Dear Mr. Collins,
TNT Environmental, Inc. (TNT) is pleased to present this summary of the perennial flow determination
fieldwork for the above -referenced project in general accordance with TNT Proposal Number 937 dated
June 27, 2016. TNT conducted a perennial flow determination on the onsite streams utilizing the Fairfax
County Perennial Stream Field Identification Protocol (May 2003). The Perennial Stream Field
Identification Protocol is a tiered scoring system that evaluates stream characteristics associated with
hydrology, geomorphology, soils, vegetation, and aquatic wildlife to differentiate between perennial and
intermittent flow. A score of 25 is typically considered perennial. Scores within 3 points should be
reassessed during the low -flow periods of the year when intermittent streams generally dry up. Based on
the field investigation conducted in June 2016, three (3) stream reaches were evaluated within and
adjacent to the study area.

Perennial Flow Determination (PFD) #1 was conducted on a northwest to southeast trending unnamed
tributary to the Rivanna River which bounds the property to the southwest. The reach evaluated was
located just offsite, above the confluence of the larger drainage system. This stream contained minimal
development of geomorphic indicators of perennial flow and originates onsite in the western third of the
property. PFD #1 was determined to be intermittent (see attached data sheet).
PFD #2 was conducted on a north to south trending unnamed tributary to the Rivanna River which
parallels the eastern project boundary. This stream resource is located offsite within the backyards of an
existing residential development. This stream contained a lot of yard waste dumping which has
exacerbated channel widening in areas. While this stream channel has more developed riffle -pool
complexes, the overall geomorphic development did not score well. PFD #2 was determined to be
intermittent (see attached data sheet).
PFD #3 was conducted south of the project area on an unnamed tributary to the Rivanna River which
receives the confluence of the aforementioned drainages (PFD #1 and PFD #2). The geomorphic indicators
are more defined within this reach and there are a number of wetland seeps situated adjacent to this

stream channel. PFD #3 was determined to be perennial (see attached data sheet) and will likely have a
WPO buffer associated with it.
