We last performed a signal warrant study about in May 2015 and warrants were not met. We could perform another

Do you all have any update on whether the warrants are met for a stop light at Belvedere Blvd and Rio Road?? This
question has come up again recently, as requests for more lots within Belvedere are under review.Joel fielded that
question at the last community meeting I attended in Belvedere and am not sure who the best contact is for the
question.

Site Review Committee meeting tomorrow—room notification error
It appears there has been a slight error in room scheduling for SRC for the July 21'meeting of the following 3
projects:
SUB201600119 Belvedere Phase 2B -preliminary subdivision plat
SDP201600035 Belvedere Phase 4A—initial site plan
SUB201600120 Belvedere Phase 4A—prelim subdivision plat
The meeting will take place in room 320 (3rd floor conference room) at loam.
I apologize for this error and note that the site review schedule online has tomorrows SRC meeting at room 320.
The abutting owner notification letters notified citizens that the meeting is in room 246. Let this email serve to
let you know that the letters were sent out in error. I'll put a couple signs up on the doors to alert citizens of this
and I've CCed the front desk staff to know as well incase they need to direct citizens.

Hi Scott,
Attached you will find the adjacent owner mailing list. I tried to contact you by phone to explain what I did as far as the
mailing above. As per, my original email I suggested waiving the additional mailing fees, but it appears I need to charge
you the additional fees, as per the highlighted note below. The additional fees are $261.66 making the total $691.66,
payable to the County of Albemarle. Yes, I did place the letters in the same envelope, as you will see the mailing was
rather large. We normally mail notifications together in the same envelope, if the projects are on the same parcels,
made at the same time, and similar if you will.
I apologize for the confusion, I tried to help.

Thanks for the email. I received my notice last week on the submission of this project, and both the letters were in the
same envelope. This tells me that all the noticing letters were sent out together in the same envelope to everyone on
the list; therefore, I do not see where we need to double pay the noticing fees when that's not how they were sent
out. Or maybe my letter was special or different from everyone elses.

Yes, I checked on that with Carla during my review. When it was submitted you did pay the initial site plan
notification fee but not the prelim subdivision notification fee. Because it was two different submittal types
(SUB and SDP) each received a letter and a notice was mailed out for each, thus the $215 is charged for each
submittal type but the additional mailing fee(if the item was more than 50 notices) was/would be waived.

Without a deferral of the above projects I need to take an action by Friday, July 8th. Please advise
how you wish to proceed. Notably the stream determination by Frank Pohl has yet to be
finalized. He has reviewed the stream study you provided on June 28th and it does not match up
with his own review of the stream, thus prior to making his official determination of the streams
he plans to do another site visit the week of the 11 to

Once you pay the SRC notification fee of$215 for SUB2016-97 I can conditionally approve the
plat and initial site plan with the following condition: 132.5.2W]Per the June 28, 2016 letter by
Bradley J. Petru, Senior Wetland Scientist, which was submitted to staff on June 28, 2016, the
two streams have been categorized as intermittent streams. The stream classification study was
reviewed by the County Engineer and compared against his own assessment of the stream, the
two assessments are in conflict. At the time of this conditional approval letter an official
determination has not been made of the stream type. Based on discussions with the applicant
they have agreed to accept this conditional approval letter with this item remaining unknown.
Prior to early lot/mass grading on the site the stream determination shall be completed by the
County Engineer. Also,prior to final site plan/subdivision plat approval the stream
determination shall be made and the required buffers (if any) shall be provided. "
Or you can defer till after Frank's final determination, and then make a decision if you want to
resubmit for a 14 day re-review by SRC.

As discussed at SRC, the above project is pending a stream determination from the County
Engineer, which he hopes to have complete by the end of the week. Also, the road type may be
switching from private to public, of which VDOT said they'd need to review the proposal again
to provide revised comments be previously they only focused on the entrance vs the entire road
as currently is proposed as private. Notes: The applicant has decided to revise the roads in the
development,from private to public but does not want to resubmit to get i DOT's review at the
preliminay/initial plan stage of the proposal. All of the above may have the effect of three or
four lots being lost, Marin Court being omitted and Varick Street being relocated, as well as
redesign of all the proposed lots, which may cause additional or modified comments to be
generated. As such, I request you defer the proposal to allow for the above determination and
required revisions to be made based on SRC comments. Once you have revised the proposal I'll
redistribute it to the applicable SRC reviewers, 14 days later I'll take an action on the proposal
based on the new comments.
