Commissioner COMMONWEALTH of VIRGINIA DEPARTMENT OF TRANSPORTATION 1601 Orange Road Culpeper Virginia 22701 December 29, 2016 County of Albemarle Department of Community Development 401 McIntire Road Charlottesville, VA 22902 Attn: Bobby Jocz Re: Belvedere Phase IIB — Road Plans SUB-2016-00213 Review #1 Dear Mr. Jocz: The Department of Transportation, Charlottesville Residency Transportation and Land Use Section, has reviewed the above referenced plan as submitted by Collins Engineering, 24 October 2016, and offers the following comments: I. Sheet 6 shows an expected ADT of up to 5,000 for Belvedere Boulevard, is this correct? Please verify ADT north of Shelton Street, as an ADT greater than 4,000 will change the geometric design requirements, which are not being met with the proposed plan. 2. The minimum design speed for streets with 2,000-4,000 ADT (Fowler & Farrow) is 30 mph. Please adjust design and sight distances accordingly. 3. Please provide an overall build -out plan for Belvedere, pdf format is fine. 4. It appears that an all -way stop is being proposed at the intersection of Fowler Street and Farrow Drive. Please provide the warrant analysis for the proposed all -way stop. It appears that Farrow Drive would be the major road at this intersection. 5. In the vicinity of numerous intersections there are proposed sag curves with k-values of 2.5. The minimum allowable for these curves is 26. 6. Provide horizontal curve data for Fowler Street. 7. There are multiple pipe flow velocities that exceed 10 fps. The drainage manual states that pipe velocities in excess of 10 fps are to be avoided. We recommend that velocities be adjusted accordingly. 8. Please show HGL's on profiles. Also provide HGL calculations, which should be consistent with existing plans showing existing structures that are being tied in to. 9. Provide all applicable DI-3 details. 10. For streets proposed to have parking on 1 side, clearly indicate which side and provide "No Parking" signs. However, as we are aware of parking issues in this area, without further explanation we cannot recommend a change from previous approved plans to remove parking areas. Please provide two copies of the revised plan along with a comment response letter. If further information is desired, please contact Justin Deel at 434-422-9894.
