CALL TO ORDER
Mr. Missel called the meeting to order at 1:00 p.m. and established a quorum.

CONSENT AGENDA
a. ARB -2016-66: Old Trail Village Blocks 5, 20 and 21 - Initial Site Plan (TM
055E00100000A1)
Proposal: To construct three apartment buildings and a row of townhouses, with associated
site improvements.

Motion to Approve Consent Agenda:
Motion: Mr. Lebo moved to approve the consent agenda and forward the recommendations
outlined in the staff report to the Agent for the Site Review Committee, as follows:
• Regarding requirements to satisfy the design guidelines as per § 18-30.6.4c(2), (3) and
(5):
None.
Regarding recommendations on the plan as it relates to the guidelines:
None.
Regarding recommended conditions of initial plan approval:
A Certificate of Appropriateness is required prior to final site plan approval. For the
Certificate of Appropriateness, the applicant shall submit an ARB application for a
County -wide Certificate of Appropriateness for structures 750' or more from the EC. The
submittal should address the corresponding checklist requirements and the following:
1. Building mass, roof form, building materials/colors, and landscaping will be the
focus of review.
2. If existing trees to remain are intended to be counted towards landscaping
requirements, show the individual trees to remain on the plan and identify them
by size and species.
3. Include the standard planting note on the site plan: "All site plantings of trees and
shrubs shall be allowed to reach, and be maintained at, mature height; the
topping of trees is prohibited. Shrubs and trees shall be pruned minimally and
only to support the overall health of the plant."
4. Coordinate the proposed grading with the wooded area to remain.
5. Show tree protection fencing on the plan.

WORK SESSION
a. Outdoor Storage and Display in the Entrance Corridors
After receiving staff's presentation, the ARB discussed the process of reviewing outdoor storage
and display in the Entrance Corridors and, in consensus, supported the concept of staff
developing design standards for administrative review of such applications.
OTHER BUSINESS
a. ARB -2016-52: Field & Stream Sign: Illumination type and graphics

FINAL ACTION MEMO
After considering the proposed sign changes for graphics and illumination type, it was the
consensus of the ARB that the additional white halo illumination and eagle graphic were
appropriate.
Motion: Mr. Lebo moved for approval of changes to the Comprehensive Sign Plan to allow the
black and white eagle graphic for the Field & Stream sign and to allow white halo illumination for
wall signs at 5th Street Station.
Mr. Binsted seconded the motion.
The motion carried by a vote of 3:0. (Wardell absent)
b. ARB -2016-28: Chapman Grove Baptist Church: Revised Plans
After considering the site plan revisions, it was the consensus of the ARB that the revised plan
could be reviewed and approved by staff.
Motion: Mr. Lebo moved to allow staff to review and approve the final plan for Chapman Grove
Baptist Church.
Mr. Binsted seconded the motion.
The motion carried by a vote of 3:0. (Wardell absent)
c. ARB -2016-81: Old Trail Village Block 31B & C
After considering the location of Block 31 relative to the Entrance Corridor, it was the consensus
of the ARB that development in Block 31 would not require ARB review due to lack of visibility.
d. ARB -2015-153: Adelaide
In response to staff's request for clarification on the ARB's recommended condition related to
the architecture of the Adelaide buildings, the ARB agreed that "For buildings located between
Road B and the Rt. 250 Entrance Corridor, all walls facing Rt. 250 shall have the appearance of
primary building fronts, or shall incorporate quality materials and details appropriate for the
Entrance Corridor, as determined by the ARB."
Approval of Minutes
Motion: Mr. Binsted moved to approve the minutes of March 7, 2016.
Mr. Lebo seconded the motion.

Mr. Missel reminded those present that he will not be able to attend the July 18 meeting.
