'I cited the closest and the farthest points to the front and back of antennas, but I understand your reasoning to cite the closest point and farthest point of the farthest antenna.Those measurements aren't rationally related to the purpose of the close and far distances. What really counts is the farthest distance in the case of a non-flush-mount 3 array. In your comment response letter you stated that you were requesting the closest point of the back of the antenna to be 2 foot 11 inches from the monopole,as shown on sheet A-1 The request matches the diagram on sheet A-1 for Antenna C- 3; however,that's not the same antenna that your requesting the special exception for the furthest point of the back of the 1 did equal 200 feet.I think what happened is when yall blew up the plans the scales were just a graphic and not actually 4 tied to the plans,thus they did not change along with the size of the plans. Ai I have corrected your request in my staff report,but I wanted to let you know, as your request for the SE to the flush mount provisions of the ordinance is a major element of the report and a main reason for staff's recommendation of denial of the SP and the SE. Below is how I wrote up your request: The applicant requests a special exception to section 5.1.40(b)(2)(c) of the ordinance to increase the permitted mounting distances of the antennas from the monopole for all three(3)arrays. They request the closest point of the back of the antenna be 4 foot 6 inches from the monopole, which is 3 foot 6 inches further than the 12 inch maximum permitted by the ordinance. They also request the farthest point of the back of the antenna be 5 foot 7 inches from the monopole, which is 4 foot 1 inch further than the 18 inch maximum permitted by the ordinance. The following is an explanation of how I calculated the true request for the closest point of the back of the antenna as it relates to Antenna A-4 [explanation not in the staff report]. .4 The furthest point of Antenna A-4 is 5 foot 7 inches from the monopole(converted to inches that is 67 inches).The antenna measures 11.9 inches wide. Subtract the two and you get 55.1 inches(converted to feet that is 4 foot 6 inches). Thus your request is truly for the closest point of the back of the antenna to be 4 foot 6 inches from the monopole,as it relates to Antenna A-4. Staff can utilize recently provided pictures to process the special exception request to the color requirements. All requested information was provided to the satisfaction of the agent. I have everything I need to move forward with processing the SE request to the PC/BOS for action. 4. [5.1.40(a)4(d), 5.1.40(b)11] Color. On the plans specify the color of the ground equipment. As part of this request provide a paint chip or sample of the proposed color of the ground equipment within the lease area. Rev 1. Comment addressed. Proposed ground equipment will be behind an 8' tall slatted chain-link fence and enclosed within equipment cabinets which are dull taupe -brown as depicted in the pictures provided of similar cabinets. 5. Currently the plans do not provide specific information about the design of each of the three (3) arrays. On the plans provide the design, size, height, and configuration of all of the proposed antennas and other equipment for each of the three array. Also, provide close up views from the side depicting what the three (3) arrays will look like (a picture of a similar set of arrays will suffice). Rev 1. Comment partially addressed. Based on the uncertainty of the two future arrays the applicant cannot provide designs specific to these arrays; however, the AT&T array and special exceptions being requested will limit the maximum size and standoff distance of the other two arrays unless the applicant, after approval, requests a revision to these sizes. 9. On sheet A-1 and A-2 provide dimensions for all aspects of the proposal to include: the diameter of the monopole, the distance of the `low profile platform' from the monopole, the distance of the closest point of the back of the antenna to the monopole, and the distance of the furthest point of the antenna to the monopole. To aid in assessing the visual impacts of the monopole provide dimensions for the proposed monopole; to include diameter of the base, mid- level, and top of the monopole. Rev 1. Comment addressed. 11. [5.1.40(a)4(t)] Trees. On the site plan provide the caliper, height, and species of all trees where the dripline is located within fifty (50) feet of the facility. Rev 1. [5.1.40(a)4(a), 5.1.40(a)4(f), 5.1.40(b)31 Existing and proposed improvements (significant natural features), (trees), and (tree conservation plan). To aid in screening and to help minimize visibility of the facility. On the site plan depict existing wooded area to remain on the school property within a 200' radius of the facility (between the tower site and the adjacent residential neighborhood), Georgetown Green. This area of the site shall be included on a tree conservation plan (see diagram of the area below). Rev 1. Comment not adequately addressed. The site plan depicts proposed trees to remain adjacent to the facility as 200'; however, when scaled this area is truly only 90' radius from the facility. As depicted the area does not meet the agent's request/guidance of a tree preservation area of 200' radius from the facility. The above will be a condition of approval. The plan shall be revised to accurately depict and label this area. Prior to the building official issuing a building permit for the facility a tree conservation plan shall be provided for the area discussed above. GRAPHIC SCAIX T 13. [5.1.40(b)1(c)] Ground equipment. On the site plan provide a double staggered row of evergreen shrubs on the southern and eastern boundaries of the compound to aid in screening of the facility's ground equipment from adjacent residential properties. Comment addressed through evergreen trees in place of shrubs; however, it is suggested that the virginia pine trees proposed around the facility be replaced with an evergreen tree selected from the Albemarle County approved plant list. Also, provide the height at time of planting. The approved plant list provides a minimum of 4-5 feet in height at the time of planting for evergreen screening trees. 14. [5.1.40(a)4(g)] Setbacks. The setbacks depicted on sheet Z-1 of the site plan are not accurate. Setbacks shall be measured from the facility (to include leasing area/fenced compound). The survey conducted by Christopher Kean of Lincoln Surveying correctly measures the setbacks at 215.94' from the furthest point of the leasing area. Albemarle County Division Architectural Review Board(ARB)—Margaret Maliszewski 41 1.This proposal will be reviewed by the ARB on April 18.ARB comments and recommendations will be 4 provided after that meeting. No particular comments or recommendations were provided by the ARB. At its meeting on April 18th,the ARB did not support the special exception requests,finding that ij (1)the location of the facility does not serve to minimize its visibility; (2)the height of the facility does not serve to minimize the visibility of the facility; (3)the addition of the facility,as designed, does not respect existing views and vistas; and (4)telecommunications facilities to be constructed on County property should meet the County's established design standards and the Personal Wireless Service Facilities Policy,which is a component of the Comprehensive Plan. (ARB Action I Memo) The Applicant's response to the ARB's findings are as follows: (1) The facility is proposed for the far left(southern)side of the school property as viewed from Hydraulic Road, set back behind school buildings and behind the football field. Its location was selected by the school system based on the schools' needs for existing and future use of the school property;this location is tucked away and unlikely to interfere with any school uses. In addition,the location would afford an opportunity for the school to have additional parking spaces needed for the sports facilities. Any location farther west would defeat the school's need to propagate its signal over the ridge on which Hydraulic Road I lies to serve the many residences on the east side of Hydraulic Road. Any location further north(or east)would be far more visible to passing traffic and to those attending,visiting,and working within the school. With the redesign required by the location of the force main,the monopole will be approximately 13'farther south than originally proposed,which shifts it farther back to the left g� Y p P of the viewshed from Hydraulic Road. 1 (2) The proposed height of 125'is modest for a monopole serving multiple carriers I and is the minimum height needed to provide AT&T's required coverage(at the 115' level)with the schools at the top RAD center. At this height,the facility is I not visible from surrounding residence and neighborhoods other than the 1 Georgetown Green townhomes located directly adjacent to the school grounds. As of the date of this resubmission,neither the County nor the applicant has I received any negative comments about the proposed facility from the Georgetown Green residents or community association. For southbound travelers,the monopole will be the farthest removed of over 30 similar steel light poles,many of which support light fixtures that are wider than the arrays on the monopole. 1 (4) The County's Zoning Ordinance provides for three tiers of PWSF's, as well as exempt collocations. A Tier III PWSF is permitted with a special use permit wherever the County determines that the proposed facility meets the special use permit criteria in the location proposed. The purpose of the Tier III category is to permit those PWSF's that do not meet all of the definitional criteria of Tier I or Tier II. Even Tier I and Tier II facilities frequently do not meet the County's design criteria and involve a request for special exceptions. Special exceptions 1 and the Tier HI category are designed to allow flexibility in PWSF design in order to serve the needs of the County's citizens. The proposed facility is designed to serve the needs of citizens,including students and school faculty,in I this heavily-populated area. The facility would support at least three carriers (and is designed to support up to five)and would provide state-of-the-art 4 wireless services with minimal visual impact to residential properties. The applicant is confident that this application satisfies the special use permit criteria and that the proposed facility is appropriate for the proposed location 1 and would be a benefit to Albemarle County: I a. The proposed use will not be a substantial detriment to adjacent lots. The facility will be visible over the treetops from some locations at Georgetown Green. The residents of Georgetown Green have been given the opportunity to determine for themselves whether visibility is more important than the service I the site would provide. None objected at the community meeting or balloon test, and one resident expressed support at both events. b. The character of the district will not be changed by the proposed use. The area surrounding the school property is mixed use,predominantly multi- family residential,some single-family residential,and commercial(office,retail) uses. The facility will serve those within the district without changing the 1 character as it will be far set back from Hydraulic Road,and the school grounds and parking lots already have dozens of light poles in the foreground. c. The proposed special use will be in harmony with the purpose and intent of this chapter,with uses permitted by right in the district, with the regulations provided in section 5 as applicable, and with the public health,safety, and general welfare. The property is zoned RA Rural Agricultural;the majority of PWSF's in the County are on RA-district parcels. Wireless facilities are 1 appropriate in RA districts as long as they are sited and designed appropriately for each specific location and environment. The proposed facility will be in 1 harmony with surrounding development and will promote county educational and safety services and promote general welfare by providing data services used for a multitude of purposes,including health care management and research, 1 and accessing county and city websites. However I it was further discussed that this specific tower may very well provide a benefit to the ACPD and ACFR and it would be reasonable for these two county departments to provide information on how the use of this cell tower in conjunction I with ACPS adds use to their operations. It is my understanding that Chris Perez in Community Development needs this information for a staff report by June 6th. Below is how this tower may be helpful to your departments. ACPS currently operates a 2.5 GHz broadband system which the public safety agencies have access to.The network I currently provides fixed service coverage from a tower on Carter Mountain which belongs to the public safety 1 agencies.ACPD and ACFR both recently used the system at the Foxfield'horse race event in Free Union.The LTE I network performed better than the CenturyLink DSL that the public safety agencies had previously used in past I events. Commercial 4G(and even voice and texting)became almost unusable at Foxfield due to the large number of 1 mobile phone users concentrated in one area.As additional tower sites are added to this network it will become even more beneficial to our public safety agencies.The more sites added,the better coverage it will provide and expand a e 1 r I 1 wok stronger footprint and service to other parts of the City and County for public safety use.Once this is operational across the County it can be used as an alternate or redundant system for our responders'access to the regional mobile CAD,records,and query systems. I would like to suggest that such plans are not particularly relevant to the submission at hand since Milestone is proposing a different type of facility in a different location (i.e. not on the school building) intended to 1 support multiple carriers,not a replacement of an existing Milestone facility.Sheet#3 and#4 have the existing school building shown, depict the existing facility location on those sheets and label it. If you do not know the size (height and width)of the two antenna being shown, please respond to that comment in the comment response letter.The pictures you provided are helpful.Also,for clarity, is the existing antenna on the school building to be removed if the Milestone facility is approved? 1. Also,the facility is proposed as galvanized steel. The only actual sample that the monopole manufacturer has available I is 50 lbs. Assuming you don't want such a large sample,we would like to suggest a clear photo of the sample as a 1 representation of color and finish.
