The County of Albemarle Planning Division will grant or recommend approval of the Boundary Line Adjustment
Plat referenced above once the following comments have been addressed: [Each comment is preceded by the
applicable reference, which is to the Subdivision/Zoning Ordinances unless otherwise specified.]
1. [14-302(A)(1)] Title of subdivision plat implies this is a subdivision rather than a boundary line
adjustment plat. Consider revising.
2. [14-303(D)] Area summary for 'Lot 13' does not reflect what is shown and noted on plat, 4.98 ac
residue being added to TMP 57-B. Revise area summary and calculation, or clarify.
[14-309] The application states that soils work was submitted on 1/6. Staff has not received soils work.
Was this sent directly to the Health Department? If so, please provide a copy for the file. Health
Department approval is required prior to approval of this BLA.

RE: ZMA201500009 Spring Hill Village Proffer Amendment
Dear Mr. Cetta:
Staff has reviewed your submittal to reduce the cash proffer amount previously approved with
ZMA2013-17. At your request, this item is tentatively scheduled for a Planning Commission
public hearing on February 23, 2016. 1 have provided a few comments below regarding your
request.
Planning Comments
We are currently operating under the adopted cash proffer policy with the CY 2014 maximum
per unit cash proffer amounts. There is nothing under this policy that precludes an applicant
from proposing a lower amount for consideration by the Board.
The Planning Commission will be holding a public hearing on the Fiscal Impact Advisory
Committee (FIAC) and Planning Commission Recommendations on the Cash Proffer Policy on
January 26, 2016 (the staff report can be found here). As of this writing, the recommendations
for the cash proffer policy has not yet been scheduled for a public hearing with the Board.
Notification and Advertisement Fees
Payment of the following fees is needed by February 1, 2016 in order for this item to be
advertised for the February 23 Planning Commission meeting:
$93.95 Cost for newspaper advertisement (PC)
$200 Cost for notification of adjoining owners
$293.95 Total amount due prior to Planning Commission public hearing
Prior to the Board of Supervisor's public hearing, payment of the newspaper advertisement for
the Board hearing is needed.
$93.95 Additional amount due prior to Board of Supervisors public hearing
$387.90 Total amount for all notifications Fees may be paid in advance. Payment for both the
Planning Commission and Board of Supervisors public hearings may be paid at the same time.
