Dear Mr. Perez:
The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plan as submitted by Shimp Engineering, with a most
recent revision date of 10 June 2016, and offers the following comments:
1. The required intersection sight distance for the proposed entrance is 610 feet. Based on
the provided information, it does not appear that this distance is feasible within the
prescriptive right-of-way, and it is not clear if it is feasible outside the right-of-way. Note
that offsite sight distance lines that are beyond the right-of-way will require sight distance
easements to be on a recorded plat prior to approval recommendation.
2. The entrance geometry will need to be designed to accommodate the largest vehicle
intended to access the site, per Appendix F. The design vehicle should be provided to'
confirm this, as requested in the Initial Site Plan review.
3. The previously requested culvert design information has not been provided.
Please provide two copies of the revised plan along with a comment response letter. If further
information is desired, please contact Justin Dee] at 434-422-9894.
A VDOT Land Use Permit will be required prior to any work within the right-of-way. The
owner/developer must contact the Charlottesville Residency Transportation and Land Use

Conditions of initial Plan A
1. Comment] The public notification fee of $200 was not paid prior to the SRC meeting. Please pay the fee

2. [SP2014-15 Conditions of Approval] On the plan depict the limits of the overnight tent camp site area.
Also provide a note on the plan that states: "The facility is limited to six (6) overnight camp sites pursuant to

3. [32.7.2.1] Vehicular Access to Site. Each entrance onto any public street shall be designed and constructed
as required by the standards of the Virginia Department of Transportation. VDOT approval of the proposed
entrance to the site shall be required prior to final site plan approval. Rev 2. Comment still relevant.
Pending review/approval from VDOT (including a determination from VDOT if off site sight distance
easement(s) are required).
4. 132.7.2.2(A), 14-412(B)] Streets and Travelways composing internal road network. The County Engineer
has provided guidance on how to modify the proposal in the attached comments. Please revise the plan
accordingly.
Submit the required variation request under Section 32.3.5(b) for staff review. This item shall be acted on
prior to final site plan approval. If the variation is approved provide the following note on the plan: "The 14
foot travelway with 3 foot shoulders was approved through a variation request under Section 32.3.5(b)
which allows for variation to the minimum design standards provided in Section 32.7.2.2(a) and the design
standards for private streets in Chapter 14. " Final: On the cover sheet provide the above note. Rev 1.
Comment addressed. Also, revise the typical for the new gravel access road to provide a minimum of

5. [4.12.15(a)] Surface material. The agent, in consultation with the County Engineer, has approved the use of
gravel throughout the site. Provide the following note on the plan: "Gravel parking and access aisles have
been permitted for the site pursuant to section 32.3.5 Variations and exceptions, which allow modification
of 32.7.3 Onsite parking, which is designed and constructed as provided in section 4.12. " Final: Comment

6. [4.12.15(g)] Curb and gutter in parking areas and along travelways. The agent, in consultation with the
County Engineer, has determined that curb and gutter shall not be required for the site as the modification
would equally or better serve the public health, safety or welfare. Provide the following note on the plan:
"Curb and gutter shall not be required for the site pursuant to section 32.3.5 Variations and exceptions,
which allow modification of 32.7.3 Onsite parking, which is designed and constructed as provided in section

constructed to the standards of the Virginia Department of Health. Health Director approval is required prior

extend beyond the front of each dumpster so that the front wheels of a truck servicing the dumpster will rest
on the concrete, but in no case shall the length of a concrete pad be less than eight (8) feet beyond the front
of the dumpster. Screening of the dumpster will be required per Section 32.7.9.7. Revise plan to assure the

garbage cans are proposed.
17. [32.5.2(n)] Existing and proposed improvements. Clearly depict and label limits of disturbance and show

20. 132.5.2(n), 4.12.16(e)] Bumper blocks. Bumper blocks shall be provided for all of the onsite parking spaces.
Bumper blocks shall be constructed of a durable material such as concrete or treated timbers. Each bumper
block shall be a minimum length of six (6) feet, a maximum height of five (5) inches, and shall be securely
anchored into the pavement in at least two (2) places. Revise the plan accordingly. Final: Comment not

21. [32.5.2(1)] Existing and proposed utilities. On the plan depict all existing and proposed utilities to the site,
specifically electric. Final: Comment addressed.
22. [32.5.2(1)] Existing and proposed utilities. Indicate deed book and page reference as well as ownership and

23. [32.5.2(f)] Watercourses and other bodies of water. On the plan label the water feature at the front of the
property "Buck Mountain Creek". Also, label the stream feature that bisects the property. Final: Comment

24. [32.5.2(f)] Watercourses and other bodies of water. Depict and label the limits of Water Protection
Ordinance Buffer on the property for all applicable features. Final: Comment not adequately addressed.
There is a 100' buffer along the entire frontage of the site. Accurately depict this buffer on the plan.

25. [32.5.2(g)] Onsite sewage system setback lines. On sheet C4 provide the setback distance of the proposed
septic field from the adjacent stream. Final: Comment addressed. Health Department approval
received.
26. [Comment] On Sheet C5 there is a stream crossing one of the proposed primitive trails. If a pedestrian
stream crossing is proposed in this location, depict and label it on the plans. If not, please specify how hikers
will cross the stream. Final: Comment addressed.
27. [32.5.2(f)] Watercourses and other bodies of water. On sheet 1 revise the watershed note as follows: "This
site lies within the Buck Mountain Creek Watershed which is in the South Fork Rivanna Reservoir Water
Supply Watershed. " Final: Comment addressed.
28. [Comment] The `sheet index' on the cover page lists C6 — site details; however, that sheet is not provided
in the plan set. Either provide the sheet or remove it from the cover sheet. Final: Comment addressed.
29. [32.5.2(n)] Outdoor lighting. Any proposed outdoor lighting must be shown on the site plan. A photometric
plan and lighting cut sheets must be provided with the final site plan. Proposed lighting must comply with
requirements of Sec. 4.17 of the Zoning Ordinance. Final: Comment partially addressed. At a minimum
provide photometric plan to the adiacent residential property line (TMP 6-28A) to assure spillover is
within County regulations of one-half (1/2) foot candle. Rev 1. Comment addressed.
Also, provide the following standard lighting note on the lighting plan: Each outdoor luminaire
equipped with a lamp that emits 3.000 or more initial lumens shall be a full cutoff luminaire and shall be
arranged or shielded to reflect light away from adioining residential districts and away from adiacent
roads. The spillover of lighting from luminaires onto public roads and Property in residential or rural

30. [32.6.20)] Landscape plan. A landscape plan that complies with section 32.7.9 is required with the final site

31. [32.7.9.4(b)] Existing trees may be preserved in lieu of planting new plant materials in order to satisfy the
landscaping and screening requirements of section 32.7.9, subject to the agent's approval. If you intend to
use existing trees to satisfy any of the landscape plan requirements, please include the following:
1. Areas and other features shown on landscape plan. The landscape plan shall show the trees to be
preserved, the limits of clearing, the location and type of protective fencing, grade changes requiring
tree wells or walls, and trenching or tunneling proposed beyond the limits of clearing.

Conservation checklist. The applicant shall sign a conservation checklist approved by the agent to
ensure that the specified trees will be protected during construction. Except as otherwise expressly
approved by the agent in a particular case, the checklist shall conform to the specifications in the
Virginia Erosion and Sediment Control Handbook, pages III -393 through III -413, and as hereafter

32. [32.7.9.4(c)] Existing landscape features. On the landscape plan identify whether existing wooded areas are
evergreen, deciduous, or a mix thereof. Final: Comment addressed.
33. [32.7.9.6] Landscaping within a parking area. An area of at least five percent of the parking and vehicular
circulation area shall be landscaped with trees or shrubs with at least one large or medium shade tree per ten
parking spaces or portion thereof. Provide calculations to show this requirement has been met with the final
site plan. Final: Comment addressed.
34. [32.7.9.7] Screening. On the landscape plan provide the proper screening for the commercial use which is
adjacent to rural areas zoning district. Also, provide the parking areas the required screening from adjacent
residential and rural areas districts, and that provide the refuse area the required screening. Final: Comment
not adequately addressed. On the landscape plan replace the screening shrubs with 4' — 6' tall
evergreen screening trees. Plant materials shall consist of a double staggered row of evergreen trees
planted fifteen (15) feet on center. Rev 1. Comment addressed.
Also. along this same property line the existing vegetation being utilized as screening is inaccuratel
depicted on the plans. The deciduous wooded areas are not located within the fence nor within 10 feet
of the fence. Revise the landscape plan to accurately depict the existing tree line and assure the
plantings are located on the site. If they are located on the neighbor's property continue the evergreen
tree line to the front property line. Rev 1. Comment addressed.
35. [32.7.9.5] Street Trees. Street trees are required along all existing streets; provide trees on the Blackwells
Hollow Road frontage. Final: Comment partially addressed. On the landscape plan depict sight
distance lines for the entrance of the site. Relocate all street trees outside of the sight distance for the
site. Rev 1. Comment addressed.
36. [32.7.9.8] Tree canopy. The minimum required tree canopy for the site is ten percent. It appears the majority
of the tree canopy requirement will be met with existing trees. Provide calculations on the final site plan to
show this requirement has been met. Final: Comment addressed.
37. [32.5.4, 17-403, 17-10031 Groundwater Tier III Assessment. This is a non-residential site plan not served by
public water. As such, it requires a Groundwater Assessment. If water usage will be less than 2,000
gallons/day on average, a Tier III review will need to be conducted and submitted to the County with the
corresponding $548 fee. If the water usage is above 2,000 gallons/day, a Tier IV review will need to be
conducted and submitted to the County with the corresponding $1,183 fee. The applicable Groundwater
Assessment is required prior to approval of the final site plan. Rev 2: Comment addressed.

We have reviewed Wildrock Final Site Plan, dated March 14, 2016 with a revision date of April
19, 2016, as submitted by Shimp Engineering and offer the following comments.
1. Please move the proposed tree line back in order to provide adequate site distance. The
tree line is nearly in line with the 500' sight distance line (not shown). The shown sight
distances in excess of 500 feet are not beneficial when there is not a clear sight line at the
required distance. Please show adequate site distance lines (500') on plan. Additionally,
decision points B & C should be in the center of the appropriate travel lane, not the center
of the road.
2. The note "New Site Distance Line Lies Within The Existing Sight Lines of the VDOT
Permitted Entrance For Byrom Park As Shown" is not accurate. Please remove.
3. Line of sight easements should be provided.

We have reviewed the Final Site Plan for the Wildrock Day Camp, dated March 14, 2016, as
submitted by Shimp Engineering and offer the following comments:
1- Based on the Special Zoning Conditions and proposed land use, the geometry of the
proposed entrance at Blackwells Hollow Road (Route 810) will need to meet the design
vehicle standards. "Entrance Design Details" can be found in Appendix F of the VDOT
Road Design Manual.
2. The sight lines on both sides of the proposed entrance at Blackwells Hollow Road (Route
810) appear to extend beyond the right-of-way. Line of sight easements should be
provided.
3. A line of sight profile should be provided.
4. The proposed entrance does not meet the minimum separation between entrances.
Spacing Requirement Details" can be found in Appendix F-126 of the VDOT Road
Design Manual.
5. Details of the proposed entrance culvert, to include the size of culvert, type of material,

[32.7.2.1] Vehicular Access to Site. Each entrance onto any public street shall be designed and constructed
as required by the standards of the Virginia Department of Transportation. VDOT approval of the proposed

4. [32.7.2.2(A), 14-412(B)] Streets and Travel -ways composing internal road network. The County Engineer

foot travel -way with 3 foot shoulders was approved through a variation request under Section 32.3.5(b)
which allows for variation to the minimum design standards provided in Section 32.7.2.2(a) and the design

30. [32.6.20)] Landscape plan. A landscape plan that complies with section 32.7.9 is required with the final site

31. [32.7.9.4(b)] Existing trees may be preserved in lieu of planting new plant materials in order to satisfy the

landscaping and screening requirements of section 32.7.9, subject to the agent's approval. If you intend to
use existing trees to satisfy any of the landscape plan requirements, please include the following:
1. Areas and other features shown on landscape plan. The landscape plan shall show the trees to be
preserved, the limits of clearing, the location and We of protective fencing, grade changes requiring
tree wells or walls, and trenching or tunneling proposed beyond the limits of clearing.

2. Conservation checklist. The applicant shall sign a conservation checklist approved by the agent to

Virginia Erosion and Sediment Control Handbook, pages III -393 through III -413, and as hereafter

circulation area shall be landscaped with trees or shrubs with at least one large or medium shade tree per ten

depicted on the plans. The deciduous wooded areas are not located within the fence nor within 10 feet
of the fence. Revise the landscape plan to accurately depict the existing tree line and assure the
plantings are located on the site. If thev are located on the neighbor's uronerty continue the evergreen
tree line to the front property line.
35. [32.7.9.5] Street Trees. Street trees are required along all existing streets; provide trees on the Blackwells

site.
36. [32.7.9.8] Tree canopy. The minimum required tree canopy for the site is ten percent. It appears the majority
