Re: Foothill Crossing IIA — Final Road Plan Amendment SUB-2016-00237 Review #1 Dear Mr. WentIand: - The Department of Transportation, Charlottesville Residency Transportation and Land Use Section, has reviewed the above referenced plan as submitted by Collins Engineering, dated 21 November 2016, and offers the following comments: 1. The CG-12 on Binion Drive should be shifted to at least the tangent point. Please see our previous comment concerning this in our 2/10/16 letter. 2. Provide the angle of intersection for Binion Drive. 3. The minimum sidewalk width for a collector road (Eastern Avenue) is 5 feet. 4. Provide horizontal curve data. 5. The right intersection sight line at Newport Street and Fremont Street is unacceptable as we expect that it will be block by vehicles parked in the driveways of Lots 43 & 44. 6. Bike lane markings are not shown on Park Ridge Drive east of Binion Drive. 7. The minimum crest K-value for a 25 mph design speed is 26; the crest on Binion Drive will need to be adjusted. 8. The computation table headings and some of the data on Sheet 12 are not legible. 9. The temporary cul-de-sac on Binion Drive must be designed and constructed as if to be permanent. Please provide two copies of the revised plan along with a comment response letter. If further information is desired, please contact Justin Deel at 434-422-9894.
