This approval shall be valid for a period of five (5) years from the date of this letter, provided that the developer submits a final site plan for all or a portion of the site within one (1) year after the date of this letter as provided in section 32.4.3.1 of Chapter 18 of the Code of the County of Albemarle, and thereafter diligently pursues approval of the final site plan. An Erosion and Sediment Control Permit may be issued after the following approvals are received: 1. Approval an Erosion and Sediment Control Plan meeting the requirements of Chapter 17 of the Code of the County of Albemarle. 2. Approval of a Stormwater Management Plan meeting the requirements of Chapter 17 of the Code. 3. Approval of all easements for facilities for stormwater management and drainage control. 4. Approval of a mitigation plan for the disturbance of Water Protection Ordinance buffers. 5. Submittal of a tree conservation checklist. The final site plan will not be considered to have been officially submitted until the following items are received: 1. A final site plan that satisfies all of the requirements of section 32.6 of Chapter 18 of the Code. 2. A fee of $1,500. Please submit seven (7) copies of the final plans to the Community Development Department. The assigned Lead Reviewer will then distribute the plans to all reviewing agencies. Once you receive the first set of comments on the final site plan, please work with each reviewer individually to satisfy their requirements. Provide proof of each reviewer's tentative approval once received. The Lead Review will notify you when it is time to submit copies for signature. The final site plan will not be approved until the following conditions are met: Planning Division Approval of: (2 Copies are required to be submitted for review) 1. A site plan meeting all the requirements of section 32.6 of Chapter 18 of the Code. Engineering Division Approval of: (1 Copy is required to be submitted for review) 1. An Erosion and Sediment Control Plan meeting the requirements of Chapter 17 of the Code of the County of Albemarle 2. A Stormwater Management Plan meeting the requirements of Chapter 17 of the Code. 3. All easements for facilities for stormwater management and drainage control. 4. The site plan must reflect changes required on previous reviews of VSMP and Road Plans for Foothill Crossing II, specifically the request to revise your design to follow the natural drainage of the site topography. 5. County approved turnarounds must be provided where streets and alleys end (AC Design Standards Manual). 6. All WPO stream buffers should be shown matching the County GIS. 7. VSMP application items should be removed from site plans. 8. There should be no structures within drainage easements. Albemarle Countv Architectural Review Board Approval of a Certificate of Aoorooriateness. (8 Cosies are required to be submitted for review) • Regarding requirements to satisfy the design guidelines as per § 18-30.6.4(2), (3) and (5): 1. Provide a row of large trees along the northern property line, 40' on center, 2%" caliper at planting. Ensure that planting area is clear of utilities and easements, and that it is fully coordinated with retaining walls. • Regarding recommendations on the plan as it relates to the guidelines: None. • Regarding recommended conditions of initial plan approval: 1. A Certificate of Appropriateness is required prior to final site plan approval. 2. Provide architectural designs and site sections for review with the next submittal. If the sections confirm limited visibility, architectural review will be limited to roof form, materials and colors. 3. Add the standard mechanical equipment note to both the site and architectural plans: "Visibility of all mechanical equipment from the Entrance Corridor shall be eliminated." 4. Provide a row of large trees along the northern property line, 40' on center, 2%2" caliper at planting. Ensure that planting area is clear of utilities and easements, and that is fully coordinated with retaining walls. 5. Provide a complete plant schedule on the site plan. 6. Add the standard plant health note to the site plan: "All site plantings of trees and shrubs shall be allowed to reach, and be maintained at, mature height; the topping of trees is prohibited. Shrubs and trees shall be pruned minimally and only to support the overall health of the plant." • Regarding conditions to be satisfied prior to issuance of a grading permit: None. Albemarle Countv Fire & Rescue Aooroval. (1 Coov is reauired to be submitted for review 1. Streets to be marked No Parking shall have signs or painted curbs installed. This shall be shown on the plans. 2. Fire Rescue is requesting the connection to Hill Top street be installed. This will allow for the second means of access for developments greater than 30 single family homes. VSFPC D107. Albemarle Countv Service Authoritv Aaaroval. (2 Cooies are reauired to be submitted for review 1. RWSA Capacity Certification shall be required during the final site plan process. The ACSA will submit the proper request once a utility construction review package is received. 2. Submit 3 copies of the final site plan along with water/sewer data sheets directly to the ACSA, Attn: Jeremy Lynn, PE, for utility construction review. 3. Prior to the approval of the final site plan and utility plan, the Foothill Crossing II Road Plan must be approved by the ACSA for water/sewer utility construction. To date the ACSA has not received a utility construction review package for SUB201400187, as outlined in the comments for that application. Please submit the utility review package at your earliest convenience to begin the ACSA review process. The application should be made to the attention of Jeremy Lynn, PE. 4. To date the only Foothill Crossing review package under utility construction review is the Foothill Crossing Phase IV and V Road Plan. Virginia Department of Transportation Approval.
