It is suggested that the buffer/screening be above this amount due to the proximity of the parking areas to the residential lots. ACSA and VDOT comments will be forwarded when received. Revision 2 Comments: 11. [4.17.4(b)1] Lighting Standards. The spillover from lighting cannot exceed .5 foot candles adjacent to public roads or residential property. Provide spillover adjacent to the bus loop and Idlewood Drive. 12. 32.6.2(k) & 4.17] Outdoor lighting. No lighting sheet beyond the stage/dining area for the rest of the property (i.e., the gym or additional classroom space) was shown. Please provide lighting information for the remainder of the property. Staff has provided references to provisions of Chapter 18 of the Code of the County of Albemarle. The Code is kept up to date by the County Attorney's office. The Code may be found on the County Attorney's website which may be found under "Departments and Services" at Albemarle.org. In accord with the provisions of Section 32.4.3.5 of Chapter 18 of the Code if the developer fails to submit a revised final site plan to address all of the requirements within six (6) months after the date of this letter the application shall be deemed to have been voluntarily withdrawn by the developer. Please find our responses to the comments below in bold lettering. The below underlined items apply to this site. 1. This site plan is within the Authority's jurisdictional area for: a. Water and sewer b. Water only c. Water only to existing structure d. Limited service 2. A 6-inch water line is located approximately(on site)distant. 3. Fire flow from, nearest public hydrant, located distant from this site plan, is Gpm +20 psi residual. 4. An (Unknown-Private) inch sewer line is located approximately(on site) distant. 5. An industrial Waste Ordinance survey form must be completed. 6. No improvements or obstructions shall be placed within or future easements. 7. And plans are currently under review 8. And plans have been received and approved. 9. No plans are required 10. Final water and sewer plans are required for our review and approval prior to granting final site plan approval. I I. Comments: • Water construction plan review by the ACSA is required at this stage. Acknowledged. • RWSA Wastewater Capacity Certification required if the overall development will produce more than 40,000 GPD in wastewater flow. This project will not result in an increase greater than 40,000 gpd. CIVIL ENGINEERING I ENVIRONMENTAL I SURVEYING I GIS I LANDSCAPE ARCHITECTURE I CONSTRUCTION SERVICES More need to be saved. Replacement trees need to be evergreen to better screen the ugly bus parking lot from view. Evergreen and deciduous trees have been added along Idlewood Drive to screen the bus loop. See sheet L 1.0. 3. Inadequate screening of school parking lots/bus parking from view of residents on Brentwood and Idlewood. The few trees included in site plan are trees that lose their leaves. Thus, no screening is available for significant periods of time during the year. More evergreens/bushes are needed. Evergreen and deciduous trees have been added along Idlewood Drive to screen the bus loop. See sheet L 1.0. 4. Many trees were planted in memory of school children and staff who passed away. They need to be left standing or replaced with appropriate re commemoration. Commemorative trees and identifying markers will be cataloged and preserved or replaced as required to accommodate construction. 5. No screening of school from houses #2907 and 2009 (along gym side of school). Screening is needed to keep lights from shining into homes and to hide large (unattractive)gym from view. Trees, bushes, including evergreens, are needed. A vegetative buffer of mostly evergreen trees and shrubs has been added around the proposed playground in order to better screen nearby homes on Idlewood Drive from the school grounds and building. 6. No plan for replacing swings and basketball court are seen on plans. These are heavily used by entire Rio/29 community. Per county comprehensive plan, Neighborhood 2 (Woodbrook area) has no green space other than the school grounds. Residents are directed to Meadow Creek Trail and Penn Park...too far for many in the area. There are no basketball courts/play ground equipment from Woodbrook to Dunlora. Many in community drive here to play. One consistent group coming here is an Hispanic group of men to play soccer on Sunday morning. They bring their children and current configuration of playground allows them to play and supervise their children. This loss is a major community loss. The plan has been revised to specify a basketball court with both standard I 0' goals, as well as an 8' and 9' goal. The existing play equipment will be relocated to the indicated area adjacent to the proposed bus loop. 7. Presentations to Woodbrook neighbors shows the gym reconfigured to make it appear less massive from the street view. That plan is not clear on the school site plans or was it omitted? These design features remain. Architectural elevations will be included within the separate, building permit documents. We have included 16 copies of the plans for your review with this submittal. See Sheet C4.0. 3. The new Art Space doesn't have Fire Department access to within 150' of all the first floor, please provide Fire Department access. The new art space is no longer a part of this project. 4. Confirm if the school already has a FDC already. If so, please show on the plans. The existing school does not have an FDC. The additions will be sprinkled. FDC locations have been shown on the plans. See Sheet C4.0. 5. Confirm if the school already has a Knox box on location, if not please add a note requiring a Knox Box to be added. Our bollard detail has been updated to include reference to a knox box. 6. Loss of trees in front to the school entrance. I understand from school presentations to Woodbrook residents, several trees would be preserved. They are old and beautiful. Trees along the existing building façade at the front entrance are to be preserved. 2. All the trees planted along Idlewood Drive during the last addition will be destroyed. More need to be saved. Replacement trees need to be evergreen to better screen the ugly bus parking lot from view. Evergreen and deciduous trees have been added along Idlewood Drive to screen the bus loop. See sheet L I.O. 3. Inadequate screening of school parking lots/bus parking from view of residents on Brentwood and Idlewood. The few trees included in site plan are trees that lose their leaves. Thus, no screening is available for significant periods of time during the year. More evergreens/bushes are needed. Evergreen and deciduous trees have been added along Idlewood Drive to screen the bus loop. See sheet L 1.0. 4. Many trees were planted in memory of school children and staff who passed away. They need to be left standing or replaced with appropriate re commemoration. Commemorative trees and identifying markers will be cataloged and preserved or replaced as required to accommodate construction. 5. No screening of school from houses #2907 and 2009 (along gym side of school). Screening is needed to keep lights from shining into homes and to hide large (unattractive)gym from view. Trees, bushes, including evergreens, are needed. A vegetative buffer of mostly evergreen trees and shrubs has been added around the proposed playground in order to better screen nearby homes on Idlewood Drive from the school grounds and building. 6. No plan for replacing swings and basketball court are seen on plans. These are heavily used by entire Rio/29 community. Per county comprehensive plan, Neighborhood 2 (Woodbrook area) has no green space other than the school grounds. Residents are directed to Meadow Creek Trail and Penn Park...too far for many in the area. There are no basketball courts/play ground equipment from Woodbrook to Dunlora. Many in community drive here to play. One consistent group coming here is an Hispanic group of men to play soccer on Sunday morning. They bring their children and current configuration of playground allows them to play and supervise their children. This loss is a major community loss. The plan has been revised to specify a basketball court with both standard 10' goals, as well as an 8' and 9' goal. The existing play equipment will be relocated to the indicated area adjacent to the proposed bus loop. 7. Presentations to Woodbrook neighbors shows the gym reconfigured to make it appear less massive from the street view. That plan is not clear on the school site plans or was it omitted?
