A number of weeks ago, we spoke about a proposed use for the Kirtley Warehouse (Parcel ID 05900-00-00-023B 1, #640 Kirtley Ln), zoned light
industrial, and I wanted to follow-up.
The University proposes to build -out a portion of the current structure as office space for research use by the School of Medicine at the University of
Virginia. The space will house the Gait Lab, and will include office space, a changing room, an evaluation roony and an evaluation area that contains
equipment used to evaluate and assess the physical condition of athletes.
The Gait Lab is an exploratory research facility that determines the limitations of athletes through biomechanical investigations. The results are
evaluated and an individualized improvement plan is developed for the athlete. The plan includes exercises to improve strength and flexibility, and
training drills that enhance biomechanical efficiency, and reduce the chance of injury.
The Gait Lab performs a comprehensive assessment in a single investigative session and provides the athlete with a detailed overview of potential
musculoskeletal imbalances and problems. This information is then used by physical therapy clinics, such UVA-Health-South Outpatient Sports
Medicine Center, to provide physical therapy services to athletes who have been evaluated by the Lab. The athlete's physician or physical therapist
may use the information and recommended functional interventions to develop a comprehensive program that promotes healing and prevention of
reoccurring symptoms.
My understanding is this use would be permitted by the zoning code as it could be categorized a number of ways to include, a research use, a public
use, or as an independent office within a structure existing prior to April 3, 2014.
If you agree the Gait Lab would be a permitted use, please let me know; our contractor is prepared to apply for a building permit upon your approval.

I understand that the lab may be in use and we need to get our certificate of use asap. You are
correct, the performance academy use was specifically discussed and determined to not only be
a prohibited use under new County zoning but it there wasn't any space allocated for it
either. James? We need to resolve this quickly or run the risk of the action from the County.
James please clarify and confirm that use of the new Gait lab is as previously agreed to.

The County of Albemarle approved the School of Medicine conducting research at the Kirtley
Warehouse as described below. It has come to light the space may be used for a Sports
Academy, in particular an English as a Second Language Golf Summer Camp. This use was not
shared with the County and was not part of the approval conversation. We may be able to have
this use approved, but we will need to further interface with the County and potentially seek
approval through the Board of Supervisors.
Please let me know if you would like to pursue this additional approval?

Sorry for the extended delay in getting back to you. The approval letter has been written, but J find that there is one
more administrative issue for the occupants of the space. Application for a "zoning clearance" is required before we can
issue the approval letter. Applying for a zoning clearance is a simple procedure, and it may be easier if a representative
of the gait lab is the actual applicant.

Just a follow-up to our discussions 5/26/16 specific to the Final Inspection at Kirtley Warehouse for the Gait Lab
occupancy. Based on our discussions, you were going to issue a Letter documenting the approval to occupy Phase 1 of
the Project here at Kirtley Warehouse.
I also submitted the Phase 2 documents to your office on Friday 5/27/16 that will add to the renovation on areas
adjacent to the Phase 1 completion.
Just checking to see if the Letter of Approval will be issued in the upcoming week to pass on to the University of Virginia
for their records?

I came by the County Office earlier today to talk with you about the Final Inspection i have called in for tomorrow
5/26/16 in the afternoon. I also left a voice mail on your phone. The Building Permit No. is B2016-00158-AC at 640
Kirtley Lane, Charlottesville VA 22903.
I have called in a Final Inspection for this Permit to move occupants into the renovated space, but the University of
Virginia would like to keep the Permit 'Open' since I will bringing in updated drawings with the additional renovation and
fit -out of adjoining / but separated space inside the existing building.
The requirements for this Permit will be met for Final Inspection of this approved scope of work; UVa would just like to
keep the permit open for tracking purposes and will pay the additional fees for the additional renovation scope being
submitted later this week.
1 have attached a page of the original Permit Plan and also a page of the upcoming additional renovation in the adjoining
but separated area for reference and discussion.
I will be happy to come by your office and explain better in detail if needed anytime this afternoon. I just wanted to
bring this up prior to the Final Inspection tomorrow afternoon.
