Dear Mr.Anderson,
Regarding the comments provided by you on the instance of July 7, 2016, I offer the following
responses:
1. Recommend include TMP#055E0-01-00-000A1 if parcel included with subdivision.
• References to TMP 055E0-01-00-000A1 have been added to plat. However,it needs to be noted that
the tax map and parcel number for Parcel EV is subject to change since Parcel EV is a subdivision of
TMP 055E0-01-00-000A1 and has not currently been updated following the recordation of the plat.
2. Certain grayscale line segments with triangles appear on sheets 2,3,4,5 Sheets 2-6—unless required,
recommend delete these segments/triangles.
• The grayscale line segments with triangles are the matchlines for the subdivision portion of the plat.
3. Plat is titled Block 10 and Lots 1-14, Block 30, East Village, Old Trail Village Subdivision,yet sheet 9
shows ACSA easement in block 17(south of Upland Drive)while sheets 10 and 12 show public drainage
easements in blocks 16 and 18.Additional private drainage easement in block 16(Adlersgate Row)is not
shown. Recommend show public/private drainage easements needed to meet subdivision intent, which is a
bit unclear given mixed(incomplete)presence of utility/drainage easements across blocks 10, 16, 17, 18,
and 30.It appears that drainage easements required to plat block 10, and Lots 1-14, block 30 are shown.
• This plat is for the creation of Block 10,Block 30(Lots 1-14)and the right-of-way dedication of East
Village. The public storm drainage easements along Rowcross Street,Golf Drive,and Upland Drive
were platted with this subdivision plat. With the exception of Block 10,the private easements and
certain public easements for the subdivision were not shown as they will be platted in other phases of
this subdivision.
4. Sheet 9 Sheet 10—This sheet shows Existing Var. Wid. SWM Easement recorded at DB 3955 PG 1-10.
SWM Plan design for SWM Facility L-2 requires revision to easement. Ref WP02016-00009, SWM Plan
prepared by Stantec(Williamsburg), sheet 8, d. 6-28-16. Note:Existing permanent stormwater

6. Sheet 10 Sheet 11,Storm Drainage Easement Plat—Recommend label Stormwater Management
Easement required for SWM Facility L-3. See sheet 11 for example of labeled(Var. Wid.)SWM facility
easement.
• The New Variable Width Permanent Stormwater Management Facility Easement has been labeled.

Dear Mr. Moore,
Regarding the comments provided by you on the instance of June 28, 2016, I offer the following
responses:
1. Both the road plan and the site plan for this project are currently under review. There
are multiple concerns with sight distance lines that are, at this time, unaddressed. We
do not recommend approval of this plat until the road and site plans closer to approval
and the plat, particularly in regards to sight distance easements, is adjusted accordingly.
• The sight distance easements have been revised to match the most recent road
and site plans.
2. Drainage easements where runoff from public roads is conveyed must be dedicated to
public use and not private use. Note that VDOT will only maintain within drainage
easements to the extend necessary to protect the roadway from flooding or damage.
• The private storm drainage easements where runoff from the public roads is
conveyed have been relabeled as public storm drainage easements.
Please note that an additional sheet was added into the plat to show the entirety of Residue C after
Sheet 2. Thus, original Sheets 3-13 have been renumbered as Sheets 4-14.

Subdivision Plat for Parcel E was recorded.
2. [14-317]Instrument evidencing maintenance of certain improvements. All proposed
easements require a deed to be submitted and approved by the County Attorney. If the
maintenance of the easements are covered by the HOA documents, please indicate on
the plat which deed reference the HOA docs can be found.
• Deed Book 2887 Pages 336-387 (Covenants and Restrictions) has been added to
the title references concerning the creation of the HOA.
3. The road plans that are currently under review must be approved prior to the approval of
this plat.

The Rivanna Water&Sewer Authority(RWSA) has reviewed a written request from the ACSA to accept
up to 28,080 gallons average daily wastewater flow with a point of connection to the RWSA Crozet
Interceptor at manholes CZI-MH-112, CZI-MH-131, and CZI-MH-132. The increased wastewater is
proposed by the ACSA to serve 104 residential units in Old Trail Blocks 10, 16,17, 18&30. Construction
of these homes is expected to begin in late summer of 2016 with full build-out by late summer of 2017.
We have reviewed the average daily flow of the RWSA systems that would receive this flow as proposed,
and reviewed the appropriate design factors specified under the Virginia SCAT Regulations(9VAC 25-790).
On the basis of these reviews, under present average daily flow conditions, RWSA agrees to accept the
additional wastewater flow as specified above.
Please be advised that RWSA does not reserve capacity in its system for a specific project,and this letter
should not be interpreted in any way as a reservation or allocation of flow or the granting of regulatory
approval related to other agencies. Substantial changes in future average daily flow to the RWSA systems,
changes in regulations, or other future factors could result in changes in RWSA's capability to accept
additional flow. We strongly request that ACSA update RWSA on the status of this project on an annual
basis,and further require that a new request for flow acceptance be made for all or any portion or phase
of the above request for which sewer extension design has not been approved under a Certificate to
Construct by the appropriate regulatory authority and is under construction within twenty-four months
of the date of this letter.
An updated review for flow acceptance shall be requested if the project's scope,time frame or connection
point as initially specified changes. Please note that under no circumstances can a direct connection be
made into RWSA's interceptor system without the written approval and physical inspection by the RWSA
Engineering Department.
