This approval shall be valid for a period of five (5) years from the date of this letter, provided that the developer submits a final site plan for all or a portion of the site within one (1) year after the date of this letter as provided in section 32.4.3.1 of Chapter 18 of the Albemarle County Code, and thereafter diligently pursues approval of the final site plan. In accordance with Chapter 18 Section 32.4.2.8 Early or Mass Grading may be permitted after the following approvals are received: 1. Engineering approval of a VSMP plan meeting the requirements of Chapter 17 of the Code of the County of Albemarle. The final site plan will not be considered to have been officially submitted until the following items are received: 1. A final site plan that satisfies all of the requirements of Section 32.6 of Chapter 18 of the Code. 2. A fee of $1,613. Please submit 9 copies of the final site plan to the Community Development Department. The assigned Lead Reviewer will then distribute the plans to all reviewing agencies. Once you receive the first set of comments on the final site plan, please work with each reviewer individually to satisfy their requirements. The Department of Community Development shall not accept submittal of the final site plan for signature until tentative approvals for the attached conditions from the following agencies/reviewers have been obtained and forwarded to the Lead Reviewer: Albemarle County Planning Services (Planner) — J.T. Newberry, jnewberry(a,albemarle.org 1. Section 32.5.2(a) — On Sheet CA -001, under Site Statistics, please revise the zoning district to be Planned Development — Mixed Commercial (PD -MC) and add Steep Slopes (Managed) to the list of applicable overlay districts. 2. Section 32.5.2(a) — On Sheet CA -001, under Site Statistics, please note this site lies within Block VIII of Hollymead Towncenter, Area C and is subject to the code of development and proffers associated with ZMA200100020. 3. Section 32.5.2(a) — On Sheet CA -001, under Site Statistics, please note the build -to line for Block VIII is 0-10' from the edge of sidewalk and this block permits a maximum of 76,000 square feet of non- residential use. 4. Section 32.5.2(b) — On Sheet CS -101, please confirm the number of parking spaces provided. It appears that 104 parking spaces are shown, but the plan notes 103 parking spaces are provided. 5. Section 32.5.2(n) — Please note the maximum height of the retaining wall on Sheet CS -101. 6. Section 32.5.2(n)/Section 32.7.8/Section 4.17 — Please revise the lighting plan in accordance with these sections and the comments from ARB (see below). Albemarle County Engineering Services (Engineer) — Matt Wentland, mwentland(a-)albemarle.org 1. Planting plan does not have a scale or North Arrow on the sheet. Appears to be 1:20 scale. (18-32.5.2) 2. 16' parking spaces require a 2' unobstructed overhang. (18-4.12.16.c.6) Planting plan appears to show proposed plantings in this area. 3. Approved VSMP plans will be required prior to final site plan approval. (18-32.7.4.1) 4. Gutters shall be required where necessary to control or direct stormwater runoff. (18-4.12.15.g) 5. Please address Comment #5 shown on the attached comments from VDOT regarding radii. Albemarle County Information Services (E911) — Andy Slack, aslackkalbemarle.org — No objection Albemarle County Building Inspections, Jay Schlothauer, jschloth(&albemarle.org — No objection Albemarle County Architectural Review Board — Margaret Maliszewski, mmaliszewski@albemarle.org Regarding requirements to satisfy the design guidelines as per § 18-30.6.4c(2), (3) and (5): A Certificate of Appropriateness is required prior to final site plan approval. A Certificate of Appropriateness may be issued when the following conditions have been met. 1. Identify on the drawings the color of the smooth face panel and provide a sample for review. 2. Add the standard mechanical equipment note to the site plan. "Visibility of all mechanical equipment from the Entrance Corridor shall be eliminated." 3. Revise the photometric plan to show that spillover does not exceed .5 fc, including along the edge of pavement along Laurel Park Lane. 4. Revise the photometrics using an LLF of 1.0. 5. Revise the lighting plan to make the OSQ-4MEwBLS fixtures easily legible. 6. Revise the lighting plan to include building -mounted lights. 7. Add the standard lighting note to the plan. "Each outdoor luminaire equipped with a lamp that emits 3,000 or more initial lumens shall be a full cutoff luminaire and shall be arranged or shielded to reflect light away from adjoining residential districts and away from adjacent roads. The spillover of lighting from luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one half footcandle." 8. Revise interior parking lot trees to large shade trees. 9. Identify on the plan the color proposed for the retaining wall block. 10. Revise the plant species so that the number of proposed plants for any one species does not exceed 25% of the total proposed for that plant type (tree, shrub). 11. Revise the cornice to more appropriately reflect the proportions of the building mass. Regarding recommendations on the plan as it relates to the guidelines: 1. Consider slightly darker shades for the tan wall panels. 2. Consider revising the light pole color to bronze. Albemarle County Service Authority — Alex Morrison, amorrison(c�,serviceauthority.org 1. Water and Sewer construction plan review submittal will be required at the final site plan stage. Submit 3 copies of the plan along with water/sewer data sheets to the ACSA, Attn: Michael Vieira, PE, to begin the review process. 2. A sewer capacity agreement will be required prior to the ACSA recommending final site plan or construction plan approvals. 3. Show a grease interceptor. 4. Call -out the sewer connection as a core and boot. 5. Call out a 6" tapping sleeve and valve for the fireline. 6. Show the FDC location. 7. Show additional fire hydrants (per Fire/Rescue coverage requirements). 8. Show a large service tap for the domestic water service. 9. Call -out a water meter vault for the domestic service.
