2. All improvements must be built or bonded prior to approval of final plats.
B. Road plan and drainage computation comments: (Allan Schuck)
3. All previous Engineering Department comments have been addressed.
4. All previous VDOT comments have been addressed. VDOT approves the road plans.
C. Stormwater management plan comments: (Mark Chambers, Water Resources Reviewer)
5. The stormwater management plans received September 3, 2003 have been approved as submitted. Please take
note of the following comments:
1. The stormwater management portion of the water protection bond is $10,000.00. Please contact Pam Shifflett for
additional information concerning the bond (434) 296-5861.
2. A Stormwater Management Facilities Maintenance Agreement is required. Please submit the latest version, dated
August 1999, typed and signed in black ink by the owner, along with the $16 recordation fee. Note: A grading permit
WILL NOT be issued until the Maintenance Agreement has been received, approved and recorded.
D. Erosion and sediment control plan comments: (Max Greene, Erosion Control Plan Reviewer)
6. Max Greene has reviewed the erosion and sediment control plans. The comments are as follows:

The E&SC portion of the above mentioned plan received September 3, 2003 is approved as submitted. The E&SC portion
of the Water Protection Bond is $27,000.00 and shall become a part of the whole Water Protection bond amount. Please
submit two (2) additional copies of the plan and narrative for the pre -construction meeting to be held in this office.
Engineering Department approval of the construction plans will be given when "all comments have been
addressed" for items A -D above. A grading permit will be issued when approvals have been granted from all
applicable departments and agencies, an erosion control bond has been posted, and a pre -construction conference
held with the contractor, certified responsible land disturber, owner and county staff.

5. Mark Chambers has reviewed the stormwater management plans. The comments are as follows:
Stormwater Management Plan Comments: (Mark Chambers, Water Resources Reviewer/Inspector)
1. We agree that this rural subdivision will not substantially increase the peak flow rates and with the bio -filters capturing
concentrated runoff from the road ditches detention will not be necessary. Under Section 17-314(F) of the County
Water Protection Ordinance, a detention waiver is granted.
2. The County Water Protection Ordinance requires that BMPs be designed to capture as much of the impervious runoff
as practicable. Please show sediment trap #1 to be converted into a bio -filter.
3. Please show the road ditches draining into the bio -filters with outlet protection at the ends of the ditches.
4. Please add another plant species to each bio -filter and increase the total number of plants in bio -filter #4 to 14.
5. The stormwater management portion of the water protection bond is $10,000.00. Please contact Pam Shifflett for

Narrative:
1. Soils appear to be mostly Hayesville Loams with a strip of Belvoir Loam in the middle. Please change the narrative
section on soils to state: 5B -Belvoir Loam, 2 to 7 percent slopes; 36B- Hayesville Loam, 2 to 7 percent slopes; 36C-
Haysville Loam 7 to 15 percent slopes; and 36D- Hayesville Loam 15 to 25 percent slopes. A copy of the soil map is
available from this office.
Plan sheet:
2. Please show the existing grade lines out to the drainage divides as a minimum.
3. Sediment trap #4 appears undersized for the initial disturbance until the roadside ditches are installed. Not clearly
discernible due to lack of topography shown.
4. Roadside ditches shall drain into the sediment traps and Bio -filters, not bypassed as shown on the plan sheet.
E&SC portion of the Water Protection Bond could not be determined at this time.
Engineering Department approval of the construction plans will be given when "all comments have been
