Perez, Senior Planner Division: Planning Date: Revised - December 21, 2016 Subject: SUB201600212 Belvedere Phase 4A - Road Plans The County of Albemarle Planning Division will grant or recommend approval of the road plans referenced above once the following comments have been addressed: [Each comment is preceded by the applicable reference, which is to the Subdivision/Zoning Ordinances unless otherwise specified.] 1. [14-409] Coordination and extension of streets. All public streets within a subdivision shall be extended and constructed to the abutting property lines to provide vehicular and pedestrian interconnections to future development on adjoining lands, terminating within the subdivision with a temporary turnaround. The public street shall be extended to the shared property line of TMP 06200-00-00-002A0. 2. [4.6.6, 4.12.6] Lot Access Requirements. TMP 06200-00-00-002A0 shall be provided road frontage along the proposed public street. The right-of-way being dedicated shall touch the shared property line. Also, provide a detail as to how the cul-de-sac connects to the proposed 10’ access easement. Also, provide a detail as to the design of the proposed improvements within this 10’ access easement. Prior to road plan approval provide a temporary grading & construction easement over TMP 06200-00-00-002A0 to facilitate the proposed connection. 3. [32.5.2(d), 30.7.4(b)(h)] Slopes less than 25% based on new topographic information. Any use or structure allowed by right or by special use permit in the underlying district, provided that the owner submits new topographic information that is based on more accurate or better technical data demonstrating, to the satisfaction of the county engineer, that the slopes are less than twenty-five (25) percent. The development of Lots 239 and 240 relies on new topographic information that requires County Engineer approval. Typically, aerial surveys (as this development is relying on) are not deemed as more accurate that previously flown aerial surveys. County Engineer approval of the new topographic information shall be received prior to final plat approval. It is recommended this item be rectified prior to road plan approval as we’re running out of plans which will provide topography. If this approval is received w/ the road plan, continue the two types of shading as currently depicted but relabel the darker shading as “Preserved slopes” and the lighter shading as “Preserved slopes – slopes have been determined less than 25% based on new topographic information to the satisfaction of the County Engineer, as permitted under Section 30.7.4(b)h.” If this approval is not received w/ the road plan leave the preserved slope labels as they are and you will be required to obtain County Engineer approval prior to final plat approval. 4. [SP2007-54 condition of approval #6, 32.5.2(b),] Soccer field parking. The applicant shall demonstrate as a condition of final site plan approval that the on-site parking provided for the use, including on-site on-street parking, is adequate for the proposed use. The project limits do not include the area proposed for the soccer field as approved in SP2007-54; however, the on street parking along Belvedere Boulevard is required parking for the use. Revise parking calculations to designate and account for the on street parking provided to the soccer field use. Also, dimension & label the required on street parking spaces for the soccer field. 65 spaces are required for the soccer field. 5. [4.12.16] Minimum Design Standards for Parking. The plan depicts 8 feet wide on street parking; however, parallel parking spaces shall be a minimum of 9 feet wide and 20 feet long. Revise. 2 6. [4.12] Parking. Depict, label, and dimension all on-street parking throughout the plan. This shall include all 20 spaces fronting the soccer field area and the spaces fronting lots 233 – 241. 7. [4.6.6, 4.12.6] Lot Access Requirements. On the road plan depict, label, and dimension a single driveway for each lot. 8. [4.6.6, 4.12.6] Lot Access Requirements. Provide a temporary grading & construction easement over TMP 06200- 00-00-002B0 for the proposed grading depicted on the plan. 9. [4.12.15(g)] Curb and Gutter. Continue the curb and gutter along the cul-de-sac at the end of Belvedere Blvd. 10. [32.5.2(n), 32.7.2.3, 14-422, 32.7.9.5] Sidewalks & planting strips. Continue sidewalks, landscaping strip, and street tree plantings along the cul-de-sac at the end of Belvedere Blvd. 11. [32.7.9.5] Street Trees. Relocate the two (2) street trees that are located within the required sight distance easement at the intersection of Fowler Street and Belvedere Blvd. If required street trees cannot be planted outside of the easement due to sight distance, utility easements or other conflicting requirements, then the planting strip shall be enlarged to accommodate the trees. 12. [32.7.9.5] Landscaping Along Streets. Revise the landscape plan on sheet 3 to provide the required street tree calculations to assure compliance with the ordinance. Specifically, provide the amount of street frontage for this portion of Belvedere Blvd. 13. [14-428] Dedication of streets. Provide the following note on the road plan: “71’ Public R/W is hereby dedicated to Albemarle County for Public Use.” 14. [Comment] On the road plan provide the application number: SUB2016-212.
