Dear Ms. Yaniglos:
The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plan as submitted by Shimp Engineering, dated 21
November 2016, and offers the following comments:
1. An SSAR waiver will be required to satisfy connectivity requirements.
2. A right turn lane will be required.
3. Design plans, to include a geotechnical report, for retaining walls or other structures
designed to support the road must be approved by the Culpeper District Structure &
Bridge Section.
4. What entity will be responsible for maintaining the wall or repairing any damage to the
roadway should the wall fail?
5. The proposed road section meets the VDOT minimum width for parking on both sides;
however, we understand that the County requires a wider parking area which will require
the section design to be altered.
6. Note that road plan must show conformance with the VDOT Road Design Manual
Appendices B(1) and F, as well as any other applicable standards, regulations or other
requirements.
Please provide two copies of the revised pian along with a comment response letter. If further
information is desired, please contact Justin Dee] at 434-422-9894.
A VDOT Land Use Permit will be required prior to any work within the right-of-way. The
owner/developer must contact the Charlottesville Residency Transportation and Land Use
Section at (434) 422-9399 for information pertaining to this process.

Subject: SUB2016-235 Adelaide- Preliminary Subdivision Plat
The Planner for the Planning Services Division of the Albemarle County Department Community
Development will recommend approve the plan referred to above when the following items
have been satisfactorily addressed. (The following comments are those that have been
identified at this time. Additional comments or conditions may be added or eliminated based
on further review.) [Each comment is preceded by the applicable reference to the Albemarle
County Code.]
Requirements:
1. The notification fee of $215 has not been paid. The preliminary plat will not be
approved until the fee is paid.
2. [14-301(8)] The graphic scale on sheet C3 states 1'=40', however in the title block the
scale listed is 1"= 60', coordinate the correct scale.
3. [Section 2.2.3 Open Space; 4.7 Open Space Requirements] Cluster developments (Lots
less than 30,OOOsf) require a minimum of 25% open space. Not more than eighty
percent of the open space can be located within the flood plain. Provide the area and
the calculations, if not on the plat, on an exhibit for verification that the open space
proposed meets this requirement.
Limitation on ceplain elements. If open space is required by this chapter, not more than
eighty (80) percent of the mininnun required open space shall consist of the follov,U-1g: (1)
land located within the ane -hundred year flood plain_ (ii) land subject to occasional,
common or firequen t flooding as defined in Table 16 Soil and Water Feat -Lues of the
United States Department of Agriculture Soil Conservation Sen -ice, Soil 5un-vey of
Albemarle County, Virginia, August, 1985; (iii) critical or preserved slopes; and (iv) land
devoted to stornnwater management facilities or flood control devices, except where the
facility or feature is incorporated into a pernnanent ponid, lake or other xxuter feature
deemed by the agent to constitute a desirable open space amenity.
4. [14-302(A)(3)] Provide the width of the right of way for Brownsville Road.
5. [14-302(A)(9)] Show how the house, driveway and parking will fit within the building
site for Lots 20-25 without impacting the preserved slopes. It does not appear that a
house with a driveway and parking will be able to fit within the building site shown.
This information will need to be shown on the plat.
6. [14-302(A)(12); Zoning District] The proposed road and retaining wall appears to
require the disturbance of the preserved slopes. It does not appear to be feasible to
construct the retaining wall without impacting the slopes, as the footer alone will go
beyond the wall edges as shown. Revise to pull the cul-de-sac back away from the
slopes and adjust the retaining wall.
7. [14-302(A)(13)] Show the location of the proposed stormwater management facilities.
8. [E911] The developer should contact the Crozet Post Office to determine a location for
CBU mail delivery. Crozet Post Office is no longer able to give curbside delivery.

This site will require a two (2) new private road names. Per Sec. 7-200-B of the County's Road
Naming and Property Numbering Ordinance (Page 2 of PDF). "It is intended by this article that all
roads within the county which serve or are designed to serve three (3) or more dwelling units or
business structures shall be named."
Please review the procedures in the Road Naming and Property Numbering Manual to decide upon
road names for the road accessing Rockfish Gap Turnpike and the road connecting from that
farther into the proposed neighborhood.
We recommend providing three (3) candidate road names, for each, to our office for
review, in case your first choices are not acceptable.
The developer should contact the Crozet Post Office to determine a location for a
cluster box unit (CBU). The Crozet Post Office is no longer able to provide curbside
delivery. For questions concerning this, contact Keith Smarte, the Crozet Postmaster, at
823-9847.
