Re: North Pointe — Route 29 Improvement Plan (Lewis & Clark Drive) SUB-2016-00196 Review # 1 Dear Mr. Wentland: The Department of Transportation, Charlottesville Residency Transportation and Land Use and Traffic Engineering Sections, have reviewed the above referenced plan as submitted by Collins Engineering, dated 12 October 2016, and offers the following comments: l . This plan includes major changes to the Route 29 and Lewis & Clark Drive intersection, including the removal of the traffic signal and restricting left -turns on to Route 29 North from the existing Lewis & Clark Drive. These changes must be worked out with the County and the owners of the properties on the western side of this intersection. 2. Provide traffic volumes and analysis ensuring that the proposed U-turns on Route 29 do not warrant traffic signals. 3. Provide a queueing analysis ensuring that the U-turn spacing is adequate to allow vehicles leaving the new subdivision road to maneuver safely. Provide analysis for turn - lane and taper lengths, a -turn spacing, etc. Please show how you've arrived at the proposed configuration. 4. The U-turn to the south of the main entrance should be shown in relation to the location of the proposed U-turn north of Northside Drive as designed by Townes Site Engineering. 5. An Autoturn analysis needs to be provided demonstrating that the proposed U-turns will be adequate for truck traffic. 6. The splitter island in the crossover does not appear to be adequate to prevent left turns from the new subdivision road to Route 29 South. 7. Please clean up the Traffic Maintenance Plan, Sheet 11. Use the appropriate figures and standards from the April 2015 Virginia Work Area Protection Manual. If the traffic control plan is not taken directly from the Manual, and must be modified, the modifications must be made and signed by someone who is certified through VDOT in Advanced Workzone Traffic Control. 8. Plans for the box culvert have not been provided. VDOT has to review plans for a box culvert under a road that is intended to be accepted in to the State system, whether it is this plan or the site/road plan for the development. Page 2 WPO plan but it is not clear if that plan was ever approved by the County or if VDOT ever reviewed it. Please provide two copies of the revised plan along with a comment response letter.
