Dear Mr. Crosby:
The AJbemarle County Board of Supervisors, at its meeting of July 7, 1982,
approved your above-referenced special use permit, subject to the follc:wing
conditions :
1. Provide phy::;1:::al and/or personnel traffic control measures on Fifth Street
as deerred nec2ssary by the City Police and C01.IDty Sheriff's Departrrents;
2. Clearing of v2getation along shoulders of entrance road. Posting of
signage along both sides of entrance road stating "No Parking. Fire lane."
Barriers and "No Access" signs to prevent access to old Willoughby Road
on the south :md area on the north where recreational vehicle traffic has
traveled over the slope. Widen the entrance gate at the site to two lanes;
3. Provide six f:JOt or rrore height fencing aro1.IDd concrete hatching area (i.e.,
double rc:w of snc:w fence) ;
4. Ratoval of all "trip hazards," including reenforcing rods, small concrete
abut::ments, heaved finished concrete, and the like. Provide cover over
concrete drainage ditch. Remove or consolidate and fence all concrete
building sections, large pipe and the like. Fencing of depressed ramp on
nort.~ side of building. In addition to other requirements of this
condition, :::-enoval or correction to the reasonable satisfaction of the Fire
Official of any hazards identified after site has been cleared;
5. Fire Official and Director of Planning approval of location of individual
... uses, vehicular and pedestrian circulation, parking areas, and ~rgency

6. Hours open to the public limited to 4 P.M. to 10 P.M. on Wednesday,
Septanber ]., and Thursday, September 2, and 4 P.M. to 11 P.M. on Friday,
September 3, and 9 A.M. to 11 P.M. on Saturday, September 4, 1982;
7. Lighting to be directed away fran I-64;
8. Public aCCE!SS to I-64 side of building shall be pennitted only upon
..- provision of safety measures to the reasonable satisfaction of the Fire
Official and the Director of Planning;
9. Health Department approval of temporary sanitary facilities.
