Dear Mr. &Mrs. Logarides:
The Albemarle County Architectural Review Board reviewed the above noted item at its meeting
on Monday, April 19, 1999. The board unanimously approved a Certificate of Appropriateness
subject to the following conditions:
1. Staff administrative approval of lighting information. It appears that there are more
building fixtures than are necessary. Clarify the two types of fixtures proposed for
the covered walkway, and delete unnecessary fixtures. Clarify the pole lights in the
covered walkway. Coordinate the labeling of fixtures between the photometric plan
and the cut sheets. Adjust the photometric plan as necessary.
2. Provide information that indicates that the mechanical equipment will not be visible.
3. Revise the landscape plan to show all landscaping coordinated with underground
utilities, overhead utilities, and new light fixtures.
Please provide revised drawings or other information addressing these conditions at your earliest
convenience. When staff's review of this information indicates that all conditions of approval
have been met, a Certificate of Appropriateness may be issued.

Final tentative approval from the Department of Building Code and Zoning Services will
be subject to the following conditions: (The following conditions are those that have
been identified at this time. Additional conditions may be added or eliminated based on
further review.)
1. [30.6] The final plan approval is subject to the issuance of a Certificate of
Appropriateness from the Architectural Review Board.
2. [32.6.6 j] Provide a description and photograph or diagram of Fixtures D, G and H on
the plan. It is not necessary to include a diagram of Fixture B because it emits less
than 3,000 lumens.
3. [4.17.4] Fixture F, the wall mounted sign light is not level and therefore, does not
appear to be a full cut off luminaire. Please remove this from the plan or supply
information demonstrating that it is a full cut off fixture.

Re: SDP 98-161 Shadwell Antiquaries Preliminary Site Plan
Dear Mr. Gloeckner:
The Department of Planning and Community Development hereby grants administrative
approval to the above referenced preliminary site plan.
The approval of the preliminary site plan is valid for one year in accordance with Zoning
Ordinance Section 32.4.3.1. Therefore, the preliminary approval shall expire January 27,2000.
If the preliminary site plan approval expires, a new application must be filed and processed.
Please address all of the requirements and conditions listed below and submit six(6)tentative plan
copies to the Department of Planning and Community development. This letter must be submitted with
the tentative plans, as a checklist, to document that you have addressed all requirements or conditions. If
you fail to address any of these requirements or conditions,the tentative plan will be denied. A
submission and review schedule is attached for your information.
The Erosion and Sediment Control Plans and the BMP Stormwater Management Plans,with the
associated applications and fees, may also be submitted with the six(6)tentative Plans. Failure to do so
will result in a separate application to be filed with the Engineering Department at a later date.
After the initial tentative plan submittal, each department/agency will contact you to discuss any
remaining conditions. After all aforementioned departments/agencies have granted a tentative
approval,you may submit the final mylars(2 sets),one blueprint copy, final site plan
application, final site plan fee, and a copy of all written tentative approvals to the Department of
Planning and Community Development by 5:00pm on any Monday. Assuming that the final site
plan mylars reflect all tentative approvals, signing of the plans will occur four days later
(Thursdays).
The final site plan will be subject to all final site plan requirements(Zoning Ordinance Section
32.6), in addition to the following conditions:

1. The Planning Department shall not accept submittal of the final site plan for signature
until tentative approvals for the following conditions have been obtained. The final site
plan shall not be signed until the following conditions are met:
❑ A. Planning Department approval to include:
❑ 1. Landscape plan. Please be aware that 1 tree per ten parking spaces will
be required for the parking lots; and,
❑ 2. Provide the necessary agreements to allow for the off site improvements
that are necessary to accomplish grading on the southwestern side of the
property.
❑ B. Engineering Department approval to include:
❑ 1. The plan shall be signed, sealed,and dated by an architect,professional
engineer, land surveyor with 3(b) license,or landscape architect licensed
to practice in the Commonwealth of Virginia;
❑ 2. Engineering approval of grading plans and drainage computations.
Per Engineering:
1. The level spreader curb east of the proposed building appears to
conflict with the concrete sidewalk. Provide a detail for the level
spreader curb (in both directions).
2. Adequate channel computations will be required from the outlet of
the storm sewer system to the natural drainage course.
3. Engineering recommends the outlet of the underground detention
pipe be relocated to the west end of the pipe. This would
incorporate more flow through the detention pipe(since the majority
of the runoff is collected in the storm sewer system east of the
building)thereby reducing the probability of sediment accumulation
in the pipe.
4. Improvements to State Route 250 and 22 west of this site are
currently being designed with the Luck Stone Site Plan(SDP 98-
159). Engineering recommends that the applicants for both sites
work together to coordinate road improvements and eliminate
duplication of their efforts.
❑ 3. VDOT approval of plans. Per VDOT:
1. Indicate utilities on each side of Route 22.
17 2. Indicate existing and proposed edge of pavement.
3. An existing culvert under Route 22 on the east end needs to be
shown and will probably require extending.
4. The improvements proposed by Luck Stone need to be shown.
(Route 22 and Shadwell Store entrance on Route 250.) The
engineers and owners should coordinate their plans and efforts on
these sites.
5. Drainage computations are required.
❑ 4. Engineering approval of a stormwater BMP plan, in accordance with the
"Water Protection Ordinance". The Engineering Department can be
contacted at 296-5861 for information concerning the implementation.

❑ 5. Engineering approval of an Erosion and Sediment Control Plan.
❑ C. Albemarle County Building Codes and Zoning Services approval to include:
(Note: Due to their proximity to the property line at the south side of the site,
portions of the south and west building walls must be of fire-rated construction.)
❑ 1. Architectural Review Board issuance of a Certificate of Appropriateness;
❑ 2. Show the location of all outdoor lighting on the plan;
U 3. A description and photograph or diagram and show the location of each type of
outdoor.'uminaire that emits 3,000 or more initial lumens. Please be aware that
the instllation of such luminaires in the future which are not shown on this plan
shall require an amendment to this plan;
O 4. Include a photometric plan on the site plan demonstrating luminaires are in
compliance with Section 4.17.4b of the Zoning Ordinance; and,
❑ 5. If applicable, please note the special use permit number on the plan. It may be
necessary to note the particular conditions from that action.
U D. Virginia Department of Environmental Health approval to include:
L/ 1. A soil report, prepared by a soil scientist, shall be submitted to show a suitable
septic and well area.

Here are the latest comments:
A. St. John's Baptist Church
I spoke with Mr. Keith Hawkins today and described that the following actions
needed to be taken to obtain health department approval: 1) Need to fill out
application to review existing sewage disposal system capacity with proposed
new use and construction. 2) Uncover septic tank and distribution box for
examination to assure system is currently functioning properly. 3) If the
system is inadequate, then a new application to expand the existing sewage
disposal system is needed.
I have not made a site visit to the property because we have not received any
review applications yet. I will need to make a site visit to verify that the
existing drainfield is functioning properly and is appropriately designed for
the intended uses. The existing water supply will be examined and no
recommendations can be made about the water supply until a site visit is made.
I have located an existing permit from 1968 so the drainfield is 30 years old
and does appear to be inadequately designed. However, once I receive the
application and make a field visit, a more definite determination will be made.

I
will be meeting with Kurt Gloeckner and Lloyd Wood tomorrow at 1:00 PM to
review their intended plans. I should be able to forward comments after this
meeting. Apparently, they have concerns regarding the sewage disposal system
in relation to the easements that will be required from VDOT.
C. Free Bridge Office Building
No comments. Appears to be public sewer and water. Do I need to return these
plans to anyone?
D. Trinity Presbyterian Church
No comments. Appears to be public sewer and water. There is an existing
septic tank on the site but I am assuming that the Service Authority will
handle any comments since it is part of a public sewer system. Do I need to
return these plans to anyone?
E. The Crozet Convenience Center
No comments. Appears to be public sewer and water with no existing wells
on-site.
