Dear Ms. Falkenstein:
The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plan as submitted by Collins Engineering, dated 12
October 2016, and offers the following comments:
1. Since Lewis & Clark Drive is to function as an urban collector road, the design speed
should be 30 to 35 mph and the posted speed limit should be no less than 30 mph. Design
elements (horizontal & vertical curves, etc.) must be per GS-7 of Appendix A, and the
AASHTO Green Book, Chapter 6.
2. Note that the Route 29 Improvements Plan (SUB201600196) for the entrance of this site
has not been approved.
3. Design and installation details for the box culvert must be provided on this plan, the road
plan, or the Route 29 Improvements plan. Nothing concerning the box culvert has been
provided to date, except for reference to a 2009 County WPO plan.
4. Please clarify if and what pavement markings are intended for the entrance with respect
to the right turn splitter island and the taper.
5. Clearly indicate the appropriate design storm per the Drainage Manual.
6. The drainage manual states that pipe velocities in excess of 10 fps are to be avoided. We
recommend that velocities be adjusted accordingly.
7. Please plot the HGL on the profiles.
8. CG-12's must be perpendicular to the crossing street. They can be within the radii but
should not be angled toward the center of the intersection.
9. Please label streets public or private and provide design speeds and trip data. Based on
the proposed layout it is assumed that Lewis & Clark Drive is the only street intended to
be public.
10. This plan proposes bike Ianes that are as narrow as 3 feet. Bike lanes must be 4 feet in
width from the edge of the gutter pan, at a minimum.
11. Please see Figure 4-4 in Appendix F concerning channelized islands. A channelized
island must have a 2' offset, 25' minimum width, and a 16' taper (min.) that is 12' wide
at the curve radius.

12. Where DI-3s are greater than 8 feet deep, DI-3AA, -31313, or -3CC should be specified as
applicable and those details should be provided.
13. Provide entrance profiles for entrances on to Lewis & Clark Drive. Note that a landing of
50' with a slope not greater than 2% is required.
14. MuItiple intersection sight Iines cross the proposed landscaped median; please note that
as -built sight distance will be a condition of permit completion.
Please provide two copies of the revised plan along with a comment response letter. If further

A VDOT Land Use Permit will be required prior to any work within the right-of-way. The
owner/developer must contact the Charlottesville Residency Transportation and Land Use
