The Albemarle County Planning Commission will meet at 6:00 p.m., Lane Auditorium, Second
Floor, County Office Building, 401 McIntire Road, Charlottesville, Virginia. You or your
representative must be present at this meeting; you may call this office during the week of the
meeting to ask the tentative time the item is scheduled on the agenda.
After the Commission has taken action on the proposal, a second public hearing will be
scheduled for the Board of Supervisors. The Board's meeting begins at 6:00 p.m (evening
meeting) or 9:00a.m. (day meeting). You or your representative must be present at this

YOU OR YOUR REPRESENTATIVE MUST BE PRESENT AT BOTH OF THESE MEETINGS.
At least fifteen (15)days preceding the commission's public hearing, the Zoning Administrator or
designee shall erect on the property, subject to the above-referenced application(s), a sign (or
signs) indicating the property is to be subject to public hearing and referencing how to obtain
additional information regarding such hearing. The sign shall be erected within ten (10)feet of
whatever boundary line of such land abuts a public road and shall be so placed as to be clearly
visible from the road. If more than one such road abuts the property, then a sign shall be erected
in the same manner as above for each such abutting road. If no public road abuts thereon, then
signs shall be erected in the same manner as above on at least two boundaries of the property
abutting land not owned by the applicant. The filing of the petition or application shall be deemed
to grant consent to the Zoning Administrator or designee to enter upon the property and to erect
the signs.

Upon a finding by the Board of Supervisors that failure to comply with the posting requirements of
this section has denied the public reasonable notice of the public hearing, the Board may defer
action on the petition or application until reasonable notice by posting is given.
The applicant shall exercise due diligence to protect the sign or signs erected, pursuant to section
33.8, from vandalism and theft; maintain the sign or signs in the location or locations in an erect
position as placed by the Zoning Administrator or designee; and ensure that such sign or signs
remain legible. Failure to comply with these responsibilities may be grounds for the Commission
or the Board of Supervisors to defer action on the petition or application until there is reasonable
compliance.
Any sign erected pursuant to section 33.8 shall remain the property of the Board of Supervisors. It
shall be unlawful for any person, except the applicant performing maintenance required by this
section or the zoning administrator or an authorized agent of either, to remove or tamper with any
sign erected pursuant to section 33.8. All such signs shall be removed by the Zoning
Administrator or designee within fifteen (15) days following the Board of Supervisor's final action
on the petition or application or the applicant's withdrawal of the petition or application.

RE: Tandem Friends School(TM 91-2A)-Proposed Middle School Expansion-Special Use Permit Project
Narrative
Dear Scott,
This is to serve as our narrative to accompany the submission of our Special Use Permit request for an expansion to
the middle school at Tandem Friends School. The existing school has a maximum enrollment of 295 students and
teachers and enrollment will not expand with this proposal as discussed at the pre-application meeting. There is
currently an approved Special Use permit(SP2013-00019)for an expansion to the existing field house,which has
been indicated on the attached concept plan. There is also an approved site plan amendment(SDP1998-00119)that
indicates improvements to the existing parking lot facility below the gym. The improvements have not yet been
constructed,but are shown on the attached concept plan.
PROJECT PROPOSAL
The proposal is to construct a new middle school building which will have a maximum footprint of 15,000-sf and a
maximum height of 35 feet. There will be a maximum of one(1)story above-grade at the front(west side)of the
new building and a maximum of three(3)stories above grade at the rear(east side)of the building. The maximum
middle school enrollment of 130 students and teachers will not change with this proposal. The proposed building
will be located to the south of the existing school buildings/courtyard adjacent to the existing parking lot. The new
building is anticipated to meet three essential needs identified by school administrators. These are to provide
unique dining,library/technology and meeting space. At this point,the design of the building is conceptual,so a
proposed building envelope is indicated on the concept plan. Since there is no proposed expansion in enrollment,
the parking requirements will still be met by the current parking program.
PUBLIC NEED
This proposed middle school expansion will benefit the public since it provides an improvement on the available
private school options in the area. In Charlottesville,there are a number of diverse opportunities for schooling and
Tandem Friends offers a unique experience for our area youth. The existing middle school is currently undersized
and does not meet the three main criteria listed above. The new school would allow the three needs to be met under
one roof,thereby improving the educational options available.
CONSISTENCY WITH THE COMPREHENSIVE PLAN
The Comprehensive Plan Area is Neighborhood 4 and Tandem Friends School is located within the institutional land
use category,and therefore,the proposal is harmonious with the Comprehensive Plan.

IMPACTS ON PUBLIC FACILITIES AND INFRASTRUCTURE
There are no negative impacts anticipated on public facilities and infrastructure. The site is currently served by
public water and sewer and no new extension of public water or sewer is anticipated. Access to the site is via Mill
Creek Drive by way of Tandem Lane. Since there is no increase in enrollment,there will be no increase in trip
generation. The site is also located outside of the public viewshed so there will no impact on adjacent properties.
IMPACTS ON ENVIRONMENTAL FEATURES
The proposed school building is to be located on the south edge of the property in a predominantly cleared area that
is a mix of grass and pavement land cover. Minor clearing is anticipated in order to construct the building and
stormwater management measures. The view from the building will be of the wooded buffer below.
In the area of the proposed construction,runoff flows via sheet flow to the south for approximately 800 feet until it
is intercepted by Cow Branch.,which runs parallel to Route 20 and flows to the northeast along the west side of
Route 20. As part of the proposed construction,the developer will comply with the requirements of the VSMP
program,including compliance with Technical Criteria Part IIB to offset the increase in phosphorus leaving the site.
Various low impact techniques will be considered,including rooftop disconnection,wet/dry swales,bi-retention,
other filtering practices,and/or sheetflow to conservation areas. Areas that are not cleared for SWM purposes may
be placed in a permanent preservation/conservation easement,further offsetting any impacts.
