There is uncertainty whether features considered under this MIA that appear on Avinity II plat will continue to be carried under Avinity I bond. Please notify County of preference: whether to amend Avinity I subdivision bond, or to simply double-bond roadway/drainage features that appear on both Avinity I site plan and Avinity II plat. Revising existing Avinity I subdivision bond would require calculating the difference between initial Avinity I site plan design for just that portion affected by the MIA, and change proposed for this portion (Avinity Loop).” (31-Jul 2015; review comment #1) Recent evaluation of bonds at a separate subdivision shows that with respect to bonds, amended site plans pose complexity and confusion. The new Avinity II plans remove all of the Minor Site Plan information from the proposed plans and show it as existing (these were submitted yesterday). Is it possible to bond the amount of the Avinity Minor Site plan work ($257,494.16). This wouldn’t involve double bonding any features in Avinity II. Please advise. " Note -$257,494.16 was a Collins Engineering estimate of Minor Site Plan Amendment #2 road/utility design items [ref EMAIL Attachment, KKW/CE to JEA/CD -Fri 7/17/2015 3:35 PM]. Expense of road/utility items associated with Avinity Final Site Plan Phase IV that are replaced with Phase IV, Minor Site Plan Amendment #2 design features will not exist, will not be bonded, and will have no effect on Engineering recommendation of No objection to SDP20150026. Phase IV is not yet bonded. When it is, Amendment and not initial FSP design features will be bonded. In other words, discussion concerning effect of bonds was misplaced since at present no Phase IV bonds have been posted. Avinity I Minor Amendment #2 and Avinity II will be bonded in phases, separately and consistent with approved or amended design. I sincerely regret the unnecessary delay and effort (Ref.
