Tomlin, SCS Engineers 2877 Guardian Lane, Suite 1-F Virginia Beach, VA 23452 SDP201600066 New Ivy Solid Waste Transfer Station -Initial Site Plan Mr. Tomlin, The Agent for the Board of Supervisors hereby grants administrative approval to the above referenced site plan. This approval shall be valid for a period of five (5) years from the date of this letter, provided that the developer submits a final site plan for all or a portion of the site within one (1) year after the date of this letter as provided in section 32.4.3.1 of Chapter 18 of the Code of the County of Albemarle, and thereafter diligently pursues approval of the final site plan. In accordance with Chapter 18 Section 32.4.2.8 Early or Mass Grading may be permitted after the following approvals are received: 1. Submittal of a tree conservation checklist with areas for tree preservation identified. 2. Engineering approval of a VSMP plan meeting the requirements of Chapter 17 of the Code of the County of Albemarle. 3. Approval of all easements for facilities for stormwater management and drainage control. The final site plan will not be considered to have been officially submitted until the following items are received: 1. A final site plan that satisfies all of the requirements of section 32.6 of Chapter 18 of the Code. 2. A fee of $1,613. Please submit 10 copies of the final plans to the Community Development Department. The assigned Lead Reviewer will then distribute the plans to all reviewing agencies. Once you receive the first set of comments on the final site plan, please work with each reviewer individually to satisfy their requirements. Additional comments or conditions may be added or eliminated based on further review.): [Each comment is preceded by the applicable reference, which is to the Subdivision/Zoning Ordinances unless otherwise specified.] 1. A site plan meeting all the requirements of section 32.6 of Chapter 18 of the Code. [32.5.2(b)] Provide notes for the maximum height allowed in the RA zone and the proposed height of the building. The maximum height of a building in the RA zone is 35'. The side of the proposed transfer station facing the public road appears to have a height of just under 50'. However, zoning inspections has specified (12/15/2016) that the north side of the building, where the trucks will drop off waste, is considered the "front" of the building_ The north elevation appears to be just under 35'. Dimension the height of the elevations on Drawing NO. 6 of 6 and ensure that the elevation considered be the front of the building is no more than 35' height. Any building height above 35' will not meet the RA zone requirements and would be considered a variance from the Zoning Ordinance. 3. [32.5.1(c) & 32.5.2(a)] Provide the dimensions for the boundary (bearing and distances) of the parcel. 4. [32.5.1(c)] Provide a note that specifies all of the yard requirements for RA zones or revise the labels on Drawing No. 2 of 6 to specify that the distances are for the setbacks. 5. [32.5.2(a)] Provide the name of the county and state under the name of the development. 6. [32.5.2(a)] Revise the "Abutting Parcel Information" chart so that 73-27E, owned by Irene B Morris, is listed correctly. 7. [32.5.2(b)] Provide a tally of square footage of uses and the percentage of open space for the whole parcel. 8. [32.5.2(e)] Provide labels identifying whether the existing wooded areas are composed of evergreen, deciduous or a mix of types of trees. 9. [32.5.2(e)] The line which represents existing wooded areas does not appear to be consistent and therefore it is not possible to tell what areas are wooded and what areas are not on the western side of the site. The direction of the line type creates confusion along what appears to be an access road just to the west of the proposed building site. 10. [32.5.2(f)] Provide the locations and names of water courses within the parcel in the key plan on Drawing No. 2 of 6. Pagel of 3 11. [32.5.2(h)] Provide the boundaries of the flood hazard overlay district areas within the parcel. This could be provided in the key plan on Drawing No. 2 of 6. 12. [32.5.2(i)] Provide the state route number, the right of way lines and width for Dick Wood's Road. 13. [32.5.20)] Provide the sizes for all existing water, sewer and drainage lines and facilities. 14. [32.5.20) &32.5.2(k)] The proposed sewer line appears to be connecting to an existing leachate line. Revise the sewer line to be a leachate line or show it connecting to an existing sewer line. If the line is changed to a leachate line add a proposed leachate linetype to the legend. 15. [32.5.20)] There is what appears to be an existing underground electric and existing water line very close to one another. For part of their length the letters in the lines are not legible. Ensure that the linetypes are able to be read. 16. [32.5.2(k)] Indicate the direction of flow on all storm drainage pipes and watercourses. 17. [32.5.2(1)] Provide the location of any other existing or proposed utilities and utility easements including telephone, cable, electric and gas. Indicate the deed book and page reference for all exiting utility easements located on the property. 18. [32.5.2(n)] Dimension the retaining walls, including their maximum height. 19. [32.5.2(n)] The proposed fence appears to connect to the existing fence in the southeastern corner of the site. However, a portion of the existing fence is located where a proposed stormwater pond is shown. Provide the location of where the proposed fence will connect to the existing fence system. Show where existing fence will be demolished on the existing conditions sheet. 20. [32.5.2(n)] Provide the location and dimensions for any proposed lighting fixtures including wall mounted light fixtures_ If there will be any external lighting fixtures a photometric plan will be required with the Final Site Plan. In addition to meeting all lighting requirements a standard lighting note will be required. 21. [32.5.2(n)] There appears to be a significant area of parking that exists on the site that is not shown on the existing conditions or the proposed site layout sheets. Also, there is no parking information or calculation provided on this initial site plan. Provide information on what parking exists, what parking will be removed or remain and the impact this will have on the parking for the whole parcel and not just this immediate proposed site. This information and calculations must include the addition of the new building and any employees who may work there. 22. [32.5.2(n)] Provide the location and dimensions for any proposed road signage. 23. [32.5.2(n)] Provide the location of the gates in the existing fences. 24. [32.5.2(p)] Provide a landscape plan that meets all requirements of section 32.7.9 with the Final Site Plan. Although this is a public use for the purposes of landscaping requirements it will be considered commercial or industrial. Therefore the site plan must meet the landscaping requirements. This includes, but is not limited to, the tree canopy requirements and calculations. 25. [32.5.2(p) 32.7.9.7(a)(3)] It appears that the majority of the existing woods shown on the west side of the site plan area are being removed. Because the site plan does not include the existing conditions further towards the western property line, and because some of the wooded area lines do not seem to be oriented properly, it is uncertain if the proposed building and use will be screened on the western side, towards the RA zoned and residential use adjoining lots. Provide additional information on the wooded areas to the west of the proposed site, showing that they will fully screen the building, containers and use from the adjoining properties or provide screening toward the west side of the site. Page 2 of 3 25. [4.2] It appears that critical slopes will be impacted by the improvements required for the transfer station. Accessways, public utility lines, and stormwater management facilities can be exempt from this requirement provided that the applicant demonstrates that no reasonable alternative location or alignment exists (4.2.6(c)). Demonstrate that there are no reasonable alternative locations for items and improvements impacting the critical slopes areas. It appears that one of the stormwater ponds and a forebay may be able to be moved farther west to reduce the impact to the critical slopes. The access way on the north side of the project appears to be able to be moved further north to avoid the critical slope area to its south. Also, items not specified as possible exceptions (4.2.6(c)) must either be designed to not impact critical slopes or a critical slopes waiver request will be required. The proposed demolition and relocation of the fence in the south east corner of the proposed project, and the proposed screening trees, are not exempt. Either ensure that any critical slopes disturbance caused by the section of the fence removed and replaced, or the area for the proposed landscaping being cleared and trees planted, is completely within the area of disturbance to the critical slopes caused by the exempt items, such as the stormwater pond, or submit a critical slopes waiver request for this disturbance of the critical slopes. 26. [Comment] The existing line work is too light and hard to read. All line work and text must be legible even after the plan is copied or scanned. 27. [Comment] Revise the drawing to have labels and leaders pointing towards the objects they are describing. • On Drawing No. 4 of 6, near the left hand side of the sheet near one of the stormwater ponds, there is a label that says "Proposed Culvert" and a leader, but they are not pointing towards any object. • On Drawing No. 4 of 6, there is a "R50- label that's leader is not pointing towards the centerline of the road. 28. [Comment] On a previous exhibit for the Ivy Material Utilization Center there was a note that said there was possibly a cemetery located in the general vicinity of the proposed transfer station or its improvements. It has been stated that there has been a study of the site to determine whether a graveyard existed. Specify the outcome of that study. If a cemetery exists, show its location on the existing conditions and site plan sheets of the plan. 29. [Comment] See the attached comments from the other SRC reviewers. Please note that the ACSA comments were not attached prior to the SRC meeting on 12/22/2016 but have been attached to this update. Land Use 1. Please see Road Design Manual appendix F-Access Management design standards for entrances and Intersections, figure 4-10 commercial entrance design. Provide a right and left turn lane warrant analysis as shown in F-96. 2. PIease provide Route number, Speed limit, and Right of Way width on all plan sheets. Please note that the final site plan must show conformance with the VDOT Road Design Manual Appendices B (1) and F, as well as any other applicable standards, regulations, or other requirements. This parcel is listed as limited service in the ACSA's Jurisdictional Area. There is no infrastructure in this area so the existing building are most likely served through well and septic. The applicant shall add notes to the cover page describing the proposed water/sewer service as well and septic. That is the only comment that I have.
