Context The subject parcel is located along a commercial corridor that is dominated by automobile dealerships, restaurants, banks, and other commercial developments. Visibility The existing Kia building is readily visible from the EC. The dome is a distinctive, recognizable feature along the corridor. The proposed canopy addition is expected to have limited visibility from the EC due to it being set back from the face of the building and the proximity to trees along the side property line. ARB Meeting Date December 5, 2016 Staff Contact Margaret Maliszewski PROJECT HISTORY DATE APPLICATION RESULT May 27, 2005 ARB-2004-57 Revisions to signs and landscaping approved. May 15, 2008 ARB-2005-172 ARB-2007-54 Proposal to construct a service bay addition at the back of the building and a sales office, and to expand outdoor display of vehicles. Preliminary and final site plans reviewed. Final site plan amendment approved. Dec. 1, 2015 ARB-2015-104 Revised wall and freestanding signs approved. An organized pattern of roads, service lanes, bike paths, and pedestrian walks should guide the layout of the site. b. If significant natural features exist on the site (including creek valleys, steep slopes, significant trees or rock outcroppings), to the extent practical, then such natural features should be reflected in the site layout. If the provisions of Section 32.5.6.n of the Albemarle County Zoning Ordinance apply, then improvements required by that section should be located so as to maximize the use of existing features in screening such improvements from Entrance Corridor streets. f. The placement of structures on the site should respect existing views and vistas on and around the site. Site Grading No grading has been proposed. None. SUMMARY OF RECOMMENDATIONS Staff recommends the following as the primary points of discussion: 1. Removal of the dome 2. Anticipated impact of the canopy addition on the EC Staff offers the following comments on the: 1. Due to the local significance of the dome, the dome should be retained and maintained. Should the ARB decide otherwise, it is recommended that the building and its dome be thoroughly documented in drawings and photographs prior to demolition of the dome. 2. Revise the plan to note that the divisions of the new storefront windows will match the existing divisions. 3. Consider a white painted wood structure for the service canopy to establish a more cohesive appearance with the existing building. 4. Provide specs on the proposed window glass and add the standard note to the plan: Visible light transmittance (VLT) shall not drop below 40%. Visible light reflectance (VLR) shall not exceed 30%. 5. Add the standard mechanical equipment note to the plans: "Visibility of all mechanical equipment from the Entrance Corridor shall be eliminated."
