The existing building on the property is used as a church fellowship hall with weekend and evening activities. A child care facility would be similar to a fellowship hall but with an extension of hours throughout the week. Vehicle traffic would increase with drop-offs and pick-ups. With an approved capacity of 23 children at the facility it is anticipated that an approximate 25 cars per day will drive to this facility. How will the proposed special use affect the character of the district(s) surrounding the property? The proposed special use is compatible with the church's use of the building. It is anticipated that no change in character will take place due to the proposed special use permit. How is the use in harmony with the purpose and intent of the Zoning Ordinance? The zoning ordinance states briefly that the intent of the rural area district is to preserve the rural features in this district. The Rural Areas Section of Comprehensive Plan has a significant narrative which includes that the vision for the rural areas should support community meeting places and a basic level of services. The Plan also discusses the need to encourage the renovation and use of buildings in crossroads communities to benefit the surrounding communities while preserving the rural character. Day Care is listed in the examples for these uses. Although this area may not be considered a crossroads community it is a good use of an existing building to provide services that currently do not exist to the community while preserving the rural character which meets the zoning ordinance intent. How is the use in harmony with the uses permitted by right in the district? The uses permitted by right in the rural areas district include housing for farm workers and other families that live and work within the community along with public services such as schools. The special use of a day care supports the families in the community and helps to prepare the children for school. It is also similar to a school which is permitted by right. What additional regulations provided in Section 5.0 of the Zoning Ordinance apply to this use? The special use would fall under section 5.1.06 Day Care Center, Family Day Home. This section requires that the facility be compliant with regulations from the Department of Social Services, the Fire Official, Department of Health and any other regulation that is applicable to child care center. The Department of Social Services has been involved from the beginning of this project and will be kept abreast of the project throughout any permitting or licensure applications that are necessary. The building official (Jay Schlothauer) reviewed the proposed building and replied in a letter that it met the applicable building code requirements for up to 50 children. The Health Department has not been contacted yet, but whatever requirement concerning licensure will be met. How will this issue promote the public health, safety, and general welfare of the community? The Department of Social Services in a Community Study set goals in 2007 for improvements to the welfare of the citizens in the County. One of these goals included providing a structured, safe child care options to citizens in the southern portion of the County. With this goal in mind, it is the intent that the child care center provides a structured learning environment to children in the southern Albemarle community in order to increase their chances of succeeding in school. Studies have shown that this early education exposure does increase success rates in school and reduces the likelihood of issues with law enforcement. Additionally, the program is intending to use scholarships to help families use the center and for parents to go to work. This will help to reduce the need for assistance for these families. Describe your request in detail and include all pertinent information such as number of persons involved in the use, operating hours, and any unique features of the use. In October 2008, the Friends of the Southern Albemarle Intergenerational Community Center (Friends of SAICC) came together to assist established area partner organizations JABA (Jefferson -Albemarle Board of Aging and the Central Virginia Community Health Center (CVCHC) with a dream: creating a venue where community members of all ages and backgrounds can join together in work, play, and intergenerational activities. Through these strong partnerships we are able to offer a broad array of enriching learning experiences to community families. Development of the SAICC is underway — a feasibility study has been conducted; land is being secured; and work groups are being formed. The proposed intergenerational center will house activity space for childcare and preschool programs, afterschool and summer activities for the school-age crowd and weekend programs for young adults; and focused recreational space for adults and senior citizens. Most importantly, it will provide opportunities for both planned and incidental interactions among a broad cross section of people to strengthen our community. The mission of the Friends of the SAICC is to build and foster a sense of community by supporting families and encouraging relationships between the generations in the Tri - County area. To that end, the Friends endeavor to identify local needs of young and old in an ongoing way by soliciting input from members of the community. The Friends will continue to raise funds for existing programs through local fund raising, County support, matching funds, as well as to participate in major fundraising efforts for the construction of the SAICC. Working closely with JABA and the Albemarle County Child Care Coalition, the Friends have invited the Piedmont Valley YMCA to participate as the childcare provider for the SAICC when the new center is completed. In the meantime, Christ Episcopal Church located at 900 Glendower Road in Scottsville, has offered the Friends and the YMCA the use of their building to open a daycare program in Southern Albemarle to meet the pressing need for childcare, rather than wait for the SAICC to be completed. The goal is to open a childcare center in Fall 2010 to offer quality childcare at Christ Church and to move the childcare center to the new Intergenerational Center when it is constructed. The child care will provide care for 23 children from ages 2-5 from 6am in to 6pm.
