HomeMy WebLinkAboutSUB200800115 Bond Release 2016-10-07ALAN FRANKLIN PE, LLC Civil Engineering, Site Planning, and Land Development Consulting July 25, 2016 Mr. Frank Pohl County Engineer County of Albemarle Department of Community Development 401 McIntire Road Charlottesville, VA 22902 RE: Wickham Pond Phase II - Block I Subdivision Roads As -Built Certification Dear Frank, This letter is to document and certify the proper installation of subdivision roads and associated development improvements for Wickham Pond Phase II - Block I. have reviewed the "as -built" road, water, sanitary sewer, and storm sewer survey data/plans provided by Lincoln Surveying. Additionally, I have visited the site to evaluate the condition of the installed development infrastructure and have performed a comparative analysis of the As -Built Plans against the approved Final Site Development Plans/Subdivision Road Plans. The road alignments, road grades and widths, curb and gutters, sidewalks, driveway cuts, signs, drainage structures, site retaining walls, playgrounds, and site/street landscaping have been constructed or installed in accordance with the approved plans. VDOT inspectors have identified all damaged or substandard infrastructure within the right-of-way of the streets to be adopted into the State system and repairs have been made to the satisfaction of the inspectors. Final asphalt surface paving has been installed and nearly all of the approved residential units have been constructed. All stormwater management measures have been installed and all temporary erosion control measures have been removed. Other development improvements such as waterlines and sanitary sewer, which are buried, have been surveyed and any variations from design are documented on the as -built plans. This letter does not speak to the condition of the installed storm piping, waterlines, sanitary sewer, or pavement subgrade/base as I was not present during the installation of these items. An Albemarle County Service Authority (ACSA) inspector was present during water and sewer line installation, and the owner has commissioned a firm to provided video inspection and reporting for the storm piping. A geotechnical engineering firm was present to inspect and report on the subgrade and base preparation and field CBR reports were provided to this office for confirmation of the proposed paving sections. Again, please allow this letter to serve as certification that all of Phase II - Block I development improvements been installed acceptably.
