The ARB has previously reviewed the LiDL proposal, as follows. ARB-2016-107 • Review of a conceptual plan on October 3, 2016. See Attachment A for the action letter from this meeting. ARB-2016-136 • Second review of a site plan and architectural design on December 5, 2016. See Attachment B for the action letter from this meeting. • Work session on December 19, 2016. See Attachment C for a summary of the ARB's action at this meeting. ARB-2016-151 • The Initial Site Plan was submitted on November 21, 2016 for a January 3, 2017 ARB review. This plan includes revisions that followed the ARB's first review of the project. Those changes have been summarized by the applicant, as follows: o Shifted building, retaining walls parking lot, monument sign (Rt 250) and entrance (route 250) approximately 8' to the west (this was primarily done so that the wall would be constructable without an offsite easement) o Walls on eastern portion of the site (adjacent to the ford dealership) were shifted to be closer to the building. o Configuration of the walls on the western side of the site changed. This was due to the 8' shift mentioned above, and coordinating the walls with the storm piping location and its constructability. o Change to the alignment of the road up from Rt 20. The entrance location has not changed. o Stormwater management facility has gotten slightly larger. However the top elevation of the facility hasn't changed. The information presented in the cross sections remains valid. o The 8' shift mentioned above lowered the FFE of the building, by about 1'. This had a trickle effect through the rest of the site from a grading perspective. o Reactionary changes to the landscape plan based on the changes above. Items were primarily unchanged, with slight shifts. Staff is not making additional recommendations based on these revisions; however, the Initial Site Plan does not include revisions presented to the ARB on December 5 or December 19, and the plan does not resolve outstanding issues identified on December 19. Because of the timing of ARB submittals and reviews, and because of the nature of the revisions made in the Initial Site Plan, a staff report has not been prepared for the Initial Site Plan, and the following recommendations on the Initial Site Plan are provided based on the previous ARB actions and staff s December 5 report. Regarding requirements to satisfy the design guidelines as per § 18-30.6.4c (2), (3) and (5) and recommended conditions of initial plan approval: 1. Show planting area on site along Rt. 20 and Rt. 250, clear of utilities and easements, to accommodate required frontage planting: large shade trees, interspersed ornamentals, and shrubs. 2. Clearly show all utilities and easements on the plan. 3. Increase the size of the long planting islands located between the double parking rows to accommodate trees. • Regarding recommendations on the plan as it relates to the guidelines: o None. • Regarding conditions to be satisfied prior to issuance of a grading permit: o None. Regarding the final site plan submittal: A Certificate of Appropriateness is required prior to final site plan approval. The following items shall be addressed in the final site plan submittal: 1. Continue to revise the proposal to use forms, features and materials that together establish a design that reflects the historic architecture of the area. 2. Continue to revise the architectural design to establish human scale and use architectural detail to relieve blankness. 3. Show Rt. 20 frontage planting on site and include a note to clarify when it will be planted. 4. Add the standard mechanical equipment note to the architectural drawings: "Visibility of all mechanical equipment from the Entrance Corridor shall be eliminated." 5. Include in the site plan set light fixture cut sheets that clearly show the fixtures are full cut off fixtures. 6. Provide information to clarify the impact of interior illumination on the Entrance Corridor at night. 7. Add the standard lighting note to the plan: "Each outdoor luminaire equipped with a lamp that emits 3,000 or more initial lumens shall be a full cutoff luminaire and shall be arranged or shielded to reflect light away from adjoining residential districts and away from adjacent roads. The spillover of lighting from luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one half footcandle." 8. Increase planting area along Route 250 to accommodate the EC frontage planting: 3'/2" caliper large shade trees spaced 35' on center. 9. Clearly show all utilities and easements on the plan. Provide all required planting outside of utilities and easements. 10. Add trees in the long planting islands between the double parking rows. 11. Add shrubs along the western parking perimeter. 12. Add trees along the west side elevation to soften the appearance of the wall. 13. Increase planting area along Route 250 to accommodate the EC frontage planting: 3'/2" caliper large shade trees spaced 35' on center, with interspersed ornamentals and a row of shrubs, 24" high at planting, clear of utilities and easements. 14. Identify the retaining wall material on the plan and provide a sample for review. 15. Provide evidence that VDOT has approved the two trees in the right-of-way at the entrance into the site from Rt. 20. 16. A separate application for signage will be needed. Note that internally illuminated cabinet signs must have opaque backgrounds, such that only the "LiDL" letters of the wall signs could illuminate at night. Also note the following issues of concern: 17. The taper in the retaining walls. 18. Adding climbing or cascading plants on the retaining walls. 19. Moving the development back on the site to increase planting area along Rt. 250. 20. Landscaping that meets the guidelines along the Rt. 250 frontage. 21. The screen on the south elevation: sample, cut sheet, photos, options for a fixed screen? 22. Further develop the scale and texture of south fagade to further unify the building. 23. Consider the entrance for greater consistency with datums on the elevations and/or with procession. The Board offered the following comments for the benefit of the applicant's next submittal. Please note that the following comments are those that have been identified at this time. Additional comments may be added or eliminated based on further review and changes to the plan. Revise the proposal to use forms, features and materials that together establish a design that reflects the historic architecture of the area. 2. Revise the architectural design to establish human scale and use architectural detail to relieve blankness. 3. Revise the architectural design to use forms, features, and materials to establish compatibility and unity along the EC. 4. Provide specs and a sample of the proposed glass. 5. Provide assurance that the screening trees in the right-of-way along Rt. 20 will be retained and maintained in perpetuity, or provide alternate landscaping for screening the north elevation, to integrate stormwater facilities into the surroundings, and to meet EC frontage planting requirements. 6. Provide a site section from Rt. 20 to the building. 7. Revise the proposal to eliminate views of equipment from the Entrance Corridors. 8. Provide a dumpster screen detail in the site plan. 9. Add the standard mechanical equipment note to both the site and architectural drawings: "Visibility of all mechanical equipment from the Entrance Corridor shall be eliminated." 10. Increase planting area along Route 250 to accommodate the EC frontage planting: 31/2' caliper large shade trees spaced 35' on center, with interspersed ornamentals and a row of shrubs, 24" high at planting. 11. Provide 2'/2" caliper trees, 40' on center, along the travelway from Rt. 20 to the north end of the parking lot. If existing trees to remain are to be counted toward this requirement, label them individually on the plan by size and species and ensure grading does not cross into the drip lines of those trees. 12. Provide large shade trees at the perimeter of the parking lot, 40' on center, 21/2" caliper at planting. Ensure that interior parking lot trees are not double -counted as perimeter or frontage trees. 13. Provide long planting islands between the double parking rows. 14. Add planting areas with trees along the east and west side elevations to soften the appearance of the long exterior walls. 15. Add the standard plant health note to the landscape plan: "All site plantings of trees and shrubs shall be allowed to reach, and be maintained at, mature height; the topping of trees is prohibited. Shrubs and trees shall be pruned minimally and only to support the overall health of the plant." 16. Minimize the impact of parking on the Rt. 250 Entrance Corridor. 17. Provide long planting islands between the double parking rows. 18. Provide top of wall and bottom of wall elevations for the retaining walls. 19. Proposed contours on the grading plan shall be rounded with a ten foot minimum radius where they meet the adjacent condition. 20. Provide perspective views from the Entrance Corridor, traveling both east and west on Rt. 250. You may submit your application for continued ARB review at your earliest convenience. Application forms, checklists and schedules are available on-line at www.albemarle.org/ARB. Revised drawings addressing the comments listed above are required. Include updated ARB revision dates on each drawing. Please provide a memo including detailed responses indicating how each comment has been addressed. If changes other than those requested have been made, identify those changes in the memo also. The Board took the action listed below. Following a discussion with the applicant about revisions made to the design, the ARB offered to hold a work session in two weeks to address the following issues: 1. The taper in the retaining walls. 2. Adding climbing or cascading plants on the retaining walls. 3. Moving the development back on the site to increase planting area along Rt. 250. 4. Landscaping that meets the guidelines along the Rt. 250 frontage. 5. The screen on the south elevation: sample, cut sheet, photos, options for a fixed screen? 6. Further develop the scale and texture of south facade to further unify the building. 7. Consider the entrance for greater consistency with datums on the elevations and/or with procession. Revised drawings addressing the above -noted issues will be needed. ARB-2016-136: LiDL The ARB held a work session to receive the applicant's presentation on revisions to address the following issues that were previously identified at the December 5, 2016 meeting: 1. The taper in the retaining walls. 2. Adding climbing or cascading plants on the retaining walls. 3. Moving the development back on the site to increase planting area along Rt. 250. 4. Landscaping that meets the guidelines along the Rt. 250 frontage. 5. The screen on the south elevation: sample, cut sheet, photos, options for a fixed screen? 6. Further develop the scale and texture of south fagade to further unify the building. 7. Consider the entrance for greater consistency with datums on the elevations and/or with procession. It was the consensus of the ARB that progress was made on all issues except #4. The ARB noted that the quantity of parking spaces proposed is in excess of the amount required, so the front parking row could be eliminated to provide the required frontage planting.
