Please advise how you wish to proceed. Notably the stream determination by Frank Pohl has yet to be finalized. He has reviewed the stream study you provided on June 28th and it does not match up with his own review of the stream, thus prior to making his official determination of the streams he plans to do another site visit the week of the 11th. 1 Once you pay the SRC notification fee of$215 for SUB2016-97 I can conditionally approve the plat and initial site plan with the following condition: "(32.5.20]Per the June 28, 2016 letter by Bradley J. Petru, Senior Wetland Scientist, which was submitted to staff on June 28, 2016, the two streams have been categorized as intermittent streams. The stream classification study was reviewed by the County Engineer and compared against his own assessment of the stream, the two assessments are in conflict. At the time of this conditional approval letter an official determination has not been made of the stream type. Based on discussions with the applicant they have agreed to accept this conditional approval letter with this item remaining unknown. Prior to early lot/mass grading on the site the stream determination shall be completed by the County Engineer. Also, prior to final site plan/subdivision plat approval the stream determination shall be made and the required buffers (if any) shall be provided. " Or you can defer till after Frank's final determination, and then make a decision if you want to resubmit for a 14 day re-review by SRC. How do you wish to proceed? Christopher P. Also, the road type may be switching from private to public, of which VDOT said they'd need to review the proposal again to provide revised comments be previously they only focused on the entrance vs the entire road as currently is proposed as private. Notes: The applicant has decided to revise the roads in the development from private to public but does not want to resubmit to get VDOT's review at the preliminary/initial plan stage of the proposal. All of the above may have the effect of three or four lots being lost, Marin Court being omitted and Varick Street being relocated, as well as redesign of all the proposed lots, which may cause additional or modified comments to be generated. As such, I request you defer theproposal to allow for the above determination and required revisions to be made based on SRC comments. Once you have revised the proposal I'll redistribute it to the applicable SRC reviewers, 14 days later I'll take an action on the proposal based on the new comments. Christopher P. This subdivision is by-right, and a review meeting with county staff and VDOT is scheduled June 22 or 23. The preliminary site plan shows two driveway(for two single family dwellings) exiting directly onto Rio Road (between Dunlora Forest and the entrance to Dunlora off Rio) and another entrance onto Dunlora Drive before the entrance to Dunlora. At the recent transportation/traffic meeting you, Mark Graham, and VDOT hosted with Dunlora residents at CATEC, a lot of concern was expressed about the already awkward and dangerous entrance road from Rio Road, especially because of the lack of visibility over the hill and the very short turning lanes for cars. This new subdivision will compound these issues greatly. I would like to express my concern—shared with others at Dunlora—that the plans for this new subdivision need to take into account the already growing problem of access, traffic, and safety for all drivers who use Dunlora Drive and this section of Rio Road. The residents of the proposed subdivision will be equally unhappy with their driveway/road access if it is implemented this way. I urge you to coordinate with VDOT and Albemarle County staff to look very carefully at the proposed plans before the planned meeting— and request the developer revise their road/driveway access plans. I would also ask that you encourage the developer to be in touch with Dunlora Homeowner's Association (Ross Sergeant, president)to discuss how a redesign could benefit all neighbors in this increasingly congested intersection of roadways. Mark forwarded me your email, see my response below: The site review committee meeting(SRC) meeting does not occur every Thursday. It only occurs on designated Thursdays as listed in the attached schedule. Because this project was submitted/received on May 9' the SRC meeting for this project is scheduled for June 23, 2016 at loam in room 235. This meeting is open to the public but is not a public hearing, nor will there be any minutes taken at this meeting. The SRC meeting is a chance for the applicant and staff to meet face to face & go over the review comments on the project and discuss what needs to be done to get the project in compliance w/ the requirements of the County's ordinance. Citizens are invited to the meeting to learn about the project which is being proposed in their neighborhood and to ask questions about the project of the applicant and staff. An action will not be taken at the SRC meeting; rather, staff has 14 days from the SRC meeting to take action(approval, approval w/condition, or denial) on the proposal. If the plan meets the requirements of the ordinance, legally, it has to be approved or approved w/conditions. Reviewer comments should be available for this project on June 2P1.
