RE: ARB-2016-138: Crozet WTP Finished Water Pump Station
Dear Doug,
The Albemarle County Architectural Review Board reviewed the above noted item at its meeting on Monday,
Decmeber 19, 2016, The Board unanimously approved the request, pending staff administrative approval of
the following conditions:
1. Add screening to eliminate visibility of the generator and condensers.
2. Move the transformer to eliminate visibility.
3. Revise the layout of the transformer screening shrubs to achieve a more natural appearance while
maintaining screening.
4. Choose a screening plant for the transformer whose mature shape will continue to provide screening.
5. Relocate the utility cabinets/meters to. a side or rear wall.
6. Note on the plans the color of the equipment.
7. Add the standard mechanical equipment note to the plans. "Visibility of all mechanical equipment
from the Entrance Corridor shall be eliminated"
8. Clarify on the plans that the light fixtures do not drop below the roof trim.
9. Add the standard lighting note to the plans. "Each outdoor luminaire equipped with a lamp that emits
3,000 or more initial lumens shall be a full cutoff luminaire and shall be arranged or shielded to reflect
light away from adjoining residential districts and away from adjacent roads. The spillover of lighting
from luminaires onto public roads and property in residential or rural areas zoning districts shall not
exceed one half footcandle."
10. Add three trees along the travelway, between the travelway and the northern property line, 2'/2" caliper
at planting.
11. Add the standard plant health note to the plan. "All site plantings of trees and shrubs shall be allowed
to reach, and be maintained at, mature height; the topping of trees is prohibited. Shrubs and trees shall
be pruned minimally and only to support the overall health of the plant."
12. Revise the placement of the row of Serviceberries to help achieve a more natural appearance and to
help reduce visibility of equipment on site.
13. Stagger the row of Leyland Cypress for a more natural appearance.
14. Increase the number of tree species used for screening and mix the species for a more natural
appearance.
15. Consider coordinating equipment color with wall color.
16. Supplement the wooded area with evergreen screening.
Please provide:
1. One full set of revised drawings addressing each of these conditions. Include updated revision dates on
each drawing.
2. A memo including detailed responses indicating how each condition has been satisfied. If changes
other than those requested have been made, identify those changes in the memo also. Highlighting the
changes in the drawing with "clouding" or by other means will facilitate review and approval.
3. The attached "Revised Application Submittal" form. This form must be returned with your revisions to
ensure proper tracking and distribution.
When staffs review of this information indicates that all conditions of approval have been met, a Certificate of
Appropriateness may be issued.
