Virginia State Code requires that notice for public hearings be made by publishing a legal advertisement in the newspaper and by mailing letters to adjacent property owners. Therefore,at least two fees for public notice are required before a Special Use Permit may be heard by the Board of Supervisors. Applications reviewed by the Board of Zoning Appeals,however,only require one public hearing and therefore require just one fee for public notice. The existing site will be filled to nearly the level of the Holiday Inn parking lot to provide proper ingress and egress from that parking lot. There will be three buildings located on the site that contains approximately 3+ acres. The first or front building will face 5th street with a small parking lot to provide access to the new building. It will be a single story commercial building with approximately 3 tenants with the left side of the building to have a drive thru. The materials will be a combination of brick, glass and stucco. There will be trees and plantings along the front of the site, in various parking islands and on the slopes of the fill next to the flood plain in the stream buffer. The other two building will be similar in design and will provide for restaurant and retail space in the future phases of this project. We will submit elevations of those buildings for review when those buildings are leased and we have more specific criteria based on the design needs and uses. Compatibility with the surrounding area Generally up and down the 5t"street corridor is a mix of commercial uses that are mainly within the City limits, the Holiday Inn is the only structure next to this property that is in the county other than the old Dominion power headquarters that is across the street. Our proposed commercial buildings will be in general accord with the current development in the area.
