This approval shall be valid for a period of five (5) years from the date of this letter, provided that the developer submits a final site plan for all or a portion of the site within one (1) year after the date of this letter as provided in section 32.4.3.1 of Chapter 18 of the Albemarle County Code, and thereafter diligently pursues approval of the final site plan. In accordance with Chapter 18 Section 32.4.2.8 Early or Mass Grading may be permitted after the following approvals are received: 1. Engineering approval of a VSMP plan meeting the requirements of Chapter 17 of the Code of the County of Albemarle. The final site plan will not be considered to have been officially submitted until the following items are received: 1. A final site plan that satisfies all of the requirements of Section 32.6 of Chapter 18 of the Code. 2. A fee of $1,613. Please submit 9 copies of the final site plan to the Community Development Department. The assigned Lead Reviewer will then distribute the plans to all reviewing agencies. Once you receive the first set of comments on the final site plan, please work with each reviewer individually to satisfy their requirements. The Department of Community Development shall not accept submittal of the final site plan for signature until tentative approvals for the attached conditions from the following agencies/reviewers have been obtained and forwarded to the Lead Reviewer: Albemarle County Planning Services (Planner) — J.T. Newberry, jnewberry(a,albemarle.org 1. [General Comment] — On Sheet SP1, under the Project Narrative, please correct the name of Moores Creek Road to Moores Creek Lane under the "Access" description. 2. [Section 32.6.2(h)] — On Sheet SP1, please list the other Site Review Committee members under the signature block. 3. [Chapter 18, Section 27] — On Sheet SP2, under Site Data, please change the zoning district to "Light Industry" (LI). Please also add the zoning overlay districts: Flood Hazard (FH) and Steep Slopes (Managed and Preserved). 4. [Section 4.20(b)] — On Sheet SP2, under Site Data, please clarify that the front setback is 10' from the edge of the right-of-way. 5. [Section 4.20(b)] — On Sheet SP2, under Site Data, please add the stepback information from this section. Additionally, please add a note to specify which structures will be over 40 feet in height. Following a meeting on 12/1/16, the Zoning Division confirmed the stepback regulations apply. Please contact Ron Higgins (ext. 3225) if you intend to move forward with an application for special exception from this requirement. 6. [Section 32.5.2(b)] — On Sheet SP2, under Site Data, please revise the proposed use from "industrial park" to a use that falls under one of the categories listed in Section 26. Based on the narrative on Sheet SP1 and parking calculation, I expect the proposed use would be "Storage/Warehousing." 7. [General Comment] — On Sheet SP3, please accurately reflect the political boundary of the City and County. The right of way line for Franklin Street adjacent to TMP 77-40B is the City/County boundary line. 8. [Section 32.5.2(n) and Section 4.171 — Although Note 3 on Sheet SP5 indicates that no lighting above 3,000 lumens is planned at this time, a photometric plan may be necessary to confirm compliance with Section 4.17.4(b). Albemarle County Engineering Services (Engineer) — Matt Wentland, mwentlandkalbemarle.org 1. An approved WPO submittal and Floodplain Development Permit application will be required before the Final Site Plan can be approved. 2. Provide bumper blocks in areas where the parking is adjacent to sidewalk less than 6' wide. [ 18.4.12.16(e)] 3. Provide guardrail between the ends of travelways and retaining walls. 4. Storm sewer is not considered a public utility and is not allowed in preserved slopes unless there is no other alternative. Please provide justification for the location of the storm sewer to be reviewed by the Zoning Administrator and the Development Process Manager. Albemarle County Department of Fire Rescue — Robbie Gilmer, railmerkalbemarle.org 1. Fire flow test required before final approval, please attach a copy to the final plans. 2. Relocate the hydrant on Farish Road to the left side of the road prior to building 1. 3. Please check building codes to see if a sprinkler system is required for building 1. If a sprinkler is required please show FDC on Address side of structure and with in 100' of the hydrant. 4. Please add a note to the plans. "Knox boxes required on each building, contact Albemarle County Fire Marshal office for location. Due to the design with retaining walls two boxes maybe required on buildings 3, 4, and 5." Albemarle County Information Services (E911) — Derek Bedarf, dbedarf@albemarle.org — See attached Albemarle County Building Inspections, Jay Schlothauer, jschlothgalbemarle.org — No objection 1. No comments or conditions. Note: Due to the proximity of exterior walls on Buildings 1 and 11 to a property line, all, or portions of those walls must be of fire -rated construction. Albemarle County Service Authority — Alex Morrison, amorrisonkserviceauthority.org 1. Water/Sewer Construction Plan Review by the ACSA will be required at the final site plan stage. Submit 3 copies of the final plan along with water and sewer data sheets to the ACSA, Attn: Michael Vieira, PE, to begin the review. 2. Call out all water valves, fittings, etc. 3. Call out the water main sizes and material. 4. Call out the sewer main material. 5. Proposed retaining wall #11 is in conflict with proposed water and sewer. 6. Proposed retaining wall along the Moores Creek Lane entrance is in conflict with proposed water. 7. Proposed retaining wall #5 is in conflict with proposed water. 8. Proposed retaining wall #6 is in conflict with proposed sewer. 9. Proposed retaining wall #7 is in conflict with proposed water. 10. Due to the number and locations of retaining walls a looped water system within the development may not be practical. 11. Show water meters and sewer laterals for each building. 12. Will any building have sprinkler systems? 13. Is irrigation proposed on the site? 14. Is a fire flow test along Moores Creek Lane required? 15. Add water and sewer profiles. 16. City review and approval for the proposed sewer connection is required at the final site plan stage. Rivanna Water and Sewer Authority — Victoria Fort, vfort(a),rivanna.org, 434-977-2970, ext. 205 1. RWSA General Notes should be on the plans (see attached). 2. If the development is expected to produce over 40,000 gallons of sewage per day, a flow capacity certification from RWSA will be required prior to final site plan approval. 3. RWSA has serious concerns about the proposed access driveway off of Moores Creek Lane. There is significant truck traffic in and out of the RWSA Moores Creek Advanced Water Resource Recovery Facility (MCAWRRF) at the end of Moores Creek Lane as well as Carter's Bakery on Franklin Street. RWSA is concerned that the addition of a driveway so close to Franklin Street and with such a narrow turning radius may result in traffic interruptions and/or accidents at this location, with impacts extending out to Franklin Street. 4. All RWSA utilities within the scope of the project need to be shown on all sheets. This includes the two future meter vaults located on Broadway Street and Moores Creek Lane near their intersections with Franklin Street (see attached plan sheets) and the RWSA sanitary sewer main which runs parallel to Moores Creek Lane (see attached GIS map). Include utility size, material (if known), and ownership (RWSA). 5. All RWSA easements within the scope of the project need to be shown on all sheets. This includes water line easements at the two meter vault locations (see previous comment, Deed Book 4690, Pages 637-644, 628-636), sewer easement over the RWSA sanitary sewer main (Deed Book 342, Pages 197-203), and the access easement shown on sheet SP3 (Deed Book 331 Page 549). 6. RWSA's contractor is currently scheduled to install the two meter vaults located on the property in early 2017. If there is any need to revise the vault locations to accommodate elements of the proposed site design, that will need to be determined in the next few weeks. Sheet SP3: 1. Show and label RWSA utilities and easements according to General Comments #4 & #5 above 2. Label RWSA manholes according to attached GIS Map (MCI -MH -03, -04). Sheet SP4: 1. RWSA will not allow a fence or other obstructions directly over or adjacent to the meter vault at the corner of Franklin Street and Moores Creek Lane 2. See General Comment #3 above regarding the proposed access driveway off of Moores Creek Lane 3. RWSA would like to discuss with the applicant and the ACSA the option of installing an additional water valve at the tee/tap location on Moores Creek Lane. At present, there is no inline valve to isolate the section of ACSA water line through the MCAWRRF from the proposed development connection. 4. MILL LANE Per Part I, Section 4-a of the County's Road Naming and Property Numbering Manual (page 6 of PDF), "A proposed road name which duplicates an existing or reserved road name in Albemarle County or the City of Charlottesville shall not be approved. An exception may be made for cul-de- sacs which have the same name as the road from which they originate (example: "Amberfield Court" which originates from "Amberfield Drive")." 1. A road named FARISH ST exists in the City of Charlottesville and FARRISH CIR exists elsewhere in the County. 2. A road name of CANAL has been reserved for use in another development in the County. Per Part I, Section 4-i of the County's Road Naming and Property Numbering Manual (page 7 of PDF). "No proposed road name shall be approved which begins with a word that appears as the first word in five or more official road names." 3. MILL is the first word in over 5 road names in the County. New road names will need to be submitted. A suggestion that keeps "CANAL" could be CANAL RUN ST or a similar name that has a word after CANAL. Please keep in mind, "A road name shall not exceed more than sixteen (16) characters including spaces and the designator's abbreviation." (Part I, Section 4-c). We recommend providing three (3) candidate names for each road to our office for review, in case your first choices are not acceptable. Newberry Re: Woolen Mills Light Industrial Park- Initial site plan SDP -2016-00059 Review #1 Dear Mr. Newberry: The Department of Transportation, Charlottesville Residency Transportation and Land Use Section, has reviewed the above referenced plan as submitted by Dominion Engineering, dated October 07, 2016, offers the following comments: Land Use 1. Please show mill and overlay on plans in accordance with WP -2. 2. The mill and overlay will require work to centerline, so flagging operation will be necessary. Please note that the final site plan must show conformance with the VDOT Road Design Manual Appendices B (1) and F, as well as any other applicable standards, regulations, or other requirements. Please provide two copies of the revised plan along with a comment response letter. If further information is desired, please contact Willis C. Bedsaul at 434-422-9866. A VDOT Land Use Permit will be required prior to any work within the right-of-way.
