An adjourned meeting of the Board of Supervisors of Albemarle County, Virginia, was
held on July 5, 1978, at 4'00 P.M., in the Board Room of the County Office Building,
Ch~r'lottesville, Virginia; said meeting being adjourned from June 21, 1978.
Messrs. Lindsay G. Dorrier, Jr., Gerald E. Fisher, J. T. Henley, Jr., F. Anthony
Present:
Iachetta, C. Timothy Lindstrom and W. S. Roudabush.

The meeting was called to order at 4:14 P.M. by the Chairman, Mr.
Agenda Item No. 2. Motion was offered by Dr. Iachetta, seconded by Mr. Lindstrom to
adjourn into executive session to discuss legal matters. (Also, going into executive session
were Mr. Frederick W. Payne, Deputy County Attorney and Mr. William Poff.) Roll was called
and motion carried by the following recorded vote:

A regular meeting of the Board of Supervisors of Albemarle County, Virginia, was held
on July 5, 1978, at 7:30 P.M., in the Albemarle County Courthouse, Charlottesville, Virginia.
present: Messrs. Lindsay G. Dorrier, Jr., Gerald E. Fisher, J. T. Henley, Jr., F. An~hlonN

Absent: None.
Officers Present: Messrs. Guy B. Agnor, Jr., CountY ExecUtive, George R'. St. John,
County Attorney, and Ron Keeler, Assistant County Planner.
Agenda Item No. 1. The meeting was called to order at 7:30 P.M. by the Chairman, Mr.
Fisher, who called for a moment of silence.
Agenda Item No. 2. ZTA-785~5. Wendell W. Wood. To permit aircraft, assembly'plants in
the M-1 Industrial Zone as a use by right. (Deferred from June 21, 1978.)
Mr. Ron Keeler, Assistant County Planner, said the staff would recommend more inclusive
amendments which would satisfy the applicant's request and also provide for a wider range of
industrial uses. Mr. Keeler said the Planning Commission on June 6, 1978, by a vote of 6 to
3, recommended that the Albemarle County Zoning Ordinance be amended to include the following
sections:
By right - Section 8-1-33
Assembly and fabrication of machinery including engines, motors, and vehicles;
including, but not limited to, aircraft, from component parts manufactured
off-site; and including such on-site accessory uses as machining, welding,
and sheet metal, but specifically excluding such intensive uses as punch
pressing, drop hammering and foundry.

vehicles, including but not limited to aircraft, from component parts
manufactured off-site and including such on-site accessory uses as machining,
welding, sheet metal work, foundry, punch pressing, and drop hammering.
Mr. Fisher asked how the uses by right in the M-1 zone differed from those in the M-2
zone. Mr. Keeler said blacksmith shops, welding and machine shops, including punch presses
exceeding 40 ton capacity and drop hammers are included by right in the M-2 zone.
The public hearing was opened. Mr. Wendell Wood, the applicant, was present. He
requested that'punch pressing with a maximum capacity of 40 tons be included by right instead
of by special permit s.ince the proposed operation (BEDE General) for his industrial site
will be performing this activity. '
~ Mr. Don Holden, resident of the County, asked if an environmental impact study had been
conducted for the proposed operation. He felt the Board should give some consideration to
the inhabitants of the area as to noise, air pollfftion and the danger of the proposed testing
of aircraft.
In response to the concern of Mr. Holden, Mr. Fisher said the issue before the Board
tonight is a zoning text amendment. However, when the property was rezoned, the Board
attempted to find the location of the test flights and were assured that if any difficulties
arose, theY would be changed.
