Additional comments or conditions may be added or eliminated based on further review.): [Each comment is preceded by the applicable reference, which is to the Subdivision/Zoning Ordinances unless otherwise specified.] 1. [32.6.2(a) & 32.6.2(n)] Revise the berm to be more rounded in order to allow sufficient area to plant landscaping and to ensure the permanence of the proposed slope of the berm. [26.5.c(iv), 32.5.2(p), 32.6.2(a) & 32.6.2(n)] Work with ARB to finalize the plantings on or adjacent to the berm and between the road and the building and mechanical equipment. Screening shrubs would appear to be more appropriate for the top of the berm than trees. However, ARB may require a mix of screening trees, or screening trees and shrubs, in order to properly screen the building and equipment from the Entrance Corridor. Serviceberry trees (White Pillar Amelanchier Canadensis) are ornamental trees and not considered screening trees or shrubs and should not be used for screening unless the ARB approves them. Also, work with ARB to revise the shape of berm, and the plantings on or around it, to be less regimented to the degree that they require. The berm, and the plantings along it, do not need to be in a straight line and alternating plantings on the berm and adjacent to the berm, as long as the plantings are of sufficient height, would sufficiently meet the requirements in 26.5. 3. [26.5.c(i) & (iv)] Extend the berm and screening plantings to include areas within the 30' Undisturbed Buffer that are being disturbed. The berm and screening plantings discussed in the preapplication conference were meant to be applied to any of the disturbance within the "30' Undisturbed Buffer" beyond the footprint of the existing pump station that was to be removed. In the exhibit provided for the preapplication conference the pipes to the west of the pump station that are now designated for demolition and removal were not shown. Those pipes go beyond what was discussed as the impact of removing the existing pump station. Also, there will be impacts beyond the footprint of the existing pump station, and within the 30' Undisturbed Buffer, for the demolition and modification of the fence as well as for the outfall pipe for the biofilter. Therefore, extend the berm and screening plantings further south, wrapping just to the west of the biofilter, to incorporate these additional disturbances up to the point at which the berm would impact dripline of the existing trees within the "30' Undisturbed Buffer". At no time should the berm, or any work to construct it, impact the dripline of the existing trees. 4. [26.5.c(i) & (iv)] Ensure that the existing trees in the 30' Undisturbed Buffer are not impacted by the development. The "Limits of Disturbance" appears to extend slightly inside of the dripline of some of these trees. Revise the "Limits of Disturbance" line to not impact within the existing tree dripline. 5. [32.5.1(a)] No color should be included in the site plan. Change the vicinity map so that it does not include any color. 6. [32.5.2(a) & 32.6.2(a)] Revise the Minimum Setback Requirements note for the parking area on the coversheet to include the number of feet the parking must be setback. The distance was not provided. 7. [32.5.1(c) & 32.6.2(a)] Provide the property line along Three Notch Road on all plan view sheets. Sheets 3, 6 & 12 do not show the front property line. 8. [32.5.1(c) & 32.6.2(a)] Ensure that the subject parcel and adjoining parcel property lines coincide. There appears to be gaps and overlaps of property lines to the side and rear of the property. 9. [32.5.2(a) & 32.6.2(a)] Ensure that the area of the "30' Undisturbed Buffer" is shown to extend of, and be measured from, the property lines. On Sheet 2 they appears to stop before the front property line and to not be measured from the side or rear property lines. 10. [32.5.1(c) & 32.6.2(a)] Provide boundary bearings and distances for the property lines of the subject parcel shown on Sheet 2. 11. [32.5.1(c) & 32.6.2(a)] From the photometric plan it appears that there is a roof that extends over the generator. Provide line work and labels that represent and specify that the roof exists. Show any structure that supports the roof. 12. [32.5.1(c), 32.5.2(d) & 32.6.2(c)] Provide elevation values on the existing and proposed contour lines of at least the major contours. The elevations for the existing contours are not shown on sheet 2 and the elevations for the proposed contours are not shown on sheet 3 or 6. 13. [32.5.2(i) & 32.6.2(a)] Provide the edge of pavement lines for the public road on Sheet 3, 5, 6 and 12. 14. [32.5.2(n), 32.5.2(p), 32.6.2(a) & 32.6.2 (j)] Expand the area of delineation for the "Area of proposed improvement" and "Limits of Disturbance" to include all improvement and disturbance shown on the site plan. There are sections of pipes to be replaced, there is the biofilter outfall pipe, and there are trees and shrubs to be cleared that do not seem to be included in one or both of these area. Update any calculations that may be based on these areas. 15. [32.5.2(n) & 32.6.2(a)] Resolve any conflict between the proposed walls and the proposed fence. Near the front of the property one of the proposed walls and one of the proposed fences appear to cross one another. 16. [32.5.2(n) & 32.6.2(a)] Label the maximum height of each wall. Label the bottom of wall and the top of wall for the furthest west portion of the proposed wall closest to the road. 17. [32.5.2(p) & 32.6.20)] Fill out the "Conservation Plan Checklist" and have the owner sign and date it. 18. [32.5.2(r) & 32.6.2(a)] Provide in the legend on Sheet 2 a linetype for existing chainlink fence to be removed and provide in the legend on Sheet 3 a linetype for existing property lines. 19. [32.6.1(a)] Provide the seal of the authorized preparer on the site plan. 20. [32.6.2(d)] Provide the size and type of pipe being used to replace the water line between the street and the proposed pump station. 21. [32.6.2(d)] Provide a section line on the plan view that shows where the section shown on Sheet 5 is cutting through the site. 22. [32.6.2(e)] Provide labels for the different drainage structures to specify which type of structure they are and if there are more than one type of manhole or inlet then specify which type it is. 23. [32.6.20)] Provide a tree protection barrier fence detail. One was provided on WPO201600068 but was not included in this site plan submission. 24. [32.6.20)] Show the tree protection fencing, as specified in the Conservation Plan Checklist items #1 & #8, and the tree protection fencing linetype in the legend, on Sheets 2, 3 and 6. Tree protection fencing was shown on Sheets 4 & 5 of WPO201600068t but was not included in this site plan submission. 25. [32.6.2(k)] Provide the standard lighting note on the Site Photometrics sheet that states, "Each outdoor luminaire equipped with a lamp that emits 3,000 or more lumens shall be a full cutoff luminaire and shall be arranged or shielded to reflect light away from adjoining residential districts and away from adjacent roads. The spillover of lighting from luminaires onto public streets and property in residential or rural zoning districts shall not exceed one half footcandle." 26. [Comment] Include the Utility Plan, Sheet 4 of 12.. A utility plan was included with WPO201600068 but was not included in this site plan submission. 27. [Comment] Ensure all line work is visible even when copied and scanned. Some dimension lines and leaders on the "Typical Parking Lot Section", the "Typical Entrance Drive Section" and the "Typical Section Concrete Walk" are too light to be legible. 28. [Comment] Provide a list of the proposed changes that the minor amendment includes on the coversheet. 29. [Comment] This site plan amendment cannot be approved until Engineering, Inspections, Fire Rescue, VDOT, ACSA, ARB, E911 and Zoning have approved the plan. See their attached comments. Staff has provided references to provisions of Chapter 18 of the Code of the County of Albemarle. The Albemarle County Code is kept up to date by the County Attorney's office. The Code may be found on the County Attorney's website which may be found under "Departments" at Albemarle.org. In accord with the provisions of Section 32.4.3.5 of Chapter 18 of the Code if the developer fails to submit a revised final site plan to address all of the requirements within six (6) months after the date of this letter the application shall be de9jn#8 to have been voluntarily withdrawn by the developer.
