Subject: SDP 201600051 UVA Research Park Town Center Four — Major Site Plan Amendment
The County of Albemarle Planning Division will recommend approval of the plan referenced above once the
following comments have been satisfactorily addressed (The following comments are those that have been
identified at this time. Additional comments or conditions may be added or eliminated based on further
review.): [Each comment is preceded by the applicable reference, which is to the Subdivision/Zoning
Ordinances unless otherwise specified.]
Comments from Letter dated October 4. 2016:
[Comment] This is a major site plan amendment covering Town Centers 3 & 4. The expectation for this
site plan is to show all improvements that have been built and approved through previous site plan
approvals. Include a sheet or sheets showing the overall site plan for both buildings that incorporates
all previous changes to the site approved through previous site plans or amendments. Rev. 1:
Comment not fully addressed. The Research Park Total Buildout Statistics in Note 13 on the Cover
Sheet appear to be inaccurate in terms of the acreage, development square footage, and total
remaining columns—the calculations do not match the "Completed" numbers shown in the table
above. Please explain or recalculate the figures. Staff suggests providing a project narrative on the
Cover Sheet to identify the site plans and amendments that correspond to all improvements and
buildings that have been previously approved and constructed. An example of this can be found on
Sheet C-4.0 from the previous site plan minor amendment, SDP200800161, which pertained to Town
Center buildings Three and Four. Rev. 2: Comment not fully addressed. After reviewing the previous
plans and proffers, staff has determined that the buildout statistics table has been required on
previous site plans due to a proffer limiting the "density," or total square footage of structures, that
could be built per year in the North Fork Research Park. This is Proffer #3 in ZMA2005-03. The total
gross floor area allowed to be constructed in any given year is capped at 200,000 square feet.
However, any unused square footage not constructed in a given year is carried over to the next year.
The total gross floor area that may be built within the North Fork park is capped at 3,700,000 square
feet. It appears that the "Density" column in the buildout statistics table was improperly titled on
previous projects. There are two options in order to make the table understandable moving
forward. Option 1: Re -title the "Building" column to "Approved Building Square Footage" and re -title
the "Density" column to "Total Square Footage Constructed." Option 2: Remove both columns and
add a new column titled "Total Square Footage Constructed." This will allow all future projects to be
tracked based on the square footage remaining in North Fork. Please re -verify the existing square
footage of the projects listed in the table in order to ensure that the existing square footage figures
are accurate.
2. [32.5.2(a)] Provide property owner, zoning district, TMP and use of abutting parcels. Rev. 1: Comment
Addressed.
[32.5.2(b)] Zoning approval is required for reduced parking amounts proposed. Zoning comments, if
any, will be forwarded upon receipt. Rev. 1: Comment not fully addressed. The County has not
approved a reduction in the number of required parking spaces. The "Traffic Demand Management
Reductions" as shown on the Cover Sheet can only be approved once a Transportation Demand
Management study/report is formally submitted, reviewed and approved by the Zoning Administrator.

a. The Cover Sheet states that a waiver has been aaaroved to reduce the reauired amount of
loading spaces. Staff cannot find a record of a previously approved waiver to reduce the
required number of loading spaces. Please either submit evidence of a previously approved
waiver or submit a waiver request to the Zoning Administrator. Rev. 2: Comment addressed.
The final site plan approved for Buildings 3 and 4 reduced the total required loading spaces
to four (4) between Buildings 3 and 4. Two (2) loading spaces have already been installed in
the Building 3 oarkine lot. The site Dian amendment fulfills the reauirement for installation
of the two remaining (2) loading spaces.
4. [32.5.2 d] Identify acreage of proposed disturbance of preserved slopes and confirm that no additional
areas of preserved slopes are being disturbed than was previously approved with SDP2006-113 critical
slopes waiver (0.07 acres previously approved for disturbance). Rev. 1: Comment Addressed.
[32.5.2(k)] Verify that all necessary easements for proposed water, sewer and drainage facilities have
been shown on the plan. Show and label existing and proposed easements on utility plan sheet and
indicate if any easements are to be dedicated to public use. Rev. 1: Comment not fully addressed.
Please label the utility easements on all the utility drawings where visible. State the width of the
easement, type (i.e. water, sewer, stormwater, etc) and whether it is public or private. All water and
sewer facilities to be dedicated to public use and the easements for those facilities and shall be
identified by a statement that the facilities are to be dedicated to the Albemarle County Service
Authority. Please include this language on the next submittal for all public water and sewer easements.
For private easements, the owners need to be listed in the easement label (drainage, stormwater, etc.)
Please refer to Comment #16 below for additional requirements. Rev. 2: Comment not fully
addressed. Per correspondence with Eric Wooley, Kirk Hughes is preparing a subdivision and
easement plat to correspond with this project. The subdivision and easement plat must be approved
and recorded and all new easements/property parcel information labeled on the plans prior to final
site plan approval.
6. [32.5.1(n)] Provide height of proposed building. Rev. 1: Comment not fully addressed. The Cover Sheet
states that Building Four is proposed to be 61' in height. All structures exceeding 40' or three stories in
height in PDIP must meet the required zoning stepbacks as stated in Section 26.4 and 4.20. Please
state the stepbacks on the Cover Sheet. The County will require that the building plans, when
submitted, demonstrate compliance with the stepback requirements. Rev. 2: Comment addressed.
7. [32.5.1(n)] Provide height of proposed lighting fixtures. Rev. 1: Please revise the "Lighting Locations"
table title on Sheet SL1.0 to state "Luminaire Mounting Heights." The table does not give any details
related to light locations, and the "MH" column does not make it clear that the numbers given mean
the mounting height of each light. Rev. 2: Comment addressed.
8. [32.5.1(n)] Provide more details on retaining walls. Label maximum height of each wall individually.
Rev. 1: Comment not fullv addressed. Please provide a callout to the retainine wall alone the trail on
the drawines. Rev. 2: Comment addressed.
9. [32.5.1(n)] Provide proposed paving materials for walks, parking lots, driveways. Rev. 1: Comment

10. [32.6] Provide details as required for a final site plan. A list of additional detail needed is included
below. See final site plan checklist for more info. Rev. 1: Refer to the New Comments section below.

a. Water and sewer details: location/dimensions of proposed easements, profiles and cross
sections, top and invert elevations of each structure.
b. Drainage and grading details: Profiles of all storm sewer systems, label plan view to
correspond to profile view, a drainage summary table, retaining wall details.
c. Street sections: typical street sections, centerline curve data, radius of curb returns or edge of
pavement.
d. Outdoor Lighting: photometric plan, lighting cut sheets.
11. [32.7.9.6] An area of at least 5% of the paved parking and vehicular circulation must be landscaped.
Neither street trees nor shrubs planted between a parking area and a building on the site shall be
counted toward the minimum area landscaped area for a parking area. Provide calculations to show
this requirement is met. Rev.1: Comment not fully addressed. It appears that the Interior Landscape
Area Calculation" table is trying to demonstrate compliance with this requirement. However, there is a
discrepancy on the plans regarding the amount of paved parking and vehicular circulation areas being
proposed. The "Parking/roads" row in the Landscape Area Calculations table lists 0.60 acres, but the
Impervious Area Calculations table states 3.03 acres. The Cover Sheet states that 148,200 square feet
(3.40 acres) of "parking and roadways" are proposed. Why is there a difference between these tables?
The figures should match across all drawings for the total acreage/square footage of proposed parking
and vehicular circulation areas in order to verify compliance with landscaping requirements. Please
explain the discrepancy or amend the tables on the next submittal.
a. State the quantities of each species being counted toward meeting the minimum 5%, and list
the proposed overall percentage of landscaping based on square footage of planting beds.

12. [Comment] Additional retaining wall detail is needed to ensure plantings along walls will not impact
geogrid. Rev. 1: Comment Addressed.
New Comments
13. [General Comment] On the initial submittal, the plans did not label the driveway entrance as "Road
B." Is this driveway now proposed to be a private street? The road may need street name approval
from E911 and also meet other Albemarle County private street standards. Please clarify. Rev. 2:
Comment addressed.
14. [32.5.2 (a)] Please provide the owner name, current use, and zoning district in the property label for
TMP 32-6A on Sheet C2.3. Also, please amend the property label for TMP 32-6A on Sheet C2.1 and
C2.2 — it is missing a "0" digit. Rev. 2: Comment addressed.
15. [32.5.2 (c)] The limits of Town Center 4 on Sheet C2.4 and other drawings runs through the access
drive and parking spaces on the southern end of the development. These improvements need to be
shown within the area of development across all drawings, and show the metes & bounds/dimensions
of the area. Please revise the lot coverage and proposed lease area calculations and labels as
necessary. Rev. 2: Comment addressed.
16. [32.5.2 (k)] A separate easement plat and associated deeds must be submitted and approved for all
new easements prior to approval of the site plan amendment. Rev. 2: Comment not addressed. Refer
to Comment #5 revision 2 resaonse above.
17. [32.5.2 (r)] Provide a legend that shows all symbols and abbreviations used on the plans. There is no
legend explaining what each line type represents. Rev. 2: Comment addressed.
18. [32.6.1 (e)(1)] Please show the setback lines on Sheets C2.4 and C4.0. Rev. 2: Comment addressed.
19. [32.6.1 (e)(6)] All improvements, including structures, parking spaces, loading spaces, walkways,
lawns/open space areas, and utilities must be labeled or symbolized with dimensions. Rev. 2:
Comment addressed.
20. [32.6.1 (e)(6)] A landscape area is labeled north of Building 4 on Sheet C4.0 but no vegetation is
shown on the Landscape Plan, please explain or remove the label. Rev. 2: Comment addressed.
21. [32.6.2 (i)] The parking space lines are not visible in the 17 parking space area in the Building 1 parking
lot on Sheet C4.0, please adjust symbology so that each parking space is visible. Rev. 2: Comment
addressed.
22. [32.7.3] Please provide a legend on Sheet 2.4 and 4.0 that identifies all HOV, motorcycle, and shuttle
parking spaces. Staff cannot verify the exact number of spaces provided per type in accordance with
the parking calculations given on the Cover Sheet. An example of a parking legend can be found on
Sheet C-4.0 of the previous site plan minor amendment, SDP200800161. Striping and signage details
for each parking space type will be required on subsequent versions of the site plan. Rev. 2: Comment
addressed.
23. [General Comment] Please provide an enlarged detail of the bicycle enclosure with dimensions and
materials to verify that it will accommodate 36 bikes as specified on the Cover Sheet. Rev. 2: Comment
addressed.
24. [32.7.8 and 4.17] Please address the following related to site lighting:
a. Please add a note to the lighting plan that states "Each outdoor luminaire equipped with a
lamp that emits 3,000 or more initial lumens shall be a full cutoff luminaire and shall be
arranged or shielded to reflect light away from adjoining residential districts and away from
adjoining roads. The spillover of lighting from luminaires onto public roads and property in
residential or rural areas zoning districts shall not exceed one-half footcandle." Rev. 2:
Comment addressed.
b. In the Schedule listed on Sheet SL1.0, please state the lamp type in the "Lamp" column for
lamps B, C, and F. Rev. 2: Comment addressed.
c. The symbology on SL1.0 is faint and overlaps with footcandle measurements and other
features on the drawing. Please adjust the symbology weight so that each luminaire is visible.
Staff cannot verify the locations and quantities of each light as currently shown on the plans.
Rev. 2: Comment addressed.
d. The symbols provided in the Schedule on Sheet SL1.0 for lamp types B and D do not appear to
match those used on the actual drawing. Please amend. Rev. 2: Comment addressed.
e. On Sheet SL2.0, please identify which cut sheets correspond with the four proposed luminaire
types listed in the Schedule on Sheet SL1.0. There are only two luminaire details provided on
Sheet SL2.0, but a detail is required for all four lights because each emits more than 3,000
lumens. Staff requests carrying over the lettering used for the labels (luminaire types B, C, D,
and F) and stating which detail is for each luminaire. Rev. 2: Comment addressed.
f. Please show additional photometric data along the right-of-way line of the driveway entrance
along Lewis and Clark Drive. Lewis and Clark Drive is a public road and the maximum
footcandles permitted is 0.5 at the property line. The measurements appear to be higher than
the maximum half footcandle permitted. Relocating lights to areas further south along the
driveway entrance may be necessary upon further review. Rev 2.: Comment addressed.
25. [32.7.9.4 (c) and 4.3] Please show and label all existing landscape features, and show the limits of
clearing/tree cutting on the site layout drawing, grading drawings, stormwater management, and
landscape plan. Rev. 2: Comment addressed.
26. [32.7.9.8 (c)(3) and 4.12.19] Please show the dimensions and materials of the proposed dumpster pad
and proposed screening. Include an elevation cut -sheet detail showing all sides of the dumpster pad
area and screening materials. If any landscaping is proposed around the dumpster, show the
vegetation on Sheet L1.0 and update the proposed quantities of plant material as necessary. Rev. 2:

27. [32.7.9.8] Please add a row to the Tree Canopy Calculations table on Sheet L1.0 stating the proposed
acreage of the site (6.52 acres) and another row stating the minimum tree canopy acreage required
(0.652 acres). Rev. 2: Comment addressed.
28. [32.7.7.9 (c)] Please add a note to the landscape plan that states "All landscaping and screening shall
be maintained in a healthy condition by the current owner or property owners' association and
replaced when necessary. Replacement material shall comply with the approved landscape plan." Rev.
2: Comment addressed.
29. [32.7.9] Please address the following related to landscaping:
a. [General Comment] What do the two dashed line types inside the building footprint represent
on Sheet L1.0? Rev. 2: Comment addressed.
b. [General Comment] Please adjust the tree symbology so that it is darker on Sheet L1.0. Rev. 2:

c. [General Comment] The Otto Luyken Laurel and Variegated Liriope vegetation shown in the
Landscape Legend on Sheet L1.0 are not used on the drawings and the quantity states "0."
Please explain or remove these items from the Legend if they will not be installed. Rev. 2:

d. [General Comment] In the Landscape Legend, please move the 4'-0" O.C. note next to
Variegated Liriope up two rows to the Willowleaf Cottoneaster row since the label for this

e. [General Comment] What is the black square shown under the tree symbols for some of the
trees located around the building on Sheet L1.0? Rev. 2: Comment addressed.
30. [General Comment] Please amend the Loading Spaces calculations in the tables on Sheet C1.0 and
C4.0. The total spaces required and provided do not match between the two sheets. Please be sure tc
say that two (2) loading spaces will be provided as part of this site plan amendment. Also, since the
tables states the overall square footage of buildings per Building 1 and Building 4 to calculate the
overall parking required, please add a line to each table stating that 4 loading spaces are already
provided in the Building 1 parking lot. Staff conducted a site visit and verified that four loading spaces
exist next to the Building 1 dumpster.
31. [32.5.2 (i)] Please provide the deed book and page number for the instrument that created Research
Park Drive, and include the type of easement in the label across all drawings.
32. [32.7.9.6 (b)] Please amend the Landscape Calculations table on Sheet L1.0. With the new total of 567
parking spaces across both parking lots, a total of 57 trees are required in the parking lot. Staff counts
65 trees in the Building 4 parking lot alone that qualify toward meeting this requirement. Please
update the table to reflect the total trees required and the total provided toward meeting the
minimum requirement.

1. Conditional approval pending receipt of final written approval from RWSA for the Wastewater
Capacity Certification. RWSA has granted conditional approval of the Capacity Certification. ACSA
signature on the site plan amendment is contingent on receiving the Capacity Certification in writing
from RWSA.
Rivanna Water and Sewer Authority —Victoria Fort, vfort@rivanna.org — Requested Changes:
RWSA will require a wastewater flow capacity certification for this project since the overall
development exceeds 40,000 gallons of sewage production per day. Rev. 2: Response to revision2 not

1. 1 have reviewed the April 17, 2017 parking analysis and TDM reduction measures submitted by Wooley

Hi Sarah,
I apologize for taking the delay in my response, I was out sick on Friday.
Comment #11— the attachment appears to identify the correct landscaped areas for the 5% parking/circulation
landscaping required by Section 32.7.9.6. Typically we require the site plan to show the locations of all shrubs and trees
that are proposed within the planting beds that will count toward meeting the minimum 5% since this is what the Code
calls for in Section 32.7.9.6 (a). It looks like only trees are shown on the attachment you sent. You can either show the
locations of the additional shrubs and trees on the drawing, or provide a list that identifies what species and quantities
of plants are proposed in certain areas. My biggest concern is the triangular shaped central median area that contains
seven trees. I imagine that shrubs will also be planted in that area due to its size, and if so please show that on the next
submission of this site plan.
Comment #22 — I apologize for the confusion regarding the wording of this one. What I meant was that on any future
amendments to this site plan, we will ask for a legend of some sort that identifies where each type of parking space is
located in case they get moved around for some reason. Just to be clear, I will still need to see where each parking type
is located on the next submission for this current amendment as well.
Comment #5 — My mention of stormwater easements in this comment was intended to just be a reminder to show
those items on the easement plat for the site. I wanted to make sure I mentioned to include all easement types (water,
sewer, stormwater, etc.) For specific questions related to identifying stormwater easements as public vs. private, it
would be best to contact the Engineering Division since they review everything that falls under the Water Protection
Ordinance.

Good morning -
I would like some clarification on a few site plan comments dated February 27,2017 for the Town Center Four project.
For comment #11, regarding the 5% of parking/circulation, we have calculated the square footage of planting beds
within the lease line but have excluded any area that could be counted as street tree areas or trees between the
building and the parking lot. I have attached an exhibit which shows the proposed lease line in pink and what I saw as
the applicable planting beds for this calculation. The planting beds for this method totaled 0.64 acres, or 21% of the site.
Is this the correct method to satisfy the comment? Do we have to provide a separate list of trees and shrubs which are
planted in these beds besides what is illustrated on the plan and separate from the legend?
For comment #22 it states that striping and signage details for each parking space type will be required on "subsequent"
versions of this site plan. We are planning to include a legend which will differentiate parking types with the next
submission. When does the term "subsequent" apply? Would we need to also include signage details in the next
submission or is this a reminder for future site plan submissions?
For comment #5 we would also like some clarification about private easements for stormwater. If you have a few

I sent comments to the engineer, Eric Wooley, on February 27th. For the ACSA comment I put "Under Construction Plan
Review by the ACSA. Final Site Plan approval through the ACSA is contingent on construction plan review approval."

Sheet appear to be inaccurate in terms of the acreage, development square footage, and total
remaining columns — the calculations do not match the "Completed" numbers shown in the table
above. Please explain or recalculate the figures. Staff suggests providing a project narrative on the
Cover Sheet to identify the site plans and amendments that correspond to all improvements and
buildings that have been previously approved and constructed. An example of this can be found on
Sheet C-4.0 from the previous site plan minor amendment, SDP200800161, which pertained to Town
Center buildings Three and Four.
[32.5.2(a)] Provide property owner, zoning district, TMP and use of abutting parcels. Rev. 1: Comment
Addressed.
[32.5.2(b)] Zoning approval is required for reduced parking amounts proposed. Zoning comments, if
any, will be forwarded upon receipt. Rev. 1: Comment not fully addressed. The County has not
approved a reduction in the number of required parking spaces. The "Traffic Demand Management
Reductions" as shown on the Cover Sheet can only be approved once a Transportation Demand
Management study/report is formally submitted, reviewed and approved by the Zoning
Administrator. Please reference Sections 4.12.2 (c) and 4.12.12 for additional information. You may

a. The Cover Sheet states that a waiver has been approved to reduce the required amount of
loading spaces. Staff cannot find a record of a previously approved waiver to reduce the
required number of loading spaces. Please either submit evidence of a previously approved
waiver or submit a waiver reauest to the Zoning Administrator.
4. [32.5.2 d] Identify acreage of proposed disturbance of preserved slopes and confirm that no additional
areas of preserved slopes are being disturbed than was previously approved with SDP2006-113 critical
slopes waiver (0.07 acres previously approved for disturbance). Rev. 1: Comment Addressed.
[32.5.2(k)] Verify that all necessary easements for proposed water, sewer and drainage facilities have
been shown on the plan. Show and label existing and proposed easements on utility plan sheet and
indicate if any easements are to be dedicated to public use. Rev. 1: Comment not fully addressed.
Please label the utility easements on all the utility drawings where visible. State the width of the
easement, type (i.e. water, sewer, stormwater, etc) and whether it is public or private. All water and
sewer facilities to be dedicated to public use and the easements for those facilities and shall be
identified by a statement that the facilities are to be dedicated to the Albemarle Countv Service
Authority. Please include this language on the next submittal for all public water and sewer
easements. For private easements. the owners need to be listed in the easement label (drai
stormwater. etc.) Please refer to Comment #16 below for additional reauirements.
6. [32.5.1(n)] Provide height of proposed building. Rev. 1: Comment not fully addressed. The Cover
Sheet states that Building Four is proposed to be 61' in height. All structures exceeding 40' or three
stories in height in PDIP must meet the required zoning stepbacks as stated in Section 26.4 and 4.20.
Please state the stepbacks on the Cover Sheet. The Countv will reauire that the building plans. when
submitted, demonstrate compliance with the stepback requirements.
7. [32.5.1(n)] Provide height of proposed lighting fixtures. Rev. 1: Please revise the "Lighting Locations"
table title on Sheet SL1.0 to state "Luminaire Mounting Heights." The table does not give any details
related to light locations, and the "MH" column does not make it clear that the numbers given mean
the mounting height of each light.
8. [32.5.1(n)] Provide more details on retaining walls. Label maximum height of each wall individually.
Rev. 1: Comment not fully addressed. Please provide a callout to the retaining wall along the trail on
the drawings.
9. [32.5.1(n)] Provide proposed paving materials for walks, parking lots, driveways. Rev. 1: Comment
Addressed.
10. [32.6] Provide details as required for a final site plan. A list of additional detail needed is included
below. See final site plan checklist for more info. Rev. 1: Refer to the New Comments section below.
a. Water and sewer details: location/dimensions of proposed easements, profiles and cross
sections, top and invert elevations of each structure.
b. Drainage and grading details: Profiles of all storm sewer systems, label plan view to
correspond to profile view, a drainage summary table, retaining wall details.
c. Street sections: typical street sections, centerline curve data, radius of curb returns or edge of
pavement.
d. Outdoor Lighting: photometric plan, lighting cut sheets.
11. [32.7.9.6] An area of at least 5% of the paved parking and vehicular circulation must be landscaped.
Neither street trees nor shrubs planted between a parking area and a building on the site shall be
counted toward the minimum area landscaped area for a parking area. Provide calculations to show
this requirement is met. Rev.1: Comment not fully addressed. It appears that the Interior Landscape
Area Calculation" table is trying to demonstrate compliance with this requirement. However, there
is a discrepancy on the plans regarding the amount of paved parking and vehicular circulation areas
being proposed. The "Parking/roads" row in the Landscape Area Calculations table lists 0.60 acres,
but the Impervious Area Calculations table states 3.03 acres. The Cover Sheet states that 148,200
square feet (3.40 acres) of "parking and roadways" are proposed. Why is there a difference between
these tables? The figures should match across all drawings for the total acreage/square footage of
proposed parking and vehicular circulation areas in order to verify compliance with landscaping
requirements. Please explain the discrepancy or amend the tables on the next submittal.
a. State the quantities of each species being counted toward meeting the minimum 5%, and list
the proposed overall percentage of landscaping based on square footage of planting beds.
12. [Comment] Additional retaining wall detail is needed to ensure plantings along walls will not impact
geogrid. Rev. 1: Comment Addressed.
New Comments
13. [General Comment] On the initial submittal, the plans did not label the driveway entrance as "Road
B." Is this driveway now proposed to be a private street? The road may need street name approval
from E911 and also meet other Albemarle County private street standards. Please clarify.
14. [32.5.2 (a)] Please provide the owner name, current use, and zoning district in the property label for
TMP 32-6A on Sheet C2.3. Also, please amend the property label for TMP 32-6A on Sheet C2.1 and
C2.2 — it is missing a "0" digit.
15. [32.5.2 (c)] The limits of Town Center 4 on Sheet C2.4 and other drawings runs through the access
drive and parking spaces on the southern end of the development. These improvements need to be
shown within the area of development across all drawings, and show the metes & bounds/dimensions
of the area. Please revise the lot coverage and proposed lease area calculations and labels as
necessary.
16. [32.5.2 (k)] A separate easement plat and associated deeds must be submitted and approved for all
new easements prior to approval of the site plan amendment.
17. [32.5.2 (r)] Provide a legend that shows all symbols and abbreviations used on the plans. There is no
legend explaining what each line type represents.
18. [32.6.1 (e)(1)] Please show the setback lines on Sheets C2.4 and C4.0.
19. [32.6.1(e)(6)] All improvements, including structures, parking spaces, loading spaces, walkways,
lawns/open space areas, and utilities must be labeled or symbolized with dimensions.
20. [32.6.1 (e)(6)] A landscape area is labeled north of Building 4 on Sheet C4.0 but no vegetation is
shown on the Landscape Plan, please explain or remove the label.
21. [32.6.2 (i)] The parking space lines are not visible in the 17 parking space area in the Building 1 parking
lot on Sheet C4.0, please adjust symbology so that each parking space is visible.
22. [32.7.3] Please provide a legend on Sheet 2.4 and 4.0 that identifies all HOV, motorcycle, and shuttle
parking spaces. Staff cannot verify the exact number of spaces provided per type in accordance with
the parking calculations given on the Cover Sheet. An example of a parking legend can be found on
Sheet C-4.0 of the previous site plan minor amendment, SDP200800161. Striping and signage details
for each parking space type will be required on subsequent versions of the site plan.
23. [General Comment] Please provide an enlarged detail of the bicycle enclosure with dimensions and
materials to verify that it will accommodate 36 bikes as specified on the Cover Sheet.
24. [32.7.8 and 4.17] Please address the following related to site lighting:
a. Please add a note to the lighting plan that states "Each outdoor luminaire equipped with a
lamp that emits 3,000 or more initial lumens shall be a full cutoff luminaire and shall be
arranged or shielded to reflect light away from adjoining residential districts and away from
adjoining roads. The spillover of lighting from luminaires onto public roads and property in
residential or rural areas zoning districts shall not exceed one-half footcandle."
b. In the Schedule listed on Sheet SL1.0, please state the lamp type in the "Lamp" column for
lamps B, C, and F.
c. The symbology on SL1.0 is faint and overlaps with footcandle measurements and other
features on the drawing. Please adjust the symbology weight so that each luminaire is visible.
Staff cannot verify the locations and quantities of each light as currently shown on the plans.
d. The symbols provided in the Schedule on Sheet SL1.0 for lamp types B and D do not appear to
match those used on the actual drawing. Please amend.
e. On Sheet SL2.0, please identify which cut sheets correspond with the four proposed luminaire
types listed in the Schedule on Sheet SL1.0. There are only two luminaire details provided on
Sheet SL2.0, but a detail is required for all four lights because each emits more than 3,000
lumens. Staff requests carrying over the lettering used for the labels (luminaire types B, C, D,
and F) and stating which detail is for each luminaire.
f. Please show additional photometric data along the right-of-way line of the driveway entrance
along Lewis and Clark Drive. Lewis and Clark Drive is a public road and the maximum
footcandles permitted is 0.5 at the property line. The measurements appear to be higher than
the maximum half footcandle permitted. Relocating lights to areas further south along the
driveway entrance may be necessary upon further review.
25. [32.7.9.4 (c) and 4.3] Please show and label all existing landscape features, and show the limits of
clearing/tree cutting on the site layout drawing, grading drawings, stormwater management, and
landscape plan.
26. [32.7.9.8 (c)(3) and 4.12.19] Please show the dimensions and materials of the proposed dumpster pad
and proposed screening. Include an elevation cut -sheet detail showing all sides of the dumpster pad
area and screening materials. If any landscaping is proposed around the dumpster, show the
vegetation on Sheet L1.0 and update the proposed quantities of plant material as necessary.
27. [32.7.9.8] Please add a row to the Tree Canopy Calculations table on Sheet L1.0 stating the proposed
acreage of the site (6.52 acres) and another row stating the minimum tree canopy acreage required
(0.652 acres).
28. [32.7.7.9 (c)] Please add a note to the landscape plan that states "All landscaping and screening shall
be maintained in a healthy condition by the current owner or property owners' association and
replaced when necessary. Replacement material shall comply with the approved landscape plan."
29. [32.7.9] Please address the following related to landscaping:
a. [General Comment] What do the two dashed line types inside the building footprint represent
on Sheet L1.0?
b. [General Comment] Please adjust the tree symbology so that it is darker on Sheet 1-1.0.
