Approximately half of the property is located to the north of Moores Creek Road and the other half is on the south side. The owner is proposing to develop the north side of the property, which consists of approximately 4.5 acres and is located outside of the 100 -year floodplain. This area is characterized by steep slopes, with a portion of both managed and preserved slopes as shown on the site plan. ACCESS Due to the steep grades across the site that precludes the connection of onsite roadways, there are three separate accesses to the property. The first two access points to the property are proposed CG -11 entrances, one off of Broadway Street and the other off of Moores Creek Road, intersection sight distance and 263 feet of corner clearance (minimum 225 feet) from the Franklin Street intersection are provided as required by VDOT. Note that Franklin Street is owned and maintained by the City of Charlottesville and Moores Creek Road is a private street. The third access is via the existing travelway on the adjacent industrial site to the northeast. 'There is an existing access easement through which the developer will extend the access road to a portion of the property that is located within preserved slopes on three sides. STORMWATER MANAGEMENT The site drains to the southwest towards Moores Creek, which is located on the southern edge of the property. Currently, there is an existing 24" culvert that collects site runoff via a ditch on the northern side of Moores Creek Road and outfalls to the south towards Moores Creek. The owner is providing a replacement culvert that is sized with 10 -year storm capacity and that directs runoff to a new, stabilized outfall that is capable of dissipating the energy of the runoff to discharge the 2 -year storm at non-erosive velocities. Stormwater Management per the 2014 D:Q VSMP requirements is provided for flood control, channel protection and water quality. The site discharges at a location where the contributing drainage area (30.9 square miles) is 1,445 times greater than the 13.68 acre drainage area and the discharge is non-erosive with the proposed outfall protection. The owner is proposing to purchase phosphorus bank credits to fulfill the water quality requirements. STEEP SLOPES Managed Slopes The developer is proposing to disturb portions of Managed Slopes on the property. For these locations, the disturbance is by -right and the developer will adhere to the design requirements of 30.7.5 There are three locations where the owner is proposing to disturb preserved slopes. in each location, the disturbance is by -right per 30.7.4.b.1.(c), which allows the disturbance of preserved slopes for the installation of public facilities. All three crossings will be completed as close as practicable to perpendicular to the slope, and will be cleared to the minimum extent possible to install the utility as directed by the ordinance. Locationl: Northeast corner of the site at the offsite access easement This portion of the site is bordered on all downhill sides by preserved slopes. Water and sewer are located steveral hundred feet away in Broadway Street. The proposed building isto be located approximately 15 feet vertically below the end of the existing travelway, which makes connection to public storm, sanitary and water iimpractical in that direction. in order to connect to public facilities, the developer is proposing to clear a nninimal portion of preserved slopes to install the storm drainage outfall and a sanitary sewer/watermain connection. Location 2: At the site drainage outfall location across Moores Creek Road The developer is proposing to install a storm the storm drain across the preserved slopes in accordance with the natural love point of the site. The other option is impractical since it involves forcing drainage toward the IMoores Creek Road/Franklin Street intersection, where installation of a suitable outfall channel would require the disturbance of more preserved slopesthan the current plan. This direction involves construction of additional storm sewerthat forces the water to un -naturally change direction via a 180 -degree tum to ultimately direct runoff to the same point as proposed_ With the proposed reduction in drainage area to the Moores Creek roadside ditch, the proposed option is more desirable. Location 3: Below building 2 The developer is proposing a sanitary sewer lateral crossing below Building 2 to connect to the sanitary sewer in Franklin Street. The other option would be to pump the sewerto the proposed sewer in the proposed onsite roadway. The ability to gravity flow the sewer is advantageous over a pump system that is located adjacent to Moores Creek. PARKING/LOADING The site is comprised of twelve separate buildings. Parking calculations have been provided to indicate compliance with theparking/loading ordinance for a light i ndustrialJwarehouse use which is based on number of employees on the largest shift and area of space open for customer use. As building permits are submitted for individual buildings, parking will need to comply with the calculations on the site pian to ensure adequate parking is provided. The plan approving authority must be notified one week prior to the pre -construction conference, one week prior to the commencement of land disturbing activity, and one week prior to the final inspection. 2. All erosion and sediment control measures will be constructed and maintained according to minimum standards and specifications of the Virginia Erosion and Sediment Control Handbook and Virginia Regulations VR 625-02-00 Erosion and Sediment Control Regulations. 3. All erosion and sediment control measures are to be placed prior to or as the first step in clearing. 4. A copy of the approved erosion and sediment control plan shall be maintained on the site at all times. 5. Prior to commencing land disturbing activities in areas other than indicated on these pians (including, but not limited to, off-site borrow or waste areas), the contractor shall submit a supplementary erosion control plan to the owner for review and approval by the plan approving authority. 6. The contractor is responsible for installation of any additional erosion control measures necessary to prevent erosion and sedimentation as determined by the plan approving authority. 7. All disturbed areas are to drain to approved sediment control measures at all times during land disturbing activities and during site development until final stabilization is achieved. 8. During dewatering operations, water will be pumped into an approved filtering device. 9. The contractor shall inspect all erosion control measures periodically and after each runoff producing rainfall event. Any necessary repairs or cleanup to maintain the effectiveness of the erosion control devices shall be made immediately. 10. All fill material to be taken from an approved, designated borrow area. 11. All waste materials shall be taken to an approved waste area. Earth fill shall be inert materials only, free of roots, stumps, wood, rubbish, and other debris,. 12. Borrow or waste areas are to be reclaimed within 7 days of completion per Zoning Ordinance section 5.1.28. 13. All inert materials shall be transported in compliance with section 13-301 of the Code of Albemarle. 14. Borrow, fill or waste activity involving industrial -type power equipment shall be limited to the hours of 7:00am to 9:00pm. 15. Borrow, fill or waste activity shall be conducted in a safe manner that maintains lateral support, or order to minimize any hazard to persons, physical damage to adjacent land and improvements, and damage to any public street because of slides, sinking, or collapse. 16. The developer shall reserve the right to install, maintain, remove or convert to permanent stormwater management-, facilities where applicable all erosion control measures required by this plan regardless of the sale of any lot, unit, building or other portion of the: property. 17. Temporary stabilization shall be temporary seeding and mulching. Seeding is to be at 75 lbs/acre, and in the months of September to February to consist a 50/50 mix of Annual Ryegrass and Cereal hinter Rye, or in march and April to consist of Annual Rye, or May through August to consist of German Millet. Straw mulch is to be applied at 80lbs/100sf. Alternatives are subject to approval by the County erosion control inspector. 18. Permanent stabilization shall be lime and fertilizer, permanent seeding, and mulch. Agricultural grade limestone shall be applied at 90lbs/1000sf, incorporated into the top 4-6 inches of soil. Fertilizer shall be applied at 1000lbs/acre and consist of a 10-20-10 nutrient mix. Permanent seeding shall be applied at 180lbs/acre and consist of 115% Kentucky 31 or Tall Fescue and 0-5% Perennial Ryegrass or Kentucky Bluegrass. Straw mulch is to be applied at 80lbs/100sf. Alternatives are subject to approval by the County erosion control inspector. 19. Maintenance: All measures are to be inspected weekly and after each rainfall. Any damage or clogging to structural measures is to be repair immediately. Silt traps are to be cleaned when 50% of the wet storage volume is filled with sediment. All seeded areas are to be reseeded when necessary to achieve a good stand of grass. Silt fence and diversion dykes which are collecting sediment to half their height must be cleaned and repaired immediately. 20. All temporary erosion and sediment control measures are to be removed within 30 days of final site stabilization, when measures are no longer needed, subject to approval by the County erosion control inspector, 21. This plan shall be void if the owner does not obtain a permit within 1 year of the date of approval. (Water Protection Ordinance section 17-204G.) 22. Permanent vegetation shall be installed on all denuded areas within ,nine (9) months after the date the land disturbing activity commences. (Water Protection Ordinance section '17-2076) CONTRACTOR'S COORDINATION RESPONSIBILITIES 1. The contractor is required to obtain any/all permits required for construction of these plans. 2. Any time work is performed off-site or within an existing easement, the contractor is to notify the holder of said easement as to the nature of proposed work and to follow any guidelines or standards which are associated with or referenced in the recorded easement. 3. The contractor is to check that all easements, letters of permission, etc, are recorded/obtained prior to the start of any construction. 4. Contractor to verify all site plans and profiles and details for consistency and if conflicts exists, contact engineer for clarification and/or direction. Interpretation determined by contractor shall be done at his/her own risk. 5. The contractor is to verify that the relocation of all existing utilities in conflict with proposed work has been completed including utility poles. 6. Contractor shall comply with fencing and tree preservation signage required by Albemarlie county code. 7.
