Permanent or temporary soil stabilization shall be applied to denuded areas within seven days after final grade is reached on any portion of the site. Temporary soil stabilization shall be applied within seven days to denuded areas that may not be at final grade but will remain dormant (undisturbed) for longer than 14 days. Permanent stabilization shall be applied to areas that are to be left dormant for more than one year. 2. During construction of the project, soil stock piles shall be stabilized or protected with sediment trapping measures. The applicant is responsible for the temporary protection and permanent stabilization of all soil stockpiles on site as well as soil intentionally transported from the project site. 3. A permanent vegetative cover shall be established on denuded areas not otherwise permanently stabilized. Permanent vegetation shall not be considered established N until a ground cover is achieved that, in the opinion of the local program administrator or his designated agent, is uniform, mature enough to survive and will inhibit erosion. 4. Sediment basins and traps, perimeter dikes, sediment barriers and other measures intended to trap sediment shall be constructed as a first step in any land -disturbing activity and shall be made functional before upslope land disturbance takes place. 5. Stabilization measures shall be applied to earthen structures such as dams, dikes and diversions immediately after installation. 6. Sediment traps and sediment basins shall be designed and constructed based upon the total drainage area to be served by trap or basin. a. The minimum storage capacity of a sediment trap shall be 134 cubic yards per acre of drainage area and the trap shall only control drainage areas less than three acres. M b. Surface runoff from disturbed areas that is comprised of flow from drainage areas greater than or equal to three acres shall be controlled by a sediment basin. the minimum storage capacity of a sediment basin shall be 134 cubic years per acre of drainage area. the outfall system shall, at a minimum, maintain the structural integrity of the basin during a twenty-five year storm of 24-hour duration. runoff coefficients used in runoff calculations shall correspond to a bare earth condition or those conditions expected to exist while the sediment basin is utilized. 7. Cut and fill slopes shall be designed and constructed in a manner that will minimize erosion. Slopes that are found to be eroding excessively within one year of permanent stabilization shall be provided with additional slope stabilizing measures until the problem is corrected. L 8. Concentrated runoff shall not flow down cut or fill slopes unless contained within an adequate temporary or permanent channel, flume or slope drain structure. 9. Whenever water seeps from a slope face, adequate drainage or other protection shall be provided. 10. All storm sewer inlets that are made operable during construction shall be protected so that sediment -laden water cannot enter the conveyance system without first being filtered or otherwise treated to remove sediment. 11. Before newly constructed stormwater conveyance channels are made operational, adequate outlet protection and any required temporary or permanent channel lining shall be installed in both the conveyance channel and receiving channel. K 12. When work in a live watercourse is performed, precautions shall be taken to minimize encroachment, control sediment transport and stabilize the work area to the greatest extent possible during construction. Nonerodible material shall be used for construction of causeways and cofferdams. Earthen fill may be used for these structures if armored by nonerodible cover materials. 13. When a live watercourse must be crossed by construction vehicles more than twice in any six-month period, a temporary stream crossing constructed of nonerodible material shall be provided. 14. All applicable federal, state and local regulations pertaining to working in or crossing live watercourses shall be met. J 15. The bed and banks of a watercourse shall be stabilized immediately after work in the watercourse is completed. 16. Underground utility lines shall be installed in accordance with the following standards in addition to other applicable criteria: a. No more than 500 linear feet of trench may be opened at one time. b. Excavated material shall be placed on the uphill side of trenches. c. Effluent from dewatering operations shall be filtered or passed through an approved sediment -trapping device, or both, and discharged in a manner that does not adversely affect flowing streams or off -site property. d. Material used for backfilling trenches shall be properly compacted in order to minimize erosion and promote stabilization. e. Re -stabilization shall be accomplished in accordance with these regulations. f. Applicable safety regulations shall be complied with. 17. Where construction vehicle access routes intersect paved public roads, provisions shall be made to minimize the transport of sediment by vehicular tracking onto the paved surface. Where sediment is transported onto a public road surface, the road shall be cleaned thoroughly at the end of each day. Sediment shall be removed from the roads by shoveling or sweeping and transported to a sediment control disposal area. Street washing shall be allowed only after sediment is removed in this manner. This provision shall apply to individual subdivision lots as well as to larger land -disturbing activities. 18. All temporary erosion and sediment control measures shall be removed within 30 days after final site stabilization or after the temporary measures are no longer needed, H unless otherwise authorized by the VESCP authority. Trapped sediment and the disturbed soil areas resulting from the disposition of temporary measures shall be permanently stabilized to prevent further erosion and sedimentation. 19. Properties and waterways downstream from development sites shall be protected from sediment deposition, erosion and damage due to increases in volume, velocity and peak flow rate of stormwater runoff for the stated frequency storm of 24-hour duration in accordance with the following standards and criteria. Stream restoration and relocation projects that incorporate natural channel design concepts are not man-made channels and shall be exempt from any flow rate capacity and velocity requirements for natural or man-made channels: a. Concentrated stormwater runoff leaving a development site shall be discharged directly into an adequate natural or man-made receiving channel, pipe or storm sewer G system. for those sites where runoff is discharged into a pipe or pipe system, downstream stability analyses at the outfall of the pipe or pipe system shall be performed. b. Adequacy of all channels and pipes shall be verified in the following manner: 1.1. The applicant shall demonstrate that the total drainage are to the point of analysis within the channel is one hundred times greater than the contributing drainage area of the project in question; or 1.2. (a) Natural channels shall be analyzed by the use of a two-year storm to verify that stormwater will not overtop channel banks nor cause erosion of channel bed or banks; and (b) All previously constructed man-made channels shall be analyzed by the use of a ten-year storm to verify that stormwater will not overtop its banks and by the F use of a two-year storm to demonstrate that stormwater will not cause erosion of channel bed or banks; and (c) Pipes and storm sewer systems shall be analyzed by the use of a ten-year storm to verify that stormwater will be contained within the pipe or system. c. If existing natural receiving channels or previously constructed man-made channels or pipes are not adequate, the applicant shall: 1.1. Improve the channel to a condition where a ten-year storm will not overtop the banks and a two-year storm will not cause erosion to the channel bed or banks; or 1.2. Improve the pipe or pipe system to a condition where the ten-year storm is contained with the appurtenances; or 1.3. Develop a site design that will not cause the pre -development peak runoff rate from a two-year storm to increase when runoff outfalls into a natural channel or will not cause the development peak runoff rate from a ten-year storm to increase when runoff outfalls into a man-made channel; or 1.4. Provide a combination of channel improvement, stormwater detention or other measures which is satisfactory to the VESCP authority to prevent downstream E erosion. d. The applicant shall provide evidence of permission to make the improvements. e. All hydrologic analysts shall be based on the existing watershed characteristics and the ultimate development of the subject project. f. If the applicant chooses an option that includes stormwater detention he shall obtain approval from the VESCP of a plan for maintenance of the detention facilities. the plan shall set forth the maintenance requirements of the facility and the person responsible for performing the maintenance. D g. Outfall from a detention facility shall be discharged to a receiving channel, and energy dissipators shall be placed at the outfall of all detention facilities as necessaryto provide a stabilized transition from the facility to the receiving channel. h. All on -site channels must be verified to be adequate. i. Increased volumes of sheet flows that may cause erosion or sedimentation on adjacent property shall be diverted to a stable outlet, adequate channel, pipe or pipe system, or to a detention facility. j. In applying these stormwater runoff criteria, individual lots or parcels in a residential, commercial or industrial development shall not be considered to be separate C development project. instead, the development, as a whole, shall be considered to be a single development project. hydrologic parameters that reflect the ultimate development condition shall be used in all engineering calculations. k. All measures used to protect properties and waterways shall be employed in a manner which minimizes impacts on the physical, chemical and biological integrity of rivers, streams and other waters of the state. I. Any plan approved prior to July 1, 2014, that provides for stormwater management that addresses any flow rate capacity and velocity requirements for natural or man-made channels shall satisfy the flow rate capacity and velocity requirements for natural or man-made channels if the practices are designed to (i) detain the water quality volume and to release it over 48 hours; (ii) detain and release over a 24-hour period the expected rainfall resulting from the one year, 24-hour storm; and (iii) B reduce the allowable peak flow rate resulting from the 1.5, 2, and 10-year, 24-hour storms to a level that is less than or equal to the peak flow rate from the site assuming it was in a good forested condition, achieved through multiplication of the forested peak flow rate by a reduction factor that is equal to the runoff volume from the site when it was in a good forested condition divided by the runoff volume from the site in its proposed condition, and shall be exempt from any flow rate capacity and velocity requirements for natural or man-made channels as defined in any regulations promulgated pursuant to § 10.1-562 or 10.1-570 of the Act. m. For plans approved on and after July 1, 2014, the flow rate capacity and velocity requirements of § 10.1-561 A of the Act and this subsection shall be satisfied by compliance with water quantity requirements in the Stormwater Management Act (§ 10.1-603.2 et seq. of the Code of Virginia) and attendant regulations, unless such land -disturbing activities are in accordance with 4VAC50-60-48 of the Virginia Stormwater Management Program (VSMP) Permit Regulations. In. Compliance with the water quantity minimum standards set out in 4VAC50-60-66 of the Virginia Stormwater Management Program (VSMP) Permit Regulations shall be deemed to satisfy the requirements of Minimum Standard 19. 1. PROJECT DESCRIPTION: The purpose of this project is to propose the construction of a five building apartment complex with private utilities and associated parking. Necessary grading, erosion control, & SWM will be performed. The total subject property area is 7.757 acres. The total area of disturbance is 5.50 acres. 2. EXISTING SITE CONDITIONS: Currently the site topography consists of a hill with a ridge running through the middle conveying site drainage to a concrete ditch north of the property and a culvert running underneath Old Lynchburg Rd to the south of the property. Existing slopes range from 5% to 50%. Existing ground cover consists of short grass, brush, and dense trees. 3. ADJACENT AREAS: The adjacent property to the southwest is an existing residential town home development.The parcel is bordered to the north by an area of dense mature trees (separating it from Interstate 64) and to the east by Old Lynchburg Rd.. 4. OFF -SITE AREAS: The proposed site grading will require exporting of excess soils to attain final grades. Any receiving properties shall be properly permitted for erosion control. 5. SOILS: See Sheet C2 and any supplemental soil reports for site specific soils data. 6. CRITICAL AREAS: Critical areas are any slopes steeper than 25% as shown on Sheet C2. Preserved steep slope areas are to not be disturbed and protected with tree preservation & protection. 7. EROSION AND SEDIMENT CONTROL MEASURES: Unless otherwise indicated, all vegetative and structural erosion and sediment control practices shall be constructed and maintained according to minimum standards and specifications of the Virginia Erosion & Sediment Control Handbook (VESCH). The minimum standards of the VESCH shall be adhered to unless otherwise waived or approved by a variance. The following measures are proposed: 3.02 - Temporary Construction Entrance A stone pad, located at points of vehicular ingress and egress on a construction site, to reduce the soil transported onto public roads and other paved areas. Temporary construction n r ance(s) shall be installed as indicated on the plans. 3.05 - Silt Fence Barrier Silt fence sediment barriers will be installed down -slope of disturbed areas to filter sediment -laden runoff from sheet flow as indicated on this sheet. 3.07 - Storm Drain Inlet Protection To prevent sediment from entering storm drainage systems prior to permanent stabilization of the disturbed area. 3.09 - Temporary Diversion Dike Used to divert off -site runoff from disturbed areas, or to divert sediment -laden runoff to a sediment trapping structure. 3.11 -Temporary Right -of -Way Diversion A ridge of loose gravel to divert run-off across a disturbed area to a stabilized outlet where vehicular traffic must be accommodated. 3.12 - Diversion A permanent channel with a ridge on the lower side constructed across a slope to reduce slope length and intercept and divert stormwater runoff to a stabilized outlet at non -erosive velocities. 3.13 - Temporary Sediment Trap Temporary sediment trap(s) shall be constructed before land disturbance as indicated on the plans. 3.18 - Outlet Protection Stone Rip -rap channel section below storm drain outlets to reduce erosion and flow velocities before stormwater enters receiving channels below outlets. 3.19 - Rip -Rap Permanent erosion resistant ground cover of large, loose, angular stone installed where soil conditions, water turbulence/velocity, etc, may erode under design flow conditions. 3.30 - Topsoiling Topsoil will be stripped from areas to be graded and stockpiled for later use. Stockpiles shall be stabilized with temporary seeding, 3.31. 3.31 Temporary Seeding Establishment of temporary vegetative cover on disturbed areas that will not be brought to final grade for 30 days to a year. PERMANENT STABILIZATION: All areas disturbed by construction shall be stabilized with permanent seeding and/or sodding immediately following finish grading in accordance with the plans. Seeding shall be done according to VESCH Standards & Specifications 3.32. Erosion control blankets will be installed over fill slopes 2H:1 V or steeper which have been brought to final grade and have been seeded to protect the slopes from rill and gully erosion and to allow seed to germinate properly. Cut slopes of 3H:1V or steeper shall have surface roughening performed according to VESCH Standards & Specifications 3.29, Surface Roughening. Mulch (straw or fiber) will be used on relatively flat areas. In all seeding operations, seed, fertilizer and lime (if required per soils report) will be applied prior to mulching. 9. STORMWATER MANAGEMENT: Stormwater management measures for run-off quantity and quality are addressed by bioretention basins. Calculations for the capacity of the stormwater drainage structures and pipes proposed within these site plans are provided. (Refer to 'Engineering Report' dated 01-04-2017) 10. MAINTENANCE: 3.02 - Temporary Construction Entrance The entrance shall be maintained in a condition which will prevent tracking or flow of mud onto public rights -of -way. This may require periodic top dressing with additional stone or the washing and reworking of existing stone as conditions demand and repair and/or cleanout of any structures used to trap sediment. All materials spilled, dropped, washed or traced from vehicles onto roadways or into storm drains must be removed immediately. The use of water trucks to remove materials dropped, washed, or tracked onto roadways will not be permitted under any circumstances. 3.05 - Silt Fence Barrier a. Silt fences shall be inspected immediately after each rainfall and at least daily during prolonged rainfall. Any required repairs shall be made immediately. b. Close attention shall be paid to the repair of damaged silt fence resulting from end runs and undercutting. c. Should the fabric on a silt fence decompose or become ineffective prior to the end of the expected usable life and the barrier still be necessary, the fabric shall be replaced promptly. d. Sediment deposits should be removed after each storm event. They must be removed when deposits reach approximately one-half the height of the barrier. 3.07 - Storm Drain Inlet Protection a. The structure shall be inspected after each rain and repairs made as needed. b. Sediment shall be removed and the trap restored to its original dimensions when the sediment has accumulated to one half the design depth of the trap. Removed sediment shall be deposited in a suitable area and in such a manner that it will not erode. c. Structures shall be removed and the area stabilized when the remaining drainage area has been properly stabilized. 3.09 - Temporary Diversion Dike The measure shall be inspected after every storm and repairs made to the dike, flow channel, outlet or sediment trapping facility, as necessary. Once every two weeks, whether a storm event has occurred or not, the measure shall be inspected and repairs made if needed. Damages caused by construction traffic or other activity must be repaired before the end of each working day. 3.11 - Temporary Right -of -Way Diversion The practice shall be inspected after every rainfall and repairs made if necessary. At least once every two weeks, whether a storm has occurred or not, the measure shall be inspected and repairs made if needed. Right-of-way diversions, which are subject to damage by vehicular traffic, should be reshaped at the end of each working day. 3.12 - Diversion Before final stabilization, the diversion should be inspected after every rainfall and at least once every two weeks. Sediment shall be removed from the channel and repairs made as necessary. Seeded areas which fail to establish a vegetative cover shall be reseeded as necessary. 3.13 - Temporary Sediment Trap a. Sediment shall be removed and the trap restored to it original dimensions when the sediment has accumulated to one half the design volume of the wet storage. Sediment removal from the basin shall be deposited in a suitable area and in such a manger that it will not erode and cause sedimentation problems. b. Filter stone shall be regularly checked to ensure that filtration performance is maintained. Stone choked with sediment shall be removed and cleaned or replaced. c. The structure should be checked regularly to ensure that it is structurally sound and has not been damaged by erosion or construction equipment. The height of the stone outlet should be checked to ensure that its center is at least 1' below the top of the embankment. 3.18 - Outlet Protection a. Inspect after each significant rain for erosion and/or disruption of the rock, and repair immediately. b. Grouted or wire -tied rock riprap can minimize maintenance requirements. 3.19 - Riprap Once a riprap installation has been completed, it should require very little maintenance. It should, however, be inspected periodically to determine if high flows have caused scour beneath the riprap or filter fabric or dislodged any of the stone. Care must be taken to properly control sediment -laden construction runoff which may drain to the point of the new installation. If repairs are needed, they should be accomplished immediately. 3.33 - Sodding a. During the 2 to 3 week establishment stage, sod shall be watered as necessary to maintain adequate moisture in the root zone and prevent dormancy of sod. b. No more than one third of the shoot (grass leaf) should be removed in any mowing. Grass height should be maintained between 2 and 3 inches unless otherwise specified. c. After the first growing season, established sod will require fertilization and may require lime. Follow soil test recommendations when possible, or apply maintenance levels as outlined in Table 3.33-B. 3.35 - Mulching All mulches and soil coverings should be inspected periodically (particularly after rainstorms) to check for erosion. Where erosion is observed in mulched areas, additional mulch should be applied. Nets and mats should be inspected after rainstorms for dislocation or failure. If washouts or breakage occur, re -install netting or matting as necessary after repairing damage to the slope or ditch. Inspections should take place up until grasses are firmly established. Where mulch is used in conjunction with ornamental plantings, inspect periodically throughout the year to determine if mulch is maintaining coverage of the soil surface; repair as needed. Application rate = 2 tons per acre. All mulching shall be anchored in place. 11. MANAGEMENT STRATEGIES A. Construction will be sequenced so that grading operations can begin and end as quickly as possible. B. Sediment trapping measures will be installed as a first step in grading and will be seeded and mulched immediately following installation. C. Temporary seeding or other stabilization will follow immediately after grading. Stabilization for all critical areas will consist of EC-2 lining. D. Areas which are not to be disturbed will be clearly marked by flags, signs, etc. E. The job superintendent shall be responsible for the installation and maintenance of all erosion and sediment control practices. F. After achieving adequate stabilization, the temporary erosion controls will be cleaned up and removed. 12. GENERAL NOTES: A. Unless otherwise indicated, all vegetative and structural erosion and sediment control practices will be constructed and maintained according to minimum standards and specifications of the Virginia Erosion and Sediment Control Handbook (VESCH) and Virginia Regulations 4VAC50-30 Erosion and Sediment Control Regulations. B. The County of Albemarle shall be notified one week prior to the pre -construction conference, one week prior to the commencement of land disturbing activity, and one week prior to final inspection. C. All erosion and sediment control measures will be constructed prior to or as the first step in clearing and grading. D. A copy of the approved erosion and sediment control plan shall be maintained on the site at all times. E. Prior to commencing land disturbing activities in areas other than indicated on these plans (including, but not limited to, off -site borrow or waste areas), the Contractor shall submit a supplementary erosion control plan to the Owner for review and approval by the plan approving authority. F. The Contractor is responsible for installation of any additional erosion control measures necessary to prevent erosion and sedimentation as determined by the County of Albemarle. G. All disturbed areas are to drain to approved sediment control measures at all times during land disturbing activities and during site development until final stabilization is achieved. H. During de -watering operations, water will be pumped into an approved filtering device. I. The Contractor shall inspect all erosion control measures periodically and after each run-off producing rainfall event. Any necessary repairs or cleanup to maintain the effectiveness of the erosion control devices shall be made immediately. J. The County of Albemarle shall make a continuing review and evaluation of the effectiveness of the erosion control program. The approved erosion and sediment control plan may be amended by the approving authority if on -site inspection indicates that the approved control measures are not effective in controlling erosion and sedimentation or if because of changed circumstances, the approved plan cannot be carried out. K. Properties and right-of-way adjoining the site shall be kept clean of mud or silt carried from the site by vehicular traffic or runoff. L. All construction traffic shall enter and exit the site via the construction entrance. M. All pavement areas shall be stabilized with base stone within 30 days of final grading. N. The observation well shall be checked quarterly and after each large storm event. A log book shall be maintained showing the depth of water in the well during each inspection in order to determine the rate at which the facility dewaters after runoff producing storm events. Once the performance characteristics of the structure have been verified, the monitoring schedule can be reduced to an annual basis, unless the performance data suggests that a more frequent schedule is required. At the end of the first year the Landowner shall provide a copy of the log book and the revised monitoring schedule to the county engineering department to be reviewed by the Erosion and Sediment control inspector. The inspector will approve the revised monitoring schedule or require further inspections that shall be carried out by the Landowner. 3. Inspect plant material bi-annually. Address any problems found due to disease or insect infestations. Diseased plants must be treated by a qualified professional. Replace any dead plant material and prune as necessary. Consult a landscape architect or horticulturist for specific pruning measures. All replacement plants shall meet original design specifications. New plants shall be watered everyday for H the first 14 days after planting. 4. Conduct organic layer and soil tests twice a year to maintain proper pH. An application of alkaline, such as limestone, shall be applied as needed per test results. 5. The soil mix shall be tested annually to check for the presence of toxins and heavy metals. If levels are high and the plant biologic functions are impaired (dwarfed growth and mortality) the contaminated soil and any dead plants shall be removed and replaced. All removed material shall be disposed of properly. In some cases, the removal and disposal of the entire soil base as well as the plant material may be required. Replacement soil mix and plants shall meet original design specifications. 6. Inspect mulch layer for voids and to ensure specified thickness. Replacement of mulch layer is required G every two to three years. Mulch shall be replaced in spring. The previous layer shall be removed first. 7. When sand or other street abrasives are used on areas draining to bioretention basin during snow and icing conditions the pavement shall be power/vacuum swept as soon as freezing weather abates to prevent damage to the basins. 8.
