Reviews Comments:1. Add the standard mechanical equipment note to the site and architectural plans. “Visibility of all
mechanical equipment from the Entrance Corridor shall be eliminated.”
2. Submit the manufacturer’s cut sheet for the proposed wall fixtures. Identify choices for all the
lighting options.
3. Add the standard lighting note to the site plan. “Each outdoor luminaire equipped with a lamp that
emits 3,000 or more initial lumens shall be a full cutoff luminaire and shall be arranged or shielded to
reflect light away from adjoining residential districts and away from adjacent roads. The spillover of
lighting from luminaires onto public roads and property in residential or rural areas zoning districts
shall not exceed one half footcandle.”
4. Correct the plan regarding existing trees on site. Show that existing trees meet or exceed frontage
requirements or add trees to meet required quantities and sizes, with species and spacing
compatible with the character of the rural area.
5. Accurately show existing trees and shrubs on the site plan. Clearly identify all trees and shrubs to
be removed.
6. Add a tree and/or shrubs at the east end of the parking row located just north of the building.
7. Add a plant schedule to the site plan.
8. Add the standard plant health note to the plan. “All site plantings of trees and shrubs shall be
allowed to reach, and be maintained at, mature height; the topping of trees is prohibited. Shrubs and
trees shall be pruned minimally and only to support the overall health of the plant.”
9. Clarify the terrace and sidewalk connections on the site plan.
10. Revise the site plan to show the existing tree located near the front sidewalk. Show that it will be
protected with fencing during construction.

The Planning Commission unanimously recommended approval of the special use permit to the Board
of Supervisors with Condition#4 being that "No building permit shall be approved without approval
from the Virginia Department of Health."

Attached is Tier 3 Report.
Just a couple notes for you:
Unless they want to do a daycare or school they should not be classified as a "public water system". With that
being said the well is in a horrible place (without a lot of good options for a new well). We are recommending
some testing be done on the well to make sure the water quality is good and that the water quantity is verified
before phase 2.
Doesn't look like septic needs to be changed till phase 2. It will be an engineered system with time dosing for
sure for phase 2.
I tried to write the tier 3 so it would be applicable for both phase 1 and phase 2. We might have to write an
update memo.

The Department of Transportation, Charlottesville Residency Transportation and Land Use
Section, has reviewed the above referenced plan as submitted Stoneking Von Storch, last revised
20 June 2016, and find it to be generally acceptable, provided that the following concerns are
addressed on the signature planset. Note that revisions may be submitted via email if the
applicant wishes to address these concerns prior to producing signature copies.
1. PIease show and label VDOT right of way, ADT, and design speed on plans in addition
to route number.
2. Please note that intersection sight distance may be evaluated in an as -built scenario at the
completion of construction as it appears that because of low clearance, additional grading
may be required.
Upon submission of the appropriate signed and sealed approval copies this office will perform a
final review and, if acceptable, sign the plans. Please allow for this office to obtain two signature
copies.
A VDOT Land Use Permit will be required prior to any work within the right-of-way. The
owner/developer must contact the Charlottesville Residency Transportation and Land Use
Section at (434) 422-9399 for information pertaining to this process. If further information is
desired please contact Justin Deel at (434) 422-9894.

Dear Mr. Newberry:
We have reviewed the Chapman Grove Baptist Church Major Site Plan Amendment and Special
Use Permit applications, dated March 1, 2016, as submitted by Stoneking Von Storch Architects,
and have the following comment;
The Virginia Access Management Regulations (24VAC30-73-110) states that
commercial entrances may be reviewed and reconstruction, relocations, consolidation,
upgrading, or a combination of these may be required if any of the following occur; 1)
the property is being considered for rezoning or other local legislative action that
involves a change in use, 2) if the property is subject to a site plan or subdivision plat
reviw, 3) there is a change (increase) in commercial use, or 4) circulation between
adjoining properties becomes available.
It appears that there may not be adequate sight distance at this entrance. Please show
sight distance lines (Road Design Manual, Appendix F) and provided sight line
easements if necessary.

Dear Mr. Newberry:
We have reviewed the Chapman Grove Baptist Church Major Site Plan Amendment and Special
Use Permit applications,dated March 1, 2016, as submitted by Stoneking Von Storch Architects,
and have the following comment;
• The Virginia Access Management Regulations(24VAC30-73-110) states that
commercial entrances may be reviewed and reconstruction,relocations, consolidation,
upgrading, or a combination of these may be required if any of the following occur; 1)
the property is being considered for rezoning or other local legislative action that
involves a change in use, 2) if the property is subject to a site plan or subdivision plat
reviw,3) there is a change (increase) in commercial use,or 4)circulation between
adjoining properties becomes available.
• It appears that there may not be adequate sight distance at this entrance. Please show
sight distance lines (Road Design Manual, Appendix F)and provided sight line
easements if necessary.

The following are County staff comments regarding the above noted pre-application meeting. This
meeting satisfies the requirement for a pre-application meeting prior to submittal of your special use
permit application The purpose of for the meeting is summarized below:
The purposes for a pre-application meeting are to:(i)provide the applicant and the county a
common understanding of the proposed project;(ii)inform the applicant about the proposed
project's consistency with the comprehensive plan, other relevant policies, and county
regulations;(iii)broadly identify the planning, zoning and other issues raised by the application
that need to be addressed by the applicant;(iv)inform the applicant about the applicable
procedure;and(v)allow the director to identify the information the applicant must submit with the
application, including the supplemental information delineated in subsection(c). Receiving the
relevant supplemental information will allow the application to be comprehensively and efficiently
reviewed_
The following are staff comments:
(ii)Consistency with the Comprehensive Plan:
• As discussed in the meeting, Comprehensive Plan issues will mainly involve the appropriateness
of the'new scale of use in the Rural Areas.
(iii)broadly identify the planning, zoning and other issues raised by the application that need to be
addressed by the applicant
• VDOT will need to verify that the entrance is acceptable, or comment on necessary
improvements.This will happen during the review.
• Parking needs must be addressed.As discussed at the meeting,the church will need to provide a
parking study with the application.
• Zoning will need to review the existing setback issue and determine if it creates any problem for
the proposed use, and if the proposed driveway can legally fit within the remaining space.
(iv)applicable procedures
• Community Meeting—the applicant is required by ordinance to undertake a community meeting
process as part of the review of the rezoning request. This meeting should be held, if possible,
within 30 days from the date the application is submitted,and can be held prior to the submittal of

the application. Adjacent property owners and neighborhoods(and the Coordinating
Reviewer/planner)should receive advance notification of this meeting (date/time/location). Staff
can provide a mailing list for this meeting.
• ARB review,Ag-Forestal District reviews
• Need for special exceptions
(v) Identify the information the applicant must submit with the application,including the supplemental
information
• Parking study,as noted above.
• An conceptual plan should be submitted with the special use permit application.
• Floorplans and elevations for the existing and proposed structures.
• See attached pre-application checklist for other required information. This checklist will need to
be filled in, signed and submitted with the ZMA application.

My name is J.T. Newberry and I am coordinating the review of the special use permit and major site plan amendment
applications for Chapman Grove Baptist Church. I'm sending this email to you because your name is listed as the contact
person and I would like to share some important upcoming dates.
Special Use Permit — SP201600007
Please see the attached review timeline. Comments will be provided on 5/6/2016. The public hearing date with the
Planning Commission is scheduled to happen no earlier than the 6/7/16 meeting.
Major Site Plan Amendment — SDP201600022
Comments will be provided on 5/16/2016. The Site Review Committee (SRC) meeting will be held on 5/19/16 at 10am in
Room 246 of the County Office Building. There's a chance that I may contact you for additional copies of the site plan
and phasing plan, but I'm trying to work it where the reviewers can use just the one set of plans you've already
submitted to review both SP201600007 and SDP201600021. I'll let you know if additional copies are needed.
Finally, although all of the available site plan comments will be provided on 5/16/16, I've attached the comment from
the Engineering Division because I anticipate it will take some time to address it. In part, it states that a Tier 3
Groundwater Assessment is required. John Anderson, P.E. (ext. 3069) provided an example report of this type of
assessment from another church that was recently reviewed, which can be viewed here:
