RE: LIDL — 1248 Richmond Road — Advisory Review Narrative
Project Description
This project involves the construction of a LIDL grocery store at 1248 Richmond Road. The
property has frontage on both Rte. 250 and Rte. 20. Generally, the site falls away from Rte. 250
towards Rte. 20. This means the building will be elevated above both roads. Views of the
building from both roads have been considered. Due to the topography of the site retaining
walls will be required. Walls greater than 6 feet in height have been stepped to provide planting
areas to break up the mass of the walls. The loading dock area on the northern end of the
building shall be screened to reduce its visibility from Rte. 20. The dumpsters located next to the
loading dock shall be enclosed. The dumpster enclosure will match the proposed style and
materials of the building. A stormwater management area is shown on the northern end of the
site. The existing vegetation along Rte 20 will ensure that it is not visible from the road.
Architectural Design
The Lidl-Charlottesville building aligns itself with the established materials, colors and
textures that have been established along the Route 250 and Route 20 Entrance Corridors. The
use of brick and stucco in a neutral color pallet of earth tones is compatible to the architectural
characteristics that are established through the design guidelines and are similar to Peter
Jefferson Place on Route 250 and the McDonalds that is at the intersection of Route 250 and
Route 20.
The Route 250 entrance corridor contains a mixture of retail buildings as it runs from the
Route 20 intersection up to the top of Pantops Mountain. The Lidl-Charlottesville building
relates too many of the surrounding buildings through several features. Facing Route 250 is the
Lidl window curtain wall which allows the pedestrians to see into the Lidl store similar to many
of the retails and car dealerships that are along the entrance corridor creating a connection from
the sidewalk into the building. Further, the architectural curved roof adds visual interest to the
front elevation that resembles the BMW dealership that is across the street.

The Route 250 entrance corridor consists of mainly 1-2 story retail buildings with several
structures that are taller. The scale of the Lidl-Charlottesville building fits well into the overall
building scale of the entrance corridor along Pantops Mountain being a tall one story grocery
store that features an architectural roof. Further, the building materials of brick, stucco and
glass form a building that is cohesive with many buildings that are along both the Route 250 and
Route 20 entrance corridors creating a unified appearance along both corridors.
Landscaping
There is substantial existing vegetation along the perimeter of the property. Every effort will be
made to ensure that this vegetation remains undisturbed as it provides adequate screening of the
building for the adjacent properties. Additionally, this vegetation screens the roof of the building
from Rte 250 as you are driving East. Supplemental plantings have been added to enhance the
screening provided by the existing vegetation. Shade trees are shown in the parking area to
break up the size of the lot. All retaining walls over 6' in height have been stepped to provide
planters to allow adequate screening of the walls.
