This letter is intended to serve as a description of the project and as the narrative describing the site plan.We hope this will give you an opportunity to understand where we stand with regard to our efforts and position on certain issues of particular interest to the Architectural Review Board (ARB). The project is located as you approach Pantops Mountain from town on the southeast side of Richmond Road (Route 250).Currently, the site is zoned highway commercial and is occupied by Brown Toyota.Adjoining properties include car dealerships to both the east and west(Brown's European Service and John Linkous Mazda, respectively) and on the south by residential apartments(Carriage Hill Apartments).The Ford dealership and Town&Country Motor Lodge occupy the two parcels across Route 250.The parcel is only accessible to Richmond Road. The intent of this request is to expand their inventory/display space an additional 263 parking spaces.In addition,efforts will be made to better reorganize some existing parking behind the Paint and Body Shop.This intent will be consistent with that of neighboring commercial properties.None of the proposed site improvements will entail new buildings,only surface parking of approximately 84,610 square-feet,lighting and a stormwater management facility.This facility is located in the southern portion(lowest point) of the site and will not be seen from the Entrance Corridor. Currently, the area under consideration consist of some paint and body shop storage parking,a gravel area serving as an overflow display storage and employee parking,and woods on the southern fringe.The vegetated woods are mostly immature and scrubby in growth;however, there is some evidence of semi-mature growth mostly in the lower drainage channel. The species on-site include red maple,chestnut,sycamore,poplar,pine and bamboo.A pond,currently used as a Temporary Sediment Basin which is slated to be replaced by a larger permanent stormwater management facility,exists at the eastern boundary of the subject parcel. Turning now to the plan,I would like to first point out that the views indicated on the plan and in the attached information were taken from stationary positions. Predominantly, the site is observed in a vehicular context.The posted speed limit is 45-mph.Observing traffic patterns, the site photos attached and the viewsheds indicated on the plan simulate what would be seen from the Entrance Corridor should the observer be either stopped on Route 250 in front of the site or in the acceleration stages (eastbound)in heavy traffic.Given the fact that the site is along Affiliated with Field Sport Concepts,Ltd. 301 East High Street•Charlottesville,Virginia 22902•804-979-7522•Fax:804-977-1194•mc@mckeecarson.com•www.mckeecarson.com • Ms. Margaret Maliszewski 28 January 2002 Page 2 of 2 a curve and on a steep grade, the area under consideration is extremely difficult to see while passing by.The existing buildings and display inventories of this and adjoining dealerships also obstruct views into the site.On October 2,2001,McKee Carson and Brown Auto met with County officials to discuss submission of a minor site plan amendment in a pre-application meeting. We were informed that the tree planting requirement would be waived by planning due to the concern of the potential paint damage to our client's inventory. In spite of this,we would still need to meet the ARB's guidelines. We propose planting 24 trees(21 evergreens,3 shade trees) in areas not designated pavement. In addition to these plantings,we will transplant the vegetation surrounding the existing stormwater facility and place them around the proposed facility in the rear of the site.This will be shown in a separate submission to the Engineering Department at the time the facility is designed completely.Given the limited scope of this project we respectively request an expeditious review.Therefore,we hope this preliminary review will prove adequate for the board to decide that this can be considered "final"and in turn have the minor details worked out administratively. In addition to the Preliminary Plan,we are including color photographs of the site and surrounding areas for your review.Complementary to the landscape and lighting plan are a photometric plan.
