Reviews Comments:The final site plan was approved with frontage landscaping that did not meet the minimum
requirements of the EC design guidelines, in part because of the water line and associated
easement. Moving the water line should make a small amount of additional frontage available for
planting trees. Please revise the plan to show trees added to the Rt. 29 frontage in the area where
the water line and easement have been removed.

Dear Ms. Falkenstein:
We have reviewed the CVS — Minor Site Plan Amendment, dated May 10, 2016, as submitted by
Kimley-Horn & Associates, Inc. VDOT has no objection to the plan as submitted provided that
the fire hydrant that is being removed and replaced stays south of the CVS entrance on Route 29.
Based on the plan and discussions between the applicant and Dave Covington (VDOT), we
understand that this will be the case.

RE: SDP2016-34 CVS — Minor Amendment
Dear Mr. Perkins:
Your Minor Amendment application has been reviewed. In order for the amended site plan to be
approved the following revisions are required:
1. [Comment] Provide a list of proposed changes and graphic delineation of the proposed changes
bubble or other symbol) on the plan.
2. [32.5.2(a)] This site plan is a minor site plan amendment to previously approved site plan
number SDP 201500046. Amend title to state that this is a minor amendment and include
original site plan number.
3. [32.5.2(h)] The planner is the only necessary signatory on a site plan amendment. Please revise
signature panel.
4. [32.7.9.5] A previous special exception for the location of street trees along Route 29 was
granted on the basis that utility easements prevented the placement of street trees along the
road frontage. There appears to be additional area now available for street trees. Please locate
additional street trees in this area as space permits.
5. [Comment] This amendment cannot be approved until ACSA, VDOT and ARB staff completes
their review and grants their approval. ARB staff comments are attached. Additional comments
will be forwarded upon receipt.
Staff has provided references to provisions of Chapter 18 of the Code of the County of Albemarle. The
Code is kept up to date by the County Attorney's office. The Code may found on the County Attorney's
website which may be found under "Departments and Services" at Albemarle.org.
In accord with the provisions of Section 32.4.3.5 of Chapter 18 of the Code if the developer fails to
submit a revised final site plan to address all of the requirements within six (6) months after the date of
this letter the application shall be deemed to have been voluntarily withdrawn by the developer.

Minor Site Plan Amendment Notes (Original Site Plan#: SDP 201500020 dated 2/01/16)
Amendment Summary:
A site plan amendment is being submitted based on constructability concerns with the
proposed waterline and retaining wall. The original design for the waterline showed the
existing and proposed line in close proximity to the retaining wall, which made keeping
the waterline in service throughout construction difficult. The revisions reflect a new
waterline alignment that has been vetted through discussions with ACSA to allow for
minimal disruption to surrounding businesses during the construction process. Refer to
the details listed below for the proposed changes to the site plan:
Property Exhibit(CA-001):
1. The revised waterline alignment and easement has been shown on this sheet.
Demolition Plan (CE-101):
2. The existing hydrant along Route 29 has been called out for removal.
3. The callout specifying the demolition of the existing waterline now references the
sequence on Sheet CU-101 to ensure proper shutdown and replacement of the
line.
Phase I E&S Control Plan (CE-102):
4. The construction entrance has been shifted to avoid conflicts with the location of
the proposed waterline.
5. Notes have been added to specify that the contractor must coordinate public
waterline demolition and relocation with Albemarle County and ACSA.
6. A note has been added to specify that the contractor should coordinate with both
adjacent property owners for work within the entrances.
Site Plan (CS-101):
7. The revised waterline easement has been shown on this sheet.
8. The callout near the existing hydrant along Route 29 has been revised to specify
that the hydrant will be relocated.
Retaining Wall Design (CS-502 and CS-503):
9. The retaining wall design plans and calculations have been modified to reflect the
latest revisions. These plans are shown for reference only.

10. The construction entrance has been shifted to avoid conflicts with the location of
the proposed waterline.
Stormwater Profiles & Spread Calcs (CG-201):
11. The waterline crossing has been shown on Stormwater Profile Str. C to Str. A.
Utility Plan (CU-101):
12. The waterline alignment and associated easement have been modified to avoid
constructability conflicts with the proposed retaining wall.
13. The hydrant along Route 29 has been specified for removal and replacement.
14. A blowoff assembly has been specified adjacent to the meters along the proposed
waterline.
15. A construction sequence has been added for the waterline relocation and removal.
16. A note has been added to show that plantings are allowed in the outer 2' of the
ACSA waterline easement.
Utility Plan (CU-201):
17. The waterline crossings have been shown on the Sanitary Profile (Building to SS
Connection).
18. The waterline profile has been revised to reflect the updated alignment.

19. A detail has been added for a typical blowoff assembly.
Landscaping Plan (CP-101):
20. The revised waterline alignment and easement has been shown on this sheet.
21. Plantings have been adjusted along the waterline easement to encroach a
maximum of 2' into the easement as allowable by ACSA.
