Additional comments or conditions may be added or eliminated based on further review.): [Each comment is preceded by the applicable reference, which is to the Subdivision/Zoning Ordinances unless otherwise specified.] Initial Site Plan Comments (from approval letter dated 3/16/16): 1. [32.5.2(a)] The owner information provided does not match that shown in County real estate records; verify that accurate owner information is provided. FINAL: Comment not fully addressed. Please clarify the owner of the lot. The real estate records and the deed you provided (DB 2842 PG692) do not agree. If the deed is wrong provide information on the correct deed that transferred the parcel to the current owner. Ensure that the owner listed on Sheet C1 is the current owner of the parcel. 2. 32.5.2(a)] it appears that the proposed parking does not meet the required parking setback from Stoney Midge Road; please show the building and parking setback lines, and revise the layout to meet this requirement (or apply for a special exception). FINAL: Comment addressed. 3. [32.5.2(a)] Provide the zoning and present use of abutting parcels. FINAL: Comment addressed. 4. [32.5.2(b)] Provide the number of stories in the proposed building. FINAL: Comment addressed. 5. [32.5.2(b)] Clarify if the "offices" proposed are in support of the industrial use. Industrial Offices serving this use are allowed by -right (see definition), but Independent offices are not. Industrial Offices: Offices that are owned and operated by the same business entity engaged in a Laboratories/Research and Development/Experimental Testing, Manufacturing/Processing/ Assembly/Fabrication/Recycling, or a Storage/Warehousing/Distribution/Transportation use located in Albemarle County or the City of Charlottesville, where the offices provide services to the industrial use but which need not be on the same site as the industrial use. For the purposes of this definition, "Offices that are owned and operated by the same business entity" does not mean offices that are part of an entity that is in an affiliated business entity relationship or a parent -subsidiary relationship with the entity engaged in the industrial use. FINAL: Comment addressed. 6. [32.5.2(b)] Clarify if any outdoor storage area is proposed. The concept plan discussed at the pre - application meeting included outdoor storage area, but the submitted plan does not. If any outdoor storage area is proposed, see section 5.1.52 for requirements. FINAL: Comment not addressed. Specify in the comment response letter whether any outdoor storage is proposed or not. If any outdoor storage area is proposed, see section 5.1.52 for requirements. 7. [32.5.2(d)] Show proposed grading on the plan. FINAL: Comment addressed. Page 1 of 4 8. [32.5.2(a)] Show the existing landscape features (as described in 32.7.9.4) on the existing conditions sheet. FINAL: Comment addressed. 9. [32.5.2(i)] Provide the state route number for Stoney Ridge Road and the pavement widths of both adjacent roads. FINAL: Comment not fully addressed. Remove the word "County" from the "County Route 1000". Stoney Ridge Road is a VDOT road. 10. [32.5.20, k)] Verify that all lines and all necessary easements for proposed water, sewer and drainage facilities have been shown on the plan. FINAL: Comment not fully addressed. Address the following: a) Provide the exact location for the waterline within the Stoney Ridge Road right of way. b) There should be waterlines that lead to a fire hydrant and water meters lust to the north of the parcel and water valve lust within the parcel. Show those water lines and the easements for the lines and structures. c) There seems to be an extra "easement" line at the north corner of the property that passes lust past the water valve symbol. Remove this line or clarify what this easement line is for. d) Show the proposed drainage easement line for the new storm drain pipe. The existing easement does not seem to be sufficient for the new pipe and drain inlet. e) In the southeast corner of the parcel there is an easement that projects off of the sewer easement but no sewer line is shown within it. Deed book 1119 Page 33 that is specified for this easement shows an existing sewer line in that location. Either add the existing sewer line or clarify why there is an easement where there is no pipe. 11. [32.5.2(1)] Provide the location of any other existing or proposed utilities and utility easements including telephone, cable, electric and gas. FINAL: Comment not fully addressed. Address the following: a) Either confirm in your comment response letter that there are no existing gas or power lines within the existing gas and power easements or provide the location of those existing lines. b) Existing telephone pedestals are shown near the guardrail along Five Springs Road, and at the southwest corner of the lot along Stoney Ridge Road, but no electric lines are shown. Provide the location of any existing telephone lines. Show any existing telephone easements along Stoney Ridge Road. c) There does not seem to be any existing cable lines shown in the parcel. Either confirm this in the comment response letter or provide the location of the lines and any easements for them. 12. [32.5.2(1)] Show the distance to the centerline of the nearest existing street intersection from the proposed ingress and egress. FINAL: Comment not fully addressed. Show a center line for the proposed entrance to the parcel and dimension the distance to the nearest existing street intersection from that center line. 13. [32.5.2(n)] Dimension the retaining walls. FINAL: Comment not fully addressed. Address the following: a) Provide the top of wall and bottom of wall elevations at the corner of the wall, the highest point of the wall and at the two ends of the wall. b) Provide details for the safety railing that will be provided on the retaining walls. c) Show the safety railings on the portions of the retaining walls that will require them. 14. [32.5.2(n)] Dimension the dumpster pad. FINAL: Comment addressed. 15. [32.5.2(p)] Provide a landscape plan that meets all requirements of section 32.7.9 with the Final Site Plan. Be aware that the proposed utilities along Stoney Ridge Road may make it difficult to meet the street tree requirement. FINAL: Comment not fully addressed. Address the following: a) Relocate the two street trees along Stoney Ridge Road that are closest to the proposed entry such that they are at least twice the diameter of the stormwater pipe from the edge of the pipe. All street trees in that easement should be located at least that distance away from the edge of the pipe. b) Once all of the water easements not currently shown in the site plan are added ensure that none of the proposed landscaping is located within those easements. c) Do not include portions of the existing woods within existing easements in the calculations to meet landscaping requirements. Trees within easements can be removed, or their canopy Page 2 of 4 trimmed, for maintenance. For any existing wooded areas to be included in the landscaping calculations add a hatch, or other form of designation, that delineates the areas. d) f32.7.9.4.c.21 The remaining areas of existing woods to be used in the landscaping calculations, once the areas within easement are not included, will be small groups of trees or individual trees. Therefore, provide information on the location, size and species of trees of six (6) inch caliper or greater within the existing wooded areas for any trees used to meet the canopy, or any other, landscaping requirement. e) The Conservation Plan Checklist must filled out, signed, and dated _prior to final site plan approval. f) Provide a limit of clearing and grading_ lines in Grading & Utilities Plan and Landscape Plan sheets. 16. [32.5.2(p) & 32.7.9.7] Provide information demonstrating how the dumpster will be screened. FINAL: Comment not fully addressed. Label the height of the dumpster enclosure. 17. [Comment] If any off -site easements are required, they must be approved and recorded prior to Site Plan approval. Since no proposed grading has been provided, it is unknown if any off -site easements are necessary. FINAL: Comment not addressed. Off -site easements appear to be required. Grading is directly adiacent to, and possible extending into, the adjoining lot at the south property line near the edge of the proposed access road. All required off -site easements must be approved and recorded prior to Site Plan approval. 18. [Comment; A retaining wall is shown on the existing conditions sheet, but is labeled "New Retaining Wall", clarify if this wall is new or existing. FINI `.'' : Comment adrressed. Additional comments for Final Site Plan: 19. [32.5.2(b)] Provide the proposed height of the building. 20. [32.5.2(d)] Show the areas of Managed Steep Slopes on the Grading and Utilities Plan sheet in addition to the Existing Conditions & Demolitions sheet. Ensure that the Managed Steep Slopes can be differentiated from the parking lot pavement. 21. [32.6.2.d] Move the note for size of proposed sewer line so that it is able to be read on Sheets C4 and C5. 22. [32.6.20), 32.7.9.9(b) & 4.12.16(e)] Dimension the distance between the retaining wall at the back of the parcel and the face of curb for the parking spaces. Wheel stops must be provided in all parking spaces adjacent to landscape areas with less than 2' between the curb and the landscaping and in spaces at the rear of the building which are adjacent to the retaining wall if there is less than 2' between the face of curb and the base of the retaining wall. If there are 2' or more between the face of curb and the base of the retaining wall it is still suggested to include wheel stops in these circumstances. 23. [32.6.2(k) & 4.17] The light fixture specified is not full cutoff. Either specify a light fixture that meets he full cutoff requirement, provide additional information about the light fixtures that shows they are security lighting controlled by sensors which provides illumination for fifteen (15) minutes or less (4.17.6(d)), or submit a request for a waiver. 24. [32.6.2(k) & 4.17] Provide the standard lighting note on the photometric plan that states, "Each outdoor luminaire equipped with a lamp that emits 3,000 or more initial lumens shall be a full cut off luminaire and shall be arranged or shielded to reflect light away from adjoining residential districts and away from adjacent roads. The spillover of lighting from luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one-half footcandle." 25. [32.6.2(k) & 4.17] Provide markings on the manufacturer's cut sheet that specifies which of the options match the unit that is proposed in the schedule on the photometric plan. 26. [Comment] The utilities detail sheet is missing from the site plan packet and the Site Details sheet is numbered as C7 even though it is listed as. C8 in the Sheet Index. Page 3 of 4 27. [Comment] Provide a detail for the safety rail specified for the tops of the retaining walls. 28. [Comment] Handicapped ramp details are provided but no location for the handicapped ramps are shown in the plan. Show the location for handicapped a ramp in the sidewalk at the rear of the building near the location for the handicapped parking space. 29. [Comment] Some of the easement lines and utility lines shown in the Legend on the coversheet do not match those used in the site plan. The proposed and existing sanitary sewer lines, the sanitary sewer easement and the utility easement lines in the legend do not match those shown in the drawing. Either update the legend to match the site plan or utilize the line types shown in the legend in the site plan. 30. [Comment] This site plan cannot be approved until Engineering, ACSA, VDOT, Fire/Rescue and Inspections grant their approval. E911 comments have been provided. See the attached comments for these reviewers. Staff has provided references to provisions of Chapter 18 of the Code of the County of Albemarle. The Code is kept up to date by the County Attorney's office. The Code may found on the County Attorney's website which may be found under "Departments and Services" at Albemarle.org. In accord with the provisions of Section 32.4.3.5 of Chapter 18 of the Code if the developer fails to submit a revised final site plan to address all of the requirements within six (6) months after the date of this letter the application shall be deemed to have been voluntarily withdrawn by the developer.
