ACSA and VDOT review is pending; comment will be forwarded upon receipt.
RESPONSE: Engineering's comments were addressed, but note that the Line#'s
referenced in the original comment have changed. Per the attached e-mail from
VDOT, Community Development does not need to engage VDOT in the review of
plats for this project. This is a County administered VDOT project, which is subject to
review by VDOT separately. VDOT's issuance of the attached Right-of-Way Notice
to Proceed issued by VDOT Right-of-Way Division is sufficient evidence that the
right-of-way and easement are approved for acquisition by VDOT. In
correspondence with ACSA, the ACSA withdrew their comments as they didn't not
apply to this project. Note, the plats should be sent to Jeremy Lynn
(jlynn@serviceauthority) as he is reviewing the plans for this project.

valid.
RESPONSE: The Title Report for Parcel 13 did not reveal a private street easement
for Turtle Creek Road, so no easement is shown on either plat.

Subject: RE: Hydraulic Road Sidewalk
All,
Just to clarify, the code states the front minimum setback for infill to be the "closest setback of an existing structure
within 500 feet in each direction along street frontage".
Refer to attached setback table.
If the home on 5A is demolished, the new setback becomes 25-ft versus the current 15-ft distance. If any other home
along this frontage is demolished, the setback becomes 15-ft for the new home on 5B since 5A is closer(if 5A is within
500-ft).
Brian, for Lot 5A, please confirm the lot depth provides adequate area for a new home in the event this home is ever
demolished. If there is adequate area to build a similar sized home at the new setback, the lot is conforming regarding
this issue.
Ron, please confirm my interpretation is correct.
Thanks,
Frank

The following comments apply to all 14 applications(see page 2 for comments on specific
applications):
[Comment] For reference, these applications are numbered SUB201500049 through
SUB201500062. SUB201500049 is for TMP61-41H and they proceed in order down
Hydraulic Road to SUB201500062 for TMP61 W3-21A.
Comment noted.
[14-302(A)(1)] Name of subdivision. Add "Dedication"after"Right of Way"in the plat title.
The title of each plat was revised as requested.
3. [14-302(A)(9)] Building sites on proposed lots. Add a note stating that the subject parcel
contains a building site that complies with section 4.2.1 of the Albemarle County Zoning
Ordinance.
It is not the responsibility of the surveyor to determine whether the existing parcels (and
structures)are conforming or non-conforming to the County Zoning ordinance. During
the R/W negotiation process, the design team,County and Planning staff will determine
whether the acquisition of fee simple right-of-way alters the conformance of these
properties. This will be handled on a case by case basis prior to making a bona-fide
offer to the property owner and presenting the plat for signature.
4i14-302(B)(5)] Zoning Classification. Add Airport Impact Area(AIA) and Entrance Corridor

6. [14-303(C)] Boundary lines. Provide the dimensions of any exterior boundary lines that are
shown.
+ Plats utilized for acquisitions of easement and right-of-way on transportation projects
(VDOT and locally administered VDOT Projects) do not require a complete boundary
survey. The survey utilized on this project is a compilation survey and is not a complete
boundary survey of each parcel. The plats were revised to show calculated departure
bearings on the shown boundary lines in accordance with VDOT policy in the VDOT
Survey Manual.
...1,41? 7. [14-303(D)] Acreage of lots. Provide the square footage of the parcel before and after the
ROW dedication. This is not necessary for SUB201500061 (TMP61 W1-10000)as that
parcel has no acreage noted in CAMA.
The lot acreages were added to all plats except TMP61W1-10000.
0 8. [14-303(H)] Monuments. Provide the location and material of all permanent reference
monuments. Monuments found or installed prior to plat recordation may be referred to if
they are permanent and undisturbed. If any monument required by this chapter will be
installed after recordation of the final plat, the certification of the professional engineer or
land surveyor shall so note.
Plats were revised to show existing monumentation found along the existing right-of-
way. VDOT policy is for the surveyor of record to place new monumentation (per
VDOT standards) only on the right-of-way acquired for the project following
completion of construction.
0 9. [14-303(I)] Bearing and distance ties. Provide a definite bearing and distance tie between not
less than two(2)permanent monuments on the exterior boundary of the property and further
tie to existing street intersection where possible and reasonably convenient.
Plats utilized for acquisitions of easement and right-of-way on transportation projects
(VDOT and locally administered VDOT Projects) do not require a complete boundary
survey. Property boundaries on this project were computed and compared to
discoverable field monumentation in accordance with VDOT policy and procedures
contained within the VDOT Survey Manual. The survey utilized on this project is a
compilation survey and is not a complete boundary survey of each parcel,so this
requirement is not applicable to this type of plat.
10. [14-303(L)] Public utility, drainage and sight distance easements. Verify that all public
utility, drainage and sight distance easements have been shown.
Plats utilized for acquisitions of easement and right-of-way on transportation projects
(VDOT and locally administered VDOT Projects)do not require a complete boundary
survey or title searches. The research required by the VDOT Survey Manual was
conducted on each parcel and any found easements are shown on the plats. During the
beginning stages of the R/W acquisition process, the County R/W acquisition consultant
will perform title searches on all parcels with acquisitions. If that title search uncovers
easements that will be affected by the acquisition of right-of-way,then the plat may be

11. [Comment] This plat cannot be approved until ACSA and Engineering complete their review;
comments will be forwarded upon receipt. VDOT comments have been provided.
See responses to ACSA and Engineering Comments below. VDOT review is being
conducted by the VDOT Culpepper District Office and not the local Residency. Note,
the District office is offering the opportunity to the Residency to comment through the
VDOT Revenue Sharing review process. So the Planning Department does not need to
coordinate with local VDOT office, and the local office will not provide approval or
comments on the plats. For information, the County may not start the R/W acquisition
process until authorization (i.e.approval of the R/W plans) is provide by the VDOT
District Office.
The following comments apply to specific applications as noted:

Jeremy,
I'm sending you by Fed Ex two (2)full size sets of RW Plans for the above VDOT LAP project administered by Albemarle
County. See below for comment responses to your comments provided at the Utility Field Inspection. I'm also providing
you a set of responses to ACSA comments on the acquisition plats. Alex should be receiving revised plats in the coming
days from the Planning Department.
Please provide comments on the revised plans to my attention, and copy Frank Pohl with Albemarle County OFD. It is
imperative that ACSA provide comments and/or requests that affect the right-of-way or easement requirements prior to
the R/W Acquisition Process commencing(similar to how a VDOT project is coordinated by office). Final plans with
details and seals will be provided for review prior to advertisement for construction (likely in 2016).
Note in the same Fed Ex will be several sheets on Crozet Avenue North intended for Alex.
Thanks,

Subject: RE: Hydraulic Road Sidewalk Project
Below are some initial comments on the Hydraulic Road Sidewalk Project:
1. The ACSA probably won't need to see Sheets 1D, 1, 1G(1), 1G(2), 1G(3), 1G(4), and 1H(1).
Kimley-Horn removed these sheets from the two sets coming your way for review at
the RW Stage.
2. The ACSA does not wan water meters located within sidewalks, drive ttys, or other paved
areas. If meters are located along the R/W line, an easement will be required behind the meter
box to allow for future maintenance.
The plan shows existing meter relocations to avoid being placed in paved areas
provided the meter is not already in a driveway. The few meters already in paved
surfaces will be adjusted to grade (and adjustments are mostly anticipated to be
minor/inches). Since ACSA wanted the meters in the space between sidewalk and
curb, many of the meters no longer require relocation.
3. Meters on Sheet 4 should be located between the curb and sidewalk.
The plan shows existing meter relocations to avoid being placed in paved areas provided
the meter is not already in a driveway.
4. Show sanitary sewer main near Station 109. There isn't a manhole where these two
mains connect. Your survey picked up a sewer manhole at Station 109, but it is labeled
with WM. This is a sewer manhole and the line extends out into the roadway to the
sewer main along Hydraulic Road.
Kimley-Horn sketched in the sewer main in question. Note the manhole was depicted
on the survey, but incorrectly labeled as a storm manhole.
5. Label existing water main material and diameter.
The existing water and sewer main, material, diameter and ownership was added to the
plans.
6. Show fire hydrant on Sheet 4. This will need to be outside of the sidewalk, with an easement
behind it.
The existing hydrant is shown on Sheet 4, but it is not in conflict with sidewalk.
7. Sewer is incorrectly shown on Sheet 5.
Kimley-Horn adjusted the sewer lines depiction on Sheet 5 to match the GIS
print provided by ACSA.
8. Water is incorrectly shown on Sheet 6.
Kimley-Horn adjusted the water line location per the GIS print provided
by ACSA and the old VDOT Plans.
9. Accurately show water meter vault and easement serving the Gayle property. Contractor
will need to abandon the vacant meter on this property. The ACSA will not allow the
meter vault to be in the sidewalk. Attached is the map showing the water in the area of
the intersection of Hydraulic Road and Commonwealth Drive. The ACSA has two
pressure bands in this area, which are not connected to each other.
The water meter vault was located in the survey, and the
sidewalk has been routed around the vault. See comment
responses about the existing easement(s).

I'm not entirely sure how the permitting section of VDOT has been left out of the loop for plan review of the sidewalk

projects which we will be issuing permits for. Furthermore, Land Use, i.e. my staff and I, probably have the better
knowledge of land development activities occurring in the vicinity of these projects than other VDOT sections. I'll
remind you of the conflict with the traffic signal pole and the State Farm Blvd. sidewalk project that could have been
discovered sooner if we were included in the review process. Also, when Jack and I walked the Barracks Road route
prior to commencement of design,Jack was unaware of the Out of Bounds Development that what was under review
and now under construction. I'm assuming that the Out of Bounds project has been considered with the Barracks Road
sidewalk plans, however, this is an assumption on my part as I have not seen any plans to date.
In my request for a set of the Hydraulic Road plans, I have not been suggesting that our review would cause any redesign
at this point. What I am suggesting is that if we are going to review the right-of-way plats, which is not uncommon, we
need a set of plans to compare the plats with. Furthermore, by reviewing the plans for these projects,we will be able to
see if there are any obvious conflicts with other land development projects in the area. It seems to me that it would be
beneficial to know of any conflicts prior to design being complete for the sidewalk projects. I do not believe there are
any conflicts along Hydraulic Road, but there were certainly potential conflicts associated with the State Farm and
Barracks sidewalk projects.
I have not been requesting a set of plans because of a checklist. I have been requesting a set of plans it appears to me
that we are going to be asked to issue a permit for a project with final construction plans that we have not seen. I hope
that you realize that issuing a permit would be a much faster process if we are included in the upfront review.

Frank will work with Community Development to let them know that VDOT(both Culpepper and C'ville) are already
engaged. We don't want to put anything else on any of our plates that isn't necessary just because there is a checklist
that we are following.
We appreciate the help!

Brian,
I spoke with Troy and he was sent the plats by the county community development for review. If community
development is required to have VDOT comments on this then Troy may need to approve. It seems a bit redundant but
it also seems that it is the county process so we may not have a choice.

Troy,
It is my understanding from Joel that Culpepper sent the Residency a set of plans to solicit comments on both Hydraulic
and Barracks. I'm of the opinion that between the Residency's review of the plans and NW Region R/W's QA/QC review
of the right-of-way and easement, no review of the plats by VDOT is necessary. After all,the County will be providing
VDOT a R/W certification that all easements and r/w were acquired (and utilities relocated) prior to advertisement. Feel
free to call me if you want to discuss.
But you are correct, that this LAP project will require a VDOT LUP when we go to construction.
Thanks,
X

Joel, it's been a couple of weeks since I looked at the plats but it seems to me that some were for right of way
dedication. I was hoping to see the plans to confirm that the right of way in the plans match the plats. Also, I'm guessing
that a Land Use Permit will be necessary so we need the plans for that as well.

We spoke with Joel on Tuesday this week and he said VDOT does not need to review the plats. We don't want to create
additional work for anyone and our understanding is that Culpepper is reviewing what is necessary on this project from
a VDOT perspective. We are trying to avoid multiple or redundant reviews.
Joel, can you please confirm?

Brian,
Troy is supposed to review the right-of-way&easement Plats, but he needs a set of the RW plans. I'd appreciate it if
you'd send him a link to download the plans in the event he can't get them from the VDOT FTP.

I uploaded the Fl/RW Plans dated 3/25/15 to the VDOT FTP in Kimley-Horn's folder in the directory indicated
below. This also includes comment responses to Department comments received on the Public Hearing/Willingness
Plans received in Fall 2014. Barracks Road plans will be uploaded shortly under a separate e-mail.

Please route for comments from the appropriate groups inside the Department. Kimley-Horn and the County are
scheduling a UFI for early April, and will update you once blue-lines are received for any necessary utility easements. As
requested, I placed a box on the Title Sheet referencing the approved buffer strip design waiver, though the
Department's IIM does not require such.

Dear Ellie,
I have reviewed the above referenced plats in conjunction with the utility review being performed by Jeremy Lynn (JML).
My comments are as follows:
• SUB2O15OOO49 (TMP 61-41H)
o Provide an ACSA water meter easement on the southwest corner of the property, adjacent to the
proposed right of way.
o Provide an ACSA waterline easement along the frontage of the property, offset 10'from the existing
water main location.
• SUB2O15OOO5O (TMP 61-411)
o Provide an ACSA water meter easement on the northwest corner of the property, adjacent to the
proposed right of way.
o Provide an ACSA waterline easement along the frontage of the property, offset 10'from the existing
water main location.
• SUB2O15OOO51 (TMP 61-41)
o Provide an ACSA water meter easement around the water meter along the frontage of the property,
adjacent to the proposed right of way.
o Provide an ACSA waterline easement along the frontage of the property, offset 10'from the existing
water main location.
o Correct your"Plat Showing" callout on sheet 2 so it references TMP 61-41 instead of TMP 61-411.
• SUB2O15OOO52 (TMP 61-41F)
o Provide an ACSA waterline easement along the frontage of the property, offset 10'from the existing
water main location. The easement will begin on the northern side of the property and will taper back to
the proposed right of way. It appears that the easement will be 1-2' in width and may not have to
extend across the entire frontage of the parcel.
o If the water meter(per comments by JML)can be located between the sidewalk and curb, no additional
water meter easement is required. If the water meter is located behind the sidewalk, provide an ACSA
water meter easement around the water meter, adjacent to the proposed right of way.
• SUB2O15OOO53 (IMP 61-41E)

water meter easement is required. If the water meter is located behind the sidewalk, provide an ACSA
water meter easement around the water meter, adjacent to the proposed right of way.
o Show the existing ACSA sanitary sewer easement along the southern property line which runs from the
right of way, along the property line, for approximately 110 feet.
• SUB201500057 (TMP 61-41A1)
o Verify the location of ACSA Fire Hydrant# 10247.The ACSA GIS shows the fire hydrant near the
northwest corner of TMP 61-41A1.The plans show the fire hydrant on TMP 61-41A. If the fire hydrant is

provide an ACSA Sanitary Sewer easement around the existing gravity main and associated manhole.
• SUB201500062 (TMP 61W-03-21A)
o Provide an ACSA water meter easement around the relocated water meter vault(per JML comments).
The comments shown above are based on the submitted plans(as of 4/23/15)as well as the first round of utility review

6. [14- 303(C)] Boundary lines. Provide the dimensions of any exterior boundary lines that are shown.
Rev1: Comment not addressed. Comment still valid.
7. [14- 303(D)] Acreage of lots. Provide the square footage of the parcel before and after the ROW dedication.
This is not necessary for SUB201500061 (TMP61 W1- 10000) as that parcel has no acreage noted in CAMA.

8. [14- 303(H)] Monuments. Provide the location and material of all permanent reference monuments.
