EROSION CONTROL 02020-7 rate of stormwater runoff for the stated frequency storm of 24-hour duration in accordance with the standards and criteria outlined in the regulations. B. Narrative: 1. Project description: This project is involves the construction of a new entrance to the Miller School in western Albemarle County. This project is on a large tract of land in the Samuel Miller District described as TMP 72-32. Approximately 6.92 acres will be disturbed. 2. Existine site conditions: The existing topography for the proposed road varies throughout the project. There is an abandoned roadbed from the proposed entrance to the approximately station 17+00 where it disappears into an open field. Up to station 17+00 the area has well established deciduous canopy trees, understory trees and ground vegetation on either side of the roadbed. The terrain gently slopes within this area and minimizes contact with critical slopes. Beyond station 17+00 the land is more open with scattered trees on moderate slopes. The drainage basin is bowl shaped and drains to an existing small pond in front of the campus. 3. Adjacent areas: The E & S manual requests this section to describe adjacent areas which might be affected by this land disturbance project. There should not be any effect on adjoining properties as the Miller School property is so vast and encompasses hundreds of acres p p y p .This being said, runoff from this project will traverse a short reach of stream prior to entering the Mechum's River. It is still important to minimize the stream impact. 4. Off-site areas: This plan does not address cut and fill quantities of soil or whether a waste or borrow site is needed. When known, it must have an approved soil erosion control plan for that jurisdiction. In no case shall the contractor haul material to or from an off-site area that does not already have a soil erosion control plan approved by the Local Program Administrator. 5. Soil description: The soils that may be found at this site are described below. Additional information of these soils can be found in the "Soil Survey of Albemarle County, Virginia" published by the USDA — Soil Conservation Service. 27B — Elioak Loam, 2-7% slopes. This deep, gently sloping, well drained soil is on broad to narrow convex ridge tops. Generally, the surface layer is dark brown and reddish brown loam about 8 inches thick. The subsoil is about 41 inches thick. The upper part is yellowish red silty clay loam and red silty clay and red silty clay loam and silt loam in the lower part. SOIL EROSION CONTROL 02020-4 The seed sliall be covered with an appropriate amount and type of mulch in accordance with section 3.35 of the handbook Straw or hay mulch shall be applied at a rate of 1.5 to 2 tons per acre. Please refer to the handbook for proper application rates if other types of mulches are used. A final sealant tack coat shall be sprayed over the mulch to deter dispersion. In all seeding operations, seed, fertilizer and lime will be applied prior to mulching. Permanent vegetation shall not be considered established until a ground cover is achieved that, in the opinion of the local program administrator or his designated agent, is uniform, mature enough to survive and will inhibit erosion. Straw mulching is probably the best way to protect the soil and contain moisture within the seedbed on fairly level areas. To stabilize the straw on the slopes or in open areas that may blow use a jute mesh or matting. Temporary: Temporary seeding shall be applied to reduce erosion and sedimentation by stabilizing disturbed areas that will not be brought to final grade for a period of more than 30 days. These areas may include denuded areas, soil stockpiles, dikes, dams, and sides of sediment basins and temporary road banks. A permanent vegetative cover shall be applied to areas that will be left donnant for a period of more than 1 year. Seedbeds shall be properly prepared and quality seed shall be used. The soil to be seeded shall be loosened by discing, raking or harrowing. It shall not be compacted, crusted or hard. If the area to be seeded will be left undisturbed for more than 1 year follow the directions above for establishing permanent vegetation. 9. Stormwater Considerations: Stormwater quality measures are not required as the amount of imperious cover on this tract of land is less than 16%. The quantity of the storm water runoff will increase slightly due to the increase in impervious road cover. However, an equal or greater amount of existing impervious areas are being converted to grass. 10. Maintenance and Inspections: In general, all erosion and sediment control measures will be checked weekly and after every rainfall. The following items will be checked in particular: a. The sediment traps will be checked regularly for sediment cleanout. As a minimum, the traps shall be cleaned out when they a half full of sediment. b. The gravel outlets will be checked regularly for sediment buildup that will prevent drainage. If the gravel is clogged by sediment, it shall be removed and cleaned or replaced. c. The seeded areas will be checked regularly to ensure that a good stand is maintained. Areas should be fertilized and reseeded as needed.
