Dear Mr. Woolley:
The Site Review Committee has reviewed the development proposal referenced above. Initial comments
from the following divisions of the Department of Community Development and other agencies, as
applicable, are attached:

Comments reflect information available at the time the proposal was reviewed and should not be
considered final. However, the Site Review Committee has attempted to identify all issues that are
required to be resolved prior to final approval. The applicant should work with each of the reviewers
individually to address the comments provided. Once all of the comments have been addressed, the Lead
Reviewer will request copies for final signature by each reviewer.

1. Section 32.5.2(a) — On Sheet C1.0, please:
a. Add the Entrance Corridor (EC) and Steep Slopes (Managed) overlay districts to the zoning
district information under Note 5.
b. Add a note to indicate that "A variance was approved on October 5, 2004 under
VA200400017 to reduce the front setback from 30 feet to 17 feet."
c. Revise Note 7 to reflect the "Albemarle County Service Authority" instead of "Albemarle
County."
d. Revise the setbacks shown under Note 9 to reflect the applicable setbacks in Section 4.20(a).
2. Section 4.12.13(e) — Please show a dumpster pad that meets the minimum design requirements in
Section 4.12.19.
3. Section 4.17/Section 32.5.2(n)/Section 32.6.2(k) — Will there be any outdoor lighting? If so, please
include a photometric plan that complies with these sections.
4. Section 32.5.2(p)/Section 32.7.9.6(a) — On Sheet L1.0, please demonstrate how the site complies with
the 5% interior landscaping requirement.
5. Throughout the plan, please revise any titles or references from "initial site development plan" to
"major site plan amendment."
6. [Natural Resources Planner] Has anyone investigated whether or not there may be wetlands on the
site? Our GIS data suggests that almost all of this parcel contains hydric soil.

1. A VSMP plan will need to be submitted and approved before the amendment can be approved.
2. Include the storm sewer profiles, drainage summary table, and calculations with the plan.
3. Provide an easement around the SWM facility and an access easement to the facility.
4. Slopes steeper than 3:1 must be permanently stabilized with landscaping vegetation hardier than grass,
which will not require mowing. Please show on the plans and specify the vegetation to be used.

5. Provide a pavement design detail on the plans.
6. Provide a detail for the retaining wall.

The ARB offers the following comments on the preliminary proposal:
1. Provide street -level views of the full building from both directions on the EC.
2. Revise the loading entrance to coordinate more fully with the main entrance and corner window.
3. Consider revisions to the locations where the brick color changes to coordinate more fully with
the corner windows.
4. Consider changes to the proportions of the window trim for a more consistent appearance in the
corner windows.
5. Adjust the plan to provide planting area and trees along the east and west elevations to relieve
blankness.
6. Consider an alternate material and/or color the for metal siding on the side elevations.
7. Provide for review a streetscape elevation including the proposed building and nearby buildings
to clarify compatibility of height, scale and volume. Consider the use of alternative materials to
help reduce the scale of the blank walls.
8. Add the standard window glass note to the architectural drawings. Visible light transmittance
(VLT) shall not drop below 40%. Visible light reflectance (VLR) shall not exceed 30%. Provide a
sample of the glass for review.
9. Indicate if mechanical equipment is proposed outside of the building. If it is, show locations and
sizes on the plans. Show how the equipment will be screened.
10. Add the standard mechanical equipment note to the architectural plans. Visibility of all
mechanical equipment from the Entrance Corridor shall be eliminated.
11. Replace the European Hornbeam with a large shade tree species.
12. Intersperse ornamental trees along the corridor.
13. Revise the planting plan to more fully integrate the winterberry holly into the landscape.
14. Provide 21/2" caliper trees along the travelway, 40' on center, with sufficient planting area clear
of utilities and easements.
15. Add a 21/2" caliper large shade tree north of the three parking spaces on the western property
line.
16. Add trees along the east and west walls faced with metal siding, with sufficient planting area
clear of utilities and easements.
17. Add shrubs along the EC and along the western property line to help integrate the development.
18. Add the standard plant health note to the plan. All site plantings of trees and shrubs shall be
allowed to reach, and be maintained at, mature height; the topping of trees is prohibited.
Shrubs and trees shall be pruned minimally and only to support the overall health of the plant.
19. Consider alternate treatment for the entrance at the northeast corner of the building to integrate it
more fully into the overall design.
20. Revise the plan to identify retaining wall materials and colors.
21. Add landscaping to mitigate the appearance of the drainage channel on the east side of the
property.

Dear Mr. Newberry:
The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced request dated September 26, 2016, and offers the
following comments:
Land Use
1. Please provide detailed trip generation data (ITE).
2. Please conform to the pavement widening WP -2, 302.02 in the 2008 Road and Bridge
standards. Please show the limits of the mill and overlay on the plans.
3. Sheet C4.0; the CG -12 ramps must be aligned so as to direct pedestrian traffic directly to the
corresponding ramp.
4. Please provide photometric plan for the site. Please note that the maximum intensity allowed
at the roadway is 0.3fc.
Please provide two copies of the revised plan along with a comment response letter. If further
information is desired, please contact Willis C. Bedsaul at 434422-9866.
A VDOT Land Use Permit will be required prior to any work within the right-of-way. The
owner/developer must contact the VDOT Charlottesville Residency Land Use Section at (434)
422-9399 for information pertaining to this process
